Abstract: The University of Mississippi has a contract with the National Institute on Drug Abuse (NIDA) to carry out a variety of research activities dealing with cannabis, including the Potency Monitoring (PM) program, which provides analytical potency data on cannabis preparations confiscated in the United States. This report provides data on 46,211 samples seized and analyzed by gas chromatography‐flame ionization detection (GC‐FID) during 1993–2008. The data showed an upward trend in the mean Δ9‐tetrahydrocannabinol (Δ9‐THC) content of all confiscated cannabis preparations, which increased from 3.4% in 1993 to 8.8% in 2008. Hashish potencies did not increase consistently during this period; however, the mean yearly potency varied from 2.5–9.2% (1993–2003) to 12.0–29.3% (2004–2008). Hash oil potencies also varied considerably during this period (16.8 ± 16.3%). The increase in cannabis preparation potency is mainly due to the increase in the potency of nondomestic versus domestic samples. 相似文献

The highly connected nature of the current era has raised the need for more secure systems, and hence the demand for biometric-based authentication methods. In 2013, the Mauritian Government invested massively in the collection of data, and implementation of the national biometric identity card scheme. The latter has suffered a number of contestations among the population, and several cases were consequently filed at the Supreme Court of Mauritius to oppose the use of this biometric card. The main concern was the collection of biometric data which posed threats to the privacy of individuals. Additionally, the collection and retention of biometric data lead to security issues. In this paper, the challenges with respect to the usage of the biometric card are analysed. The laws governing data protection are discussed, together with the legal framework used for data collection and retention. Following the court decisions, several amendments have been made to the existing laws in order to cater for the usage of biometric data for the public interest. Finally, recommendations are made with regards to a legal framework which will enhance the security of biometric data, and eventually encouraging public acceptance of this biometric identification system. 相似文献

AbstractThis lightly edited version of an appeal by Jabbar Khan provides an inside look at the particulars of the continuing struggle in Bhopal in the face of self-serving governent communalism as well as persistent government and industry collusion. Although it was written before the ninth anniversary of the Bhopal gas disaster and we are now approaching the tenth, it seems likely that most of the issues remain the same; it can still serve as an appeal and a source of additional information.It is close to nine years since the Bhopal gas disaster. The people affected by the poisonous gases of Union Carbide continue to suffer, and death continues to stalk the shantytowns around the factory. The survivors of the disaster wait in vain for a cure for their ailments. But the misery and death in Bhopal is no longer “news” for newspapers and the electronic media, and people outside Bhopal think all is well in this city of death. The purpose of this article is to analyze the process of restructuring the Egyptian public health sector according to the new mode of governance principles and the concomitant dilemmas in the process. Based on an interpretative methodology, the findings of this research indicate that (a) despite some positive changes, serious doubts remain over the commercialization of basic public services; (b) confusions have emerged regarding the identity of public hospitals; (c) despite the introduction of the business management principles, the centralized hierarchical power of the state over the local governmental hospitals remains intact; (d) the new system has degraded the professional standards of medical practitioners and made them subservient to the whims of the financial management professionals; and (e) there have been some negative effects on equity. 相似文献

This article examines how greater role clarification may be associated with increased work satisfaction and decreased turnover rates in workgroups. These linkages are examined with the use of multivariate analysis of variance and hierarchical regression analysis for data collected during two time periods from multiple sources: personnel records and an organizational survey of 1,699 employees working in 45 geographically distributed offices in a state government agency. Results indicate that offices with a high level of role clarification had significantly higher levels of work satisfaction and lower rates of turnover. Additionally, the effects of role clarification on work satisfaction and turnover behavior were mediated by overall role clarity perceived in these offices. The implications of these findings for effective management of workgroups in government agencies are discussed. 相似文献

In 2003, the European Union declared the threat of weapons of mass destruction ‘potentially the greatest threat to our security’ and increasingly called for the issue of nuclear proliferation to be managed within its preferred multilateral security governance frameworks. In spite of this, and the increased securitisation of proliferation, the EU has fundamentally continued its historical record of failing to engage with India and Pakistan’s nuclear rivalry, and has not been able to move significantly beyond a relationship with South Asia based on trade and aid. This is deeply problematic given the regional instability posed by the Indo-Pakistani enduring rivalry, and the fact that Pakistan is not only an unstable nuclear weapons state, but has been known to harbour international terrorists and nuclear proliferators. Given these conditions, as the EU acknowledges, the stakes of failing to engage could not be higher. A deeper analysis of EU engagement, however, demonstrates that EU security governance is limited, ineffectual, inconsistent and largely perceived as neo-colonial in what is the world’s most likely nuclear flashpoint. If the EU is to be considered a global actor in security governance, a key objective of the Treaty of Lisbon, then this needs to be redressed. 相似文献

This article intends to fill a glaring void in the existing academic literature on the issues and challenges which stem not only from crafting, but also making asymmetric federalism work in northeast India. It examines the extent and limits to which asymmetric federalism—specifically under Article 371A of India’s Constitution—not only negotiates Nagas’ sovereignty claims over their land and resources and caters to the demands of democratic justice, but also the extent to which it consolidates India’s state-nation and democracy building in its northeastern periphery. Contending that the extant asymmetric federal arrangement in India’s polity stems from a centralist federal framework, the article makes a case for a more robust asymmetric federalism, which goes beyond this framework. 相似文献

The present study aims at understanding the application of Internet of Things (IoT) in online food retailing, influencing purchase frequency of ready‐to‐eat food products. The research is empirical in nature in which an internet based consumer survey was conducted to collect 329 valid responses on PAN India basis. This research comprehensively investigated, shortlisted, and finally selected the factors of consumer involvement and decision making using IoT in online food retailing. The binary logistic regression model revealed that the factors relative advantage, best deals, availability and information, consumer satisfaction, and channel efficiency significantly influences the consumer purchase frequency for ready‐to‐eat food products at various stages in online food retailing. The understanding, extrapolation, and proper management of these factors will help online food retail players in implementing IoT enable services effectively in their retail formats to gain consumer confidence. 相似文献
