This study cross-validates a short aggression inventory using a sample of 250 law enforcement professionals. The instrument under investigation is the 12-question modified version of the Buss-Perry Aggression Scale (Buss & Perry, 1992). Statistical and external validation methods were used to ascertain the appropriateness of this scale's use with law enforcement professionals. Confirmatory factor analyses revealed that both the firstorder, four-factor model, {ie12-1}, GFI=.94, NFI=.84, NNFI=.88, and CFI=.91, and the second-order model with a single, global Aggression “super” factor, {ie12-2}, GFI=.94, NFI=.84, NNFI=.89, and CFI=.91, provided a reasonable goodness-of-fit to the data. Subscales of this instrument correlated meaningfully with departmental measures of citizen complaints for physical and verbal aggression by officers, as well as the number of shooting incidents in which the officers were involved. The need for a short measure of aggression is discussed and applications in law enforcement are offered.  相似文献

In response to calls from previous scholarship for further bottom‐up examination of local government roles in environmental policy, the authors revisit local air agencies to examine two separate phenomena occurring in environmental federalism: one from the top down (second‐order devolution) and one from the bottom up (local activism). Using survey data from local air agencies on devolved authorities to set air quality standards and to enforce federal and/or state standards, the authors identify three different types of local agencies: state administrative subunits (only enforcement authority), fully devolved agencies (authority to both set and enforce standards), and activist agencies (neither authority). Further findings indicate that state administrative subunits and fully devolved agencies are likely functions of second‐order devolution, while activist agencies are likely functions of local activism. Conclusions suggest that both top‐down and bottom‐up approaches to environmental federalism are shaping local government roles in environmental management.  相似文献

Despite the significant amount of change experienced by the public sector, there has been relatively limited empirical examination of how change agendas affect public sector employees in Australia. This article presents a comparative analysis of two Australian public sector organisations that implemented the same positive work change agenda, but experienced very different outcomes. Using a critical realist approach, we draw on a mix of qualitative techniques to suggest that textbook notions of ‘successful change’, which are often derived from large private sector expectations, may fail to capture the complex nature of how public sector change initiatives may unfold. In particular, we demonstrate how political, temporal, contextual, and process factors interact to shift change momentum. Illustrative examples are provided throughout and the findings are discussed in terms of their implications for theory building, for change facilitation, and for future research.  相似文献

In democratic societies there is a tension between maximizing ballot access and minimizing voter fraud. Since the 2000 presidential election, this tension has been central to discussions about election reform at the national, state, and local level. We examine this tension by focusing on the implementation of voter identification laws in one state that has experienced significant issues in recent elections, and that is currently implementing election reform: New Mexico. We hypothesize that Hispanic voters are more likely to show some form of identification than other types of voters. Using a voter data set from New Mexico's First Congressional District in the 2006 election, we find that Hispanic, male and Election Day voters are more likely to show some form of identification than non-Hispanic, female and early voters. In addition, using an overlapping study of Bernalillo County 2006 poll workers, which almost entirely overlaps with the First Congressional District, we find no evidence that differences in poll worker partisanship or ethnicity produce differences in voter identification procedures. Our findings suggest that broad voter identification laws, which may be applied unequally, may be perceived as discriminatory.  相似文献

Social ecological theories of crime have recently been extended to explain spatial variation in police behavior. Although these theories successfully identify community characteristics affecting local policing, they fail to acknowledge the class-based origins of formal social control and the relative autonomy of the police. This paper addresses the neglected class issue by integrating social ecological and critical theories in a model of police behavior. Cross-sectional data was obtained from twenty-five police agencies’ vice divisions and their corresponding jurisdictions to test the integrated hypothesis. Four social ecological variables and a fiscal measure of relative autonomy are examined as police behavior predictors. Findings reveal that both the autonomy measure and three of the social ecological variables explain significant variance in police behavior, thus supporting the inclusion of structural Marxism in a general theory of police behavior.  相似文献

Because research synthesis enables one to determine either the overall effectiveness of different types of treatments, it is becoming increasingly popular as a tool in program evaluation. Numerous methodological problems arise, however, when research synthesis is applied to studies conducted in field settings. The present paper categorlzes and discusses these problems as being threats to either the (1) internal validity (whether one can draw conclusions about cause and effect), (2) statistical conclusion validity (whether one's inferential statistics are capable of detecting cause-and effect relationships, (3) construct validity (whether one's treatments and outcome measures are valid operationalizations of the independent and dependent variables of interest), or (4) external validity (whether one can generalize results to particular populations, settings, or time periods) of research synthesis (see Cook & Campbell, 1979). Specific recommendations are made for minimizing these threats to validity, In order to improve the quality of research synthesis in program evaluation. Finally, the validit framework is applied to an actual synthesis to identify strengths, weaknesses, and potential means of enhancing research quality.  相似文献

This study tested the extent to which coached participants can simulate the neural responses of participants with posttraumatic stress disorder (PTSD) when they are presented with signals of fear. Functional magnetic resonance imaging (fMRI) was used to study blood oxygenation level-dependent signal during the presentations of fearful and neutral faces under both conscious and nonconscious (masked) conditions. Participants comprised 12 patients with PTSD and 12 trauma-exposed controls who were instructed to simulate PTSD. During conscious fear processing, simulators showed greater activation in the left amygdala and medial prefrontal cortex (MPFC) than PTSD participants. By contrast, during nonconscious processing, PTSD participants had greater MPFC activation than simulators. These findings suggest that coached simulators produce a profile of ‘over-responding’ to fear when controlled conscious processing is possible, but are not able to simulate the exaggerated medial prefrontal responses observed in PTSD participants under conditions of nonconscious processing.  相似文献
