This study develops a day-to-day theory of political violence that predicts that rebels respond strategically to the onset of interstate conflict that is directly related to a civil war. Government-initiated interstate conflict is theorized to incentivize rebels to signal their resolve, willingness to bear costs, and vulnerability of government forces. In addition, this form of interstate conflict is predicted to decrease violence against civilian populations, as it makes it more likely that rebels will need to rely on civilians for resources in the future. This is contrary to interstate conflict initiated by an external state, as this signal of third-party support makes civilian support more dispensable from the perspective of a rebel movement. Using a country-day data set constructed from event data, evidence is presented that is consistent with this theoretical logic. Interstate conflict, therefore, is shown to play a significant role in explaining the variation of violent events that occur on a day-to-day basis during a civil conflict.  相似文献

Decentralization of authority from central government to sub-national governments is an important part of modern public sector reforms and has been the primary contribution to public sector reform in Denmark and the other Nordic countries. On the assumption that political and administrative actors are authority maximizers, the paper analyses how national and sub-national actors react to these decentralization goals, and the extent to which they are implemented. The analysis points to the importance of both institutional and power variables. It concludes that dynamic change can take place in a public sector which is characterized by strong corporatist and multi-level institutions, such as in Denmark.  相似文献

The history of Danish political science is young, and public administration has from the beginning been part of the training of political scientists. This background reflects a double strategy: first, in order to ensure political scientists a position in the labour market, they were launched as a new kind of generalist, competing with lawyers and economists. Second, public administration has from the very beginning been seen as a subfield of political science. Even if the institutions engaging in PA research and training have varying profiles, the integration of the discipline in political science is still dominant. So far it has been a success, whether measured at the level of political science graduates in the civil service or the level of PA research. However, the paper argues that in a tougher labour market, generalists with a broad political science background face severe competition from lawyers and economists, and that this must have implications for the direction of research and training in public administration.  相似文献

However, there is little consensus amongapplied researchers about the appropriate representation ofvoter behavior with respect to the measurement of issue distance,candidate location, or whether to allow heterogeneity in theweight that each individual places on particular issues. Eachof these choices suggests a different, and reasonably complicated,nonlinear relationship between voter utility and candidate andvoter issue positions which may have a meaningful influenceon the substantive conclusions drawn by the researcher. Yet,little attention has been given to the best way to representthe proximity model in applied work. This article explores the attitudes of officials in the upper echelons in Chinese provincial and local government toward the origins of administrative reform. The authors examine the somewhat dichotomous argument that reform imitates the West or is indigenous and contend that both influences are present. Data drawn from a survey of party cadres and government officials show that cultural factors (time in government, overall knowledge of administrative reforms, together with familiarity with the move from a planned system of government to a market economy) and structural variables (upper echelon and familiarity with business management techniques) are correlated with learning from the West. Cadres and officials who spend more time managing outward and those who are familiar with performance assessment do not learn from the West. The theoretical and research implications of these findings—that learning from the West is an important influence on the adoption of administrative reforms in China—are discussed.  相似文献

Two years into the first term of the right wing Conservative/Progress Party coalition government, the 2015 Norwegian local elections displayed many features of a ‘second-order’ election: the governing parties lost considerable support, minor parties did well and voter turnout was low. For the second local elections in a row, political circumstances prevented the far right Progress Party from mobilizing on the anti-immigration issue, adding to the burdens of governing nationally for the first time. The Green Party leveraged its 2013 entry into the national parliament into record support, consolidating the progress made in the 2011 local elections. Although the elections were shaped by national politics, municipal and county variation shows that local political factors did matter.  相似文献
