Is Narco‐Violence in Mexico Terrorism?

Mexico's drug ‘war’ produced 100,000 deaths between 2006 and 2012. The extreme violence has raised the notion that Mexico has become a failed state wracked by terrorism. We categorise the forms of narco‐violence in Mexico in light of the literature on terrorism and contemporary Mexican politics. Our study suggests three overlapping dimensions of narco‐violence that should be considered terrorism: (a) narco‐terror as a struggle for regional political control; (b) narco‐terror as a practice ordered by cartel leaders rather than spontaneous violence of foot soldiers; and (c) narco‐terror as an expansion strategy from solely drug trafficking to other kinds of organised crime.     

Asking the Right Questions: Utilizing a Judicial Checklist to Track the Educational Success of Youth in Foster Care

Asking about the educational objectives for children in foster care has not been a priority in most juvenile and family courts. Research has shown that compared to the general school population, children in foster care have lower grade point averages, change schools more frequently, earn fewer credits toward graduation, and are more likely to be placed in special education programs. In response, Casey Family Programs, in collaboration with the National Council of Juvenile and Family Court Judges' Permanency Planning for Children Department, developed a Judicial Checklist with key educational questions to be asked from the bench. The Checklist has become a useful tool for juvenile and family court judges when assessing the effectiveness of current educational placements of the children who come before their courts, tracking their performance, and in making a positive future impact on their educational outcomes.     

The Effect of Police Employment on Crime

The effects of police employment on index violent trim rates and index property crime rates are studied using a maximum likelihood technique to estimate two-wave multivariate panel models. Separate analyses are carried out for a sample of 252 U.S. suburbs and for a sample of 269 U.S. cities for the years 1960 and 1970.     

COLLECTIVE SECURITY AND FATAL FIREARM ACCIDENTS*

This paper offers an explanation for rates of fatal firearm accidents in terms of confidence in collectively provided justice and security. It describes the collective security model and presents an analysis of time-series data from Detroit which supports it: accidental gunshot deaths varied positively with violent crime and civil disturbances and negatively with the allocation of resources to the police. Finally, it discusses some implications for research design and social policy.     

PLANNING AND CONTROLLING PUBLIC EXPENDITURE IN THE UK, PART I: THE TREASURY'S PUBLIC EXPEIWITURE SURVEY

The Treasury's annual survey of public expenditure is the central element in planning and controlling public expenditure. While its purpose remains similar to that in the 1970s, the principles governing its preparation, the methodology employed and the conduct of negotiations between the Treasury and the departments have changed with successive attempts to control both the total and programme allocations more effectively. This article examines and explains the process of preparing the survey, through the main stages from the decisions about the size of total public spending in the context of the government's macroeconomic strategy to the announcement in the Autumn Statement of the planned totals and allocations for the next three years and finally to the publication in February of the departmental Public Expenditure Chapters. Part I1 [Summer issue] analyses the effects and effectiveness of the survey processes, and discusses whose interests have been best served.     

DOUBLE MARGINALITY OF BLACK POLICEMEN

This article explores the extent to which black policemen are victims of “double marginality” (Alex. 1969). From secondary data on 576 black male policemen in a large metropolitan area, it was found that the concept of double marginality has little explanatory power in accounting for variation in either black officers' perception of public involvement in police affairs or black officers' perception of police authority. These findings raise serious questions about the general applicability of the marginality concept in explaining black officer' perceptions today.     

THE EDUCATION OF THE TREASURY: THE MEDIUMTERM FINANCIAL STRATEGY 1980–84

The first Thatcher government introduced an innovatory macro-economic plan – the medium-term financial strategy (MTFs) – in March 1980. It was the most notable example of how the Government sought to change the direction of post-war policy. This article traces the origins and formulation of the strategy, noting that it was Treasury-imposed, and monetarist in orientation. During its implementation however it was substantially modified. The phrase 'pragmatism and continuity' best describes this process. Aspects of macro-economic policy are introduced to develop this theme. There is clear evidence that the Treasury was 'educated' by the problems encountered: the objectives of the MTFS were not uniquely achievable simply because they were deliberately limited in scope. Nevertheless, the strategy has survived as a policy framework and freed from its monetarist dogma remains a useful means of co-ordinating objectives.
