An actuarial tool, the Ontario Domestic Assault Risk Assessment (ODARA), predicts recidivism using only variables readily obtained by frontline police officers. Correctional settings permit more comprehensive assessments. In a subset of ODARA construction and cross-validation cases, 303 men with a police record for wife assault and a correctional system file, the VRAG, SARA, Danger Assessment, and DVSI also predicted recidivism, but the Hare Psychopathy Checklist (PCL-R) best improved prediction of recidivism, occurrence, frequency, severity, injury, and charges. In 346 new cases, ODARA and PCL-R independently predicted recidivism. An algorithm was derived for a combined instrument, the Domestic Violence Risk Appraisal Guide (DVRAG), and an experience table is presented (N=649). Though internal migration in China during the Qing era (1644–1911) was mostly unrestricted, the government tightly controlled the movement of peasants who worked state lands in frontier regions and certain other locations. Such peasants accounted for 5–10% of China's population. In the state farms of northeast China, households could move legally only from one place to another within the system. Departure from the system was illegal. In this article, one of the first quantitative studies of migration in late imperial China, we apply discrete-time event-history methods to longitudinal, nominative household register data from six northeast Chinese state farm systems to compare how characteristics of the farm system, village, and household influenced the chances of legal moves and illegal departures. We show that among these state peasants, who were supposedly “unfree,” migration was not uncommon. We also show that the determinants of legal and illegal migration differed substantially. We conclude with a discussion of the implications of these findings for our understanding of migration processes in late imperial China. 相似文献

The use of the military for development purposes in the 1960s fell out of fashion following its involvement in human rights abuses in many countries. This article examines whether it is now appropriate to welcome back the military as an agent of peacebuilding. Two arguments in favour—the economic and the Gandhian—are considered and then compared with some arguments against. While there is an obvious role for the military in peacekeeping, the article concludes that the military's emphasis on the use of force renders it unsuitable, by comparison with civilian bodies, for the tasks of peacebuilding. 相似文献

Abstract: A number of observers have suggested that there is a decline in the level of “traditional” federalism research undertaken in Canada. They contend that scholarly interest has shifted away from areas like fiscal federalism and the division of powers to newer areas of interest like social movements, identity politics and citizenship issues. An interdisciplinary review of a number of Canadian journals reveals, however, that studies in traditional areas of federalism are not in decline and continue to dominate the field in English‐language federalism scholarship. At the same time, the authors did not find a robust literature on federalism‐related issues in French for the forty‐year period under review.
