Scholars of Latin America have recently begun to apply the bellicist approach to state building to the region, the central claim of which is that wars are a great stimulus to centralizing state power and building institutional capacity. This article argues that current applications of these models of state building are too narrowly specified to be of much use in Latin America or elsewhere in the developing world. Replacing the focus on interstate war with the more general phenomenon of interstate rivalry, alongside the consideration of intrastate rivals, allows us to account for the impact of both external and internal forces on the development of the state. I demonstrate the utility of this approach through several cross-sectional time-series analyses that provide evidence that external and internal rivals affect the Latin American state in a manner consistent with the general nature of bellicist theory.  相似文献

The topic I address provides an embarrassment of scope. At the same time, it allows the development of a theme that is worthwhile discussing. When in the public sector is it worthwhile to import private sector concepts, principles and practices and when would the adoption of a private sector model be injurious to the state's constituents? The theme is worthwhile discussing, in part because some of Australia's jurisdictions appear to be adopting what they consider to be private sector practices, without an adequate framework to guide them. Because there is no proper framework, mistakes are made which could have been avoided. There is also some evidence that the public is uneasy about the loss of ‘public’ from the term public services. It would not be in the public’s own interests to resist, for no good reason, the adoption of private sector principles where that would allow more cost-effective services. The topic also allows a discussion on the influence on public sector ethics of the trend to place senior public servants on contracts that can be disposed of without a reason or prospect of appeal.  相似文献

This study was designed to test the following factors involved with processing luminol treated bloodstained evidence: 1) The reactivity of other presumptive chemical color tests, phenolphthalin (PT) and tetramethylbenzidine (TMB), following the application of the light emitting luminol presumptive test. 2) The effect of different cleanings of various bloody substrates on the luminol test. 3) The effect of different cleanings of various bloody substrates on the ability to obtain DNA suitable for PCR testing. 4) The ability to extract DNA from luminol treated bloodstained substrates using three extraction techniques. 5) The effect of spraying washed and unwashed bloodstains on various substrates with luminol on the ability to correctly type the DNA using PCR. Our findings indicated that luminol did not adversely effect the PCR testing and did not interfere with the PT and TMB presumptive tests for blood. It was determined that the substrate and the method of cleaning were the major factors affecting DNA yield and the ability to type the bloodstains using PCR based technologies.  相似文献

One of the few legal tools for protecting victims of domestic violence is the civil Protection Order (PO). How effective they were in preventing re-abuse was analyzed by examining court and police records from 210 couples in which female victims (or applicants) filed POs against their violent partners. Police records for 2 years prior and two years following the issuance of a PO were reviewed. Results indicated a significant decline in the probability of abuse following a PO. Prior to filing a PO, 68% of the women reported physical violence. After filing, only 23% reported physical violence. Several risk factors were assessed and it was found that very low SES women were more likely to report re-abuse as were African-Americans.  相似文献

The federal Surface Mining Control and Reclamation Act of 1977 not only established national performance standards and permitting procedures for the coal industry, but also provided for stateprimacy. The principle of state primary is both simple and intuitively appealing: Because states do not have adequate resources to develop effective regulatory programs, the federal government would set up comprehensive procedures and criteria to guide the states in preparing their own plans. The obvious advantage of state primacy is that i t provides for flexibility in implementation.
Ultimately, state primacy is an experiment in cooperative federalism, a sharing of authority and responsibility between the states and the federal government to insure both the general welfare and sensitivity to local conditions. The history of surface mining regulation is instructive because i t points out the pitfalls and promise of cooperative federalism as well as the critical role of the courts in making state primacy work.  相似文献

Studies show that children of alcoholics constitute an at-risk population. This study attempted to understand the impact of parental alcohol misuse on sexual behaviors of female adolescents, based on a sample of 1134 teenagers from alcohol misusing parents in Minnesota. Index adolescents were more likely to report having sexual intercourse as well as greater frequency of intercourse, history of pregnancy and greater overall pregnancy risk based on current patterns of sexual behavior and contraceptive utilization. Bivariate analysis revealed that gender of the drinking parent was also associated with the above variables. However, in multivariate assessment of protective and risk factors for adolescent pregnancy in the at-risk sample, maternal vs. paternal vs. both parents drinking was no longer salient. Pregnancy avoidance was associated in the index group with two-parent family structure and higher maternal education, while pregnancy history was associated with a history of physical abuse and perception of high levels of vandalism in the school setting.The study reported in this article did not utilize clinically diagnostic indicators of alcoholism. Hence the authors have deliberately avoided using the word alcoholics when referring to parents of study participants. The terms alcohol misusers and alcohol abusers have been substituted and are used interchangeably.Received Ph.D. from University of Minnesota. This article tests a wide range of government activities against requirements for public accountability. The article explores the incentives for ethical behaviour by public officials; the need for more outcome focused performance indicators, tensions between parliamentary and managerial accountability; the standards of accountability applied to public providers of services can be applied to private providers; the utility of spelling out service requirements in advance; the impacts on accountability of the convergence of the public and private sectors; the need, where responsibility for programs is collaborative, for a clear governance framework, tensions between representative and participative democracy, and trends towards more participative and collaborative leadership.  相似文献

This article explores the images of ‘girlpower’ and ‘girls as risk-takers’ as important sources for the analysis and management of young women's experiences and behaviours under late modernity. It then focuses on what is known as the grrrlzine culture as a site where these contemporary images of girlhood are challenged and deconstructed. It is argued that grrrlzines create a community for young women within which they can participate in debates about the meaning of girlhood under late modernity. Grrrlzines offer spaces for young women to discuss and organize among themselves, and in particular to wrestle with and parody contemporary images of girlhood. In doing so, they help to complicate and advance feminist youth studies approaches to the role of the public/private split in girls' cultures, places for youth resistance and the ‘problem’ of girls' silence and invisibility in the context of late modernity. The article examines the ways grrrlzines appear to be complicit in the silencing of young women by insisting on expression only within liminal spaces. However, it is suggested that this constitutes an important attempt on the part of some young women to evade new regulatory regimes that operate primarily by inciting them to speak.  相似文献
