Between 1919 and 1926 Weimar Germany pursued a foreign policy that sought to place Germany in a position to mediate between Soviet Russia and the United States. In particular, Berlin was eager to act as a mediator in the economic and commercial relations between these two powers. Germany hoped that such a policy would align it with two Powers that, like itself, were hostile to the Versailles order. Berlin also hoped that such a relationship would contribute to German postwar economic recovery and thereby to Berlin's re-emergence as a Great Power in the aftermath of its defeat in 1918. This policy culminated in 1925–1926 with Berlin's efforts to arrange for American financing of a 300 million Mark credit to the Soviet Union. Ultimately this and other efforts failed as result of Germany's own financial weakness, Washington's refusal to cooperate with Berlin's initiatives, and the nature of the Soviet economic system.  相似文献

Urban waste services in Portugal have historically been provided together with other services, such as the water services. Despite the lack of discussion on this subject in the literature, some questions have been raised about the gains, in terms of efficiency, of this policy. Following a recent and robust partial nonparametric frontier model, based on order-α, we intend to evaluate the presence of economies of scope in the Portuguese waste sector. Furthermore, we also estimate the economies of scale using the traditional data envelopment analysis. The results show the absence of economies of scope between waste and water (and wastewater) services. In addition, we identify the presence of economies of scale in smaller municipalities. These outcomes might be useful for policy and decision makers in further reforms.  相似文献

Most studies on Middle East security focus on traditional threats such as military aggression and terrorism. This draft report examines the scope and dimensions of a broadened regional security agenda. It focuses on three specific issues: the opium trade in Central and Southwest Asia; unregulated population movements from the Persian Gulf, Afghanistan and North Africa; and maritime piracy around the Horn of Africa and Arabian Peninsula. Although Washington is not directly affected by any of these "soft" or "grey area" challenges, they are relevant for the United States in at least five respects. First, they represent a subset of the transnational problems that both the Clinton and Bush administrations have emphasized as a growing threat to national and international stability (such as international organized crime, corruption and generalized non-state violence and chaos). Second, they have, in varying degrees, undermined and distorted institutional state capacity, trade and (legitimate) economic growth in a region that is of geostrategic importance to Washington. Third, all carry significant implications for the lives, welfare and safety of ordinary citizens, including Americans. Fourth, in certain instances they have interacted with other sources of political tension to act as an additional catalyst for inter-state hostility and rivalry. Finally, because these challenges cannot be readily deterred by established mechanisms of border security, they necessarily require innovative and novel countermeasures--something that the United States is well placed to facilitate, both by virtue of its resources and global leadership role.  相似文献

Though internal migration in China during the Qing era (1644–1911) was mostly unrestricted, the government tightly controlled the movement of peasants who worked state lands in frontier regions and certain other locations. Such peasants accounted for 5–10% of China's population. In the state farms of northeast China, households could move legally only from one place to another within the system. Departure from the system was illegal. In this article, one of the first quantitative studies of migration in late imperial China, we apply discrete-time event-history methods to longitudinal, nominative household register data from six northeast Chinese state farm systems to compare how characteristics of the farm system, village, and household influenced the chances of legal moves and illegal departures. We show that among these state peasants, who were supposedly “unfree,” migration was not uncommon. We also show that the determinants of legal and illegal migration differed substantially. We conclude with a discussion of the implications of these findings for our understanding of migration processes in late imperial China.  相似文献

Abstract: A number of observers have suggested that there is a decline in the level of “traditional” federalism research undertaken in Canada. They contend that scholarly interest has shifted away from areas like fiscal federalism and the division of powers to newer areas of interest like social movements, identity politics and citizenship issues. An interdisciplinary review of a number of Canadian journals reveals, however, that studies in traditional areas of federalism are not in decline and continue to dominate the field in English‐language federalism scholarship. At the same time, the authors did not find a robust literature on federalism‐related issues in French for the forty‐year period under review. Sommaire: Un certain nombre d'observateurs semblent indiquer que le niveau de la recherche entreprise au Canada sur le féléralisme « traditionnel » a baissé. Us prétendent que les intelleduels se sont détournés des domaines comme le fédéralisme fiscal et la répartition des compétences pour s'orienter vers de nouveaux centres d'intérêt comme les mouvements sociaux, la politique identitaire et les questions relatives à la citoyenneté. Une étude interdisciplinaire d'un grand nombre de revues canadiennes révèle cependant que les études portant sur les secteurs traditionnels du fédéralisme ne sont pas en baisse et que ces secteurs continuent à faire l'objet de la majorité des bourses d'études en langue anglaise sur le fédéralisme. This paper seeks to understand the relationship between state building, interstate and intrastate rivalry. Previous studies of state building have focused primarily on the European experience, with selective application to cases in the developing world. Prior studies of interstate rivalry have focused primarily on their effects on interstate relations. This paper seeks to expand the domain of both literatures. First, the paper investigates the applicability of the predatory theory of the state, derived from the European experience, in the context of the postcolonial developing world. Second, the paper expands interstate rivalry research to an examination of the effects of both interstate and intrastate rivals on domestic politics. In particular, the literature derived from the European experience considers decisions about fiscal policy as central to the process of state building and survival. Therefore, this paper examines the effects of internal and external rivals on extractive capacity in the context of state development in sub-Saharan Africa, the Middle East and North Africa, and Asia from 1975 to 2000. A series of pooled, cross-sectional time-series analyses suggest that external and internal rivals increase the extractive capacity of the state in a manner similar to the experience of early modern Europe.  相似文献
