Abstract

Portland, OR, is often cited as an example of successful regional governance and planning. The metropolitan area appears to match many of the precepts of the popular “compact city” model of urban growth and to demonstrate the capacity of local and state government to shape growing metropolitan regions. Given this reputation, it is important to evaluate the relevance of the Portland experience for other communities, distinguishing unique local circumstances from generalizable characteristics.

This analysis explores the spatial character of metropolitan Portland in the 1990s, summarizes the politics of regional planning, examines weaknesses in the Portland approach, and offers suggestions for other metropolitan areas. The study finds that many of Portland's accomplishments center on urban design, but that the region's most distinguishing characteristic is its attention to political process. The discussion concludes with suggestions about the value of extensive civic discourse, incremental policy making, and institution building.  相似文献

The shift in recent decades towards an explicitly punitive agenda for criminal justice in Western jurisdictions has been well-documented in the criminological literature. People accused of offences and convicted offenders progress through a punitive criminal justice system replete with crime control values. Furthermore, in criminal justice policy development, the notion of victims' rights and the quest to rebalance the system in favour of victims now override concerns about rights. In the light of this state of affairs, it seems necessary to assess the role of practitioners within the criminal justice system who, by virtue of their professional mandates, can be expected to act as much needed allies for defendants as they progress through the system. These practitioners are defence lawyers and probation officers. Insufficient attention has been paid to the role of both and they have not previously been considered as two parts of a greater whole despite their obviously complimentary nature. In an effort to address this gap in knowledge, this article draws on two different studies to offer an exploratory discussion of how both practitioners interact with their clients and whether or not the practitioners can be viewed as effective allies of those implicated with the criminal process.  相似文献

The overlay of a skull and a face image for identification purposes requires similar subject‐to‐camera distances (SCD) to be used at both photographic sessions so that differences in perspective do not compromise the anatomical comparisons. As the facial photograph is the reference standard, it is crucial to determine its SCD first and apply this value to photography of the skull. So far, such a method for estimating the SCD has been elusive (some say impossible), compromising the technical validity of the superimposition procedure. This paper tests the feasibility of using the palpebral fissure length and a well‐established photographic algorithm to accurately estimate the SCD from the facial photograph. Recordings at known SCD across a 1–10 m range (repeated under two test conditions) demonstrate that the newly formulated method works: a mean SCD estimation error of 7% that translates into <1% perspective distortion error between estimated and actual conditions.  相似文献

The purpose of this study was to examine the implementation, adherence and protocol fidelity for the Reducing Risky Relationships for HIV (RRR-HIV) study. The RRR-HIV study is a phase III trial of a randomized intervention to reduce human immunodeficiency virus (HIV) risk behaviors among incarcerated women in four US states: Connecticut, Delaware, Kentucky and Rhode Island. The intervention consists of five interventionist-led prison-based group sessions and a sixth individual community-based session. Data on adherence, implementation, acceptability and fidelity of the intervention were obtained from forms completed after the five prison-based sessions by both the interventionist and participant. Data from the sixth session were collected by the interventionist. Of the 363 women recruited to date, 173 (47.6%) have been randomly allocated to the experimental RRR intervention, of which implementation measures were available for 162 (93.6%). Almost three-quarters of women attended all five sessions, each of which lasted a median of 90 minutes, indicating successful implementation of the protocol across multiple study sites. Interventionists and participants alike reported that all of the topics for each session were discussed, suggesting adherence to the protocol. In addition, protocol interventionists indicated that more than 95% of the women were engaged/involved, interested, and understood the materials presented, indicating high levels of acceptability among the participants and fidelity to the intervention protocols. The majority of participants also answered all of the post-test questions correctly, which is another strong indicator of the fidelity to the intervention. Results suggest that the RRR-HIV study has been successfully implemented across multiple study sites. Adherence to the protocol, as well as protocol fidelity and acceptability, were also strong, which is essential to establish prior to examining outcome data.  相似文献

Abstract: Camouflage garments can be associated with surveillance images of a crime scene even in the absence of unique wear marks or very high‐quality images. However, the probability of an accidental association, or incidence rate, is significant. The present work describes and validates a method for estimating the incidence rate based on a statistical model of the garment manufacturing process. The model was developed primarily for use with the current U.S. Army Combat Uniform (ACU), but can be applied to any camouflage garment. Eight garment manufacturers were studied, and all sources of variation in the manufacturing process were characterized. The marking and spreading procedures were found to be dominant and consistent sources of variation. However, some sources of variation, in particular those because of human operators, were not consistent enough to accurately characterize. Sources of variation that could not be well‐characterized were ignored in the statistical model, yielding a worst‐case estimate that is an upper‐bound to the true incidence rate. The model was evaluated for a variety of cases. Depending on the quality of the surveillance image, the manufacturing parameters, and the local population, incidence rates range from about 3% to negligibly small. The model was validated by returning to one manufacturer, and sampling a large number of completed garments and estimating empirical match probabilities. The empirical probabilities validated the estimates of the worst‐case incidence rate and also demonstrated that typical incidence rates are significantly lower.  相似文献

The present study examined whether ever being arrested for driving under the influence (DUI) was associated with higher levels of substance use and criminal activity in a sample of 800 probationers. Lifetime and 30-day histories of substance use and criminal activity were compared across three groups of probationers from rural Kentucky: those with a single DUI arrest, those with two or more DUI arrests, and those with no DUI arrests. A larger percentage of probationers with a DUI arrest reported lifetime and 30-day substance use than non-DUI offenders in almost all drug and alcohol categories. Higher prevalence of criminal activity was limited primarily to the multiple DUI arrest group. Findings add to the literature on rural substance abusers and indicate that DUI may be used as a marker to help identify opportunities for targeted substance abuse interventions.  相似文献

Congressional employment of totaland partial preemption and coercive regulatory powers since1965 raises the question whether the theory of cooperative federalismexplains fully the functioning of the federal system at thebeginning of the twenty-first century. An examination of national-staterelations reveals that each of the two theories retains a degreeof explanatory value. There is, however, a need for a more generaltheory incorporating elements of these theories and coerciveuse of congressional powers, highlighting the generally cooperativenature of national-state relations, and explaining the continuousreadjustment of the respective powers of Congress and states.  相似文献

Since the late nineteenth century, the presence of an independent and meritocratic bureaucracy has been posited as an advantage for effective bureaucratic behaviour and a means of limiting patrimonial networks and corruption, among other benefits. There is little consensus on how the features of an independent and meritocratic bureaucracy should be measured across countries, however, and broad empirical studies are therefore rare. What is more, the few such studies that exist have advanced measures which are constructed exclusively on expert surveys. Although these have indeed contributed to the knowledge in the field, the data on which they are built come with problems. This paper proposes a set of novel measures that complement existing measures and thus fill important gaps in this burgeoning literature. The measures we present are not based on expert assessments but on perceptions of public sector employees’ and citizens’. We create two measures—that can be combined into one—from a recent survey (2013) of over 85,000 citizens in 24 European countries. One is purely based on the assessments from public sector employees’ and the other is based on perceptions of citizens working outside the public sector. The paper also discusses the survey and explores the external validity of the measures provided here, showing correlations with alternative measures based on expert opinions, as well as variables from the literature that we would expect to correlate highly with a meritocratic bureaucracy.  相似文献
