Categorization of Narcomessages in Mexico: An Appraisal of the Attempts to Influence Public Perception and Policy Actions

The current article brings together the conclusions of an exercise carried out in an attempt to analyze and classify narcopropaganda, or “narcomessages” in Mexico. The analysis and classification of narcomessages is able to provide some insights about the motivations underlying the increase of violent attacks in the country; at the same time, the classification of these messages can help in the identification of those groups that are more likely to influence public perception and support public policy measures against them.

Ballistic fingerprinting databases

This article discusses a number of questions regarding the setting up of ballistic fingerprinting databases, consisting of ammunition components fired by all the firearms held in legal possession. These questions can be classified into three categories--the efficiency of the database, forensic issues, and practical issues to be dealt with. The current New York State legislation is used as an illustration of the choices to be made when setting up a ballistic fingerprinting database. Three important arguments are formulated against the installation of a ballistic fingerprinting database.     

Parallel Systems and Human Resource Management in India's Public Health Services: A View from the Front Lines

There is building evidence in India that the delivery of health services suffers both from an actual shortfall in trained health professionals and from unsatisfactory results of existing service providers working in the public and private sectors. This study focuses on the public sector and examines de facto institutional and governance arrangements that may give rise to well‐documented provider behaviors such as absenteeism that can adversely affect service delivery processes and outcomes. We analyze four human resource management (HRM) subsystems: postings, transfers, promotions and disciplinary practices from the perspective of front‐line workers—physicians working in rural healthcare facilities operated by two state governments. We sampled physicians in one “post‐reform” state that has instituted HRM reforms and one “pre‐reform” state that has not. The findings are based on both quantitative and qualitative measurements. The results show that formal rules are undermined by a parallel modus operandi in which desirable posts are often determined by political connections and side payments. The evidence suggests an institutional environment in which formal rules of accountability are trumped by a parallel set of accountabilities. These systems appear so entrenched that reforms have borne no significant effect. Copyright © 2015 John Wiley & Sons, Ltd.     

Self‐Determination in the Constitutional Future of the EU

This article analyses three prominent proposals for the functional and political transformation of the EU from a constitutional perspective. It argues that existing EU reform proposals, to varying degrees, entrench rather than reverse the challenges to individual and political self‐determination brought about by the EU's response to its Euro crisis. As the article will conclude, challenging ‘authoritarian liberalism' in an EU context may require the development of a constitutional structure for the Union able to contest, rather than set in stone, the EU's existing economic and political goals.
