The Administrators of Democracy: A Research Note on Local Election Officials

Local election officials are the administrators of democracy, but we know little about their views. This paper draws from two national surveys of local election officials. The authors find that local election officials generally support the goals of the federal Help America Vote Act but are less enthusiastic about the actual impact of the legislation. Implementation theory helps explain their evaluation of federal reforms. Goal congruence with reform mandates, resource availability, and a willingness to accept federal involvement predicts support for these reforms. Federal policy changes have promoted electronic systems, and some of the authors' findings are relevant to research on e-government. Users of electronic voting machines tend to have high confidence in them despite the significant criticism the machines have faced. Local election officials who support e-government generally are more likely to more positively evaluate federal reforms.     

EU-China relations: balancing political challenges with economic opportunities

During 2005, the European Union and China marked 30 years of diplomatic relations with much fanfare. Celebrations surrounding the anniversary however belied the fact that throughout most of this period the European Union and China remained largely aloof from one another. The strengthening of EU foreign policy over time, as well as the economic reforms and new outward orientation exhibited by China have changed the dynamics of the relationship. Both sides are increasingly recognizing the potential mutual benefits that can be accrued from a closer relationship. This paper assesses EU-China relations from both economic and political perspectives. In terms of economics, it is clear that the EU must build stronger relations with China if it is to accrue the benefits of access to an expanding market with over one billion people. To do so successfully however, the EU will have to reconcile the economic and political components of its foreign policy. The EU continues to challenge the Chinese government to reform its practices on a number of issues including human rights, democratic reform, and Tibet, all of which remain bones of contention. How the EU achieves the balance between political constraints and economic opportunities is the primary focus of this paper.

“The pluses of pulses”: haricot beans and women’s empowerment in Ethiopia

This practical note demonstrates the role that haricot beans play in assisting women to become food and nutrition secure, to generate income, and to have sustainable livelihoods that are resilient to shocks. Based on qualitative research among female and male beneficiaries of a pulse innovation project implemented in southern Ethiopia, the note provides a summary of the critical voices of farmers, and the role that haricot beans play in empowering women. It also outlines some of the challenges that the project faced in achieving its empowerment objectives.     

FROM OBAMA TO ABBOTT

Abstract This article analyses how politicians' use of emotion is gendered. Key Australian, US and UK politicians studied include Obama, George W. Bush, Hillary Clinton, Cameron, Rudd, Abbott and Gillard. Emotions analysed range from fear to compassion. A particular focus is placed on issues of masculinity; however, the implications for constructions of both femininity and masculinity will be considered, including arguments that female politicians face particular problems in utilising emotion, for example, in projecting an image of being both tough and compassionate. It will be argued that it is not just that politicians' use of emotion intersects with issues of gender but that particular gendered identities are a key vehicle via which emotion is deployed. Consequently, the analysis contributes new insights to both the literature on the politics of emotion and the literature on masculinity and gender.

When is Growth Not Growth? The Curious Case of Mental Health Budgeting in New York

This article argues that the adverse impact of Medicaid on state budgets alleged in various public debates has been overstated, in some measure because of the inaccurate and misleading manner in which Medicaid expenditures are appropriated in state budgeting systems. Data on Medicaid and mental health spending in the state of New York is used for analysis. The first section provides a Medicaid spending and budgeting background. The second section discusses Medicaid and mental health in New York. The third section describes actual budgeted spending for mental health in New York, and the final section provides a discussion and concluding comments.
