Young adulthood represents a developmental period with disproportionately heightened risk of losing a job. Young adult unemployment has been linked to increased mental health problems, at least in the short term. However, their possible long-term impacts, often referred as “scarring effects,” have been understudied, possibly underestimating the magnitude of mental health burden that young adult unemployment generates. This longitudinal study examined whether duration of unemployment during young adulthood is associated with later mental health disorders, after accounting for mental and behavioral health problems in childhood. Furthermore, the current study investigated whether childhood neighborhood characteristics affect this association and if so, in what specific functional ways. Data were drawn from a longitudinal study of developmental outcomes in a community sample in Seattle. Data collection began in 1985 when study participants were elementary students and involved yearly assessments in childhood and adolescence (ages 10–16) and then biennial or triennial assessments (ages 18–39; N?=?677 at age 39; 47% European American, 26% African American, 22% Asian American, and 5% Native American; 49% female). The current study findings suggest that duration of unemployment across young adulthood increased mental health problems at age 39, regardless of gender. Childhood neighborhood characteristics, particularly their positive aspect, exerted independent impacts on adult mental health problems beyond unemployment experiences across young adulthood. The current findings indicate a needed shift in service profiles for unemployed young adults—a comprehensive approach that not only facilitates reemployment but also addresses mental health needs to help them to cope with job loss. Further, the present study findings suggest that childhood neighborhoods, particularly positive features such as positive neighborhood involvement, may represent concrete and malleable prevention targets that can curb mental health problems early in life.

This article argues that the adverse impact of Medicaid on state budgets alleged in various public debates has been overstated, in some measure because of the inaccurate and misleading manner in which Medicaid expenditures are appropriated in state budgeting systems. Data on Medicaid and mental health spending in the state of New York is used for analysis. The first section provides a Medicaid spending and budgeting background. The second section discusses Medicaid and mental health in New York. The interstate compact as a policy tool has a long history ofuse in the United States. Yet some observers feel that interstatecompacts have never lived up to their potential. Nevertheless,in 1980, the compact was chosen as the policy instrument tosolve one of the thorniest environmental policy issues of thedecade: the siting of low-level radioactive waste (LLRW) disposalfacilities. Drawing from research on interstate compacts andon alliance theory developed in international relations, thisarticle applies five key questions to the case of LLRW: Whydo states join compacts? Are federal courts sympathetic to local and state officials'cost concerns, particularly when it comes to meeting the requirementsof the Americans with Disabilities Act? This is the fundamentalquery taken up by this analysis. After examining twenty-eightfederal ADA cases where state and local officials have goneto court claiming that complying with this civil rights measurewould be unduly burdensome, this study comes up with mixed findings.In some cases, the courts have been sensitive to cost concernsbut, in others, they have not. Despite these inconclusive findings,this study does cast some light on what state and local officialsmust do if they expect federal courts to be sensitive to theirconcerns. 相似文献
The decline in sports participation that begins in early adolescence has been well documented, and there has been considerable controversy regarding the reasons for this attrition. The present study addressed the attrition process by focusing on the subjective experience of sports as a function of grade, gender, and sport context. Following the procedures of the Experience Sampling Method, 401 5th–9th-grade boys and girls carried electronic pagers, similar to those worn by doctors, for one week, and filled out self-report forms on their activities and subjective states in response to signals received at random times. Older respondents spent less time in sports than their younger peers. This age difference was due primarily to a decline in informal sports participation, with less pronounced attrition from organized sports. Our findings suggest that the reasons for attrition from sport may be context specific. While informal sports were experienced more positively than gym class or organized sports, perceptions of skill were lowest during informal sports and declined with age. It seems youngsters stop participating in organized sports because these activities are less enjoyable to them, while attrition from informal sports is more performance based. Boys spent more time in sports than girls, and this difference was based primarily upon significant gender differences in informal sports participation. Data from a large sample of late adolescents was used to examine associations between family relationships (reported closeness to parents and siblings) and perceived social competence. Significant positive relationships were found between family bonds and the social competence measures, which included social self-esteem, instrumentality, expressiveness, shyness, and degree of satisfaction/ease in same- and opposite-sex peer relationships.
