As growing numbers of local authorities in England are facing up to funding challenges, many of them are looking to commercialising services to increase revenue and to balance their budgets. This commentary paper outlines the characteristics of commercialisation and the drivers for it, reviews the commercial strategies being introduced by a number of local authorities, and offers some general reflections on commercialisation within local government. Although local authorities have created their own individual commercialisation strategies, a number of general themes can be identified within these strategies. These common themes include the drivers for commercialisation; the vision, aims, and objectives of commercialisation strategies; delivery plans and priorities; measurement; and risk management. In reflecting on local authority commercialisation strategies, the authors highlight the importance of developing both a communications plan and new skills and knowledge bases for employees, and they link their findings to the privatisation of public sector services and to neoliberal models of local service provision. 相似文献

In its 1993 report, the Winter Commission gave direction to the federal government in the area of health policy and Medicaid: lead, follow, or get out of the way. This article examines how the federal government responded to that advice, specifically asking what has happened in the allocation of responsibility in health policies between 1993 and 2006. In short, unlike the suggestion that there be a better‐defined direction in federal–state policy assignments in health, the ensuing years have resulted in more of the same. The authors examine what has happened, particularly focusing on vertical diffusion—where the states have acted first—and on the role of policy learning in federal decision making. They find little recognition of policy learning in recent federal health laws—even in areas in which state experience was extensive. Decades of research suggests that campaign contact together with an advantageous socioeconomic profile increases the likelihood
of casting a ballot. Measurement and modeling handicaps permit a lingering uncertainty about campaign communication as a source
of political mobilization however. Using data from a uniquely detailed telephone survey conducted in a pair of highly competitive
2002 U.S. Senate races, we further investigate who gets contacted, in what form, and with what effect. We conclude that even
in high-profile, high-dollar races the most important determinant of voter turnout is vote history, but that holding this
variable constant reveals a positive effect for campaign communication among “seldom” voters, registered but rarely active
participants who—ironically—are less likely than regular or intermittent voters to receive such communication.

This paper assesses the effectiveness of child safety seat laws in the United States. Over the past 35 years, these laws have steadily increased mandatory child safety seat restraint ages. We exploit state‐year level variation in the age until which children are required to ride in child safety seats to estimate triple difference models using Fatality Analysis Reporting System (FARS) data from 1975 to 2011. Our findings show that increasing the age thresholds is effective in increasing the actual age of children in safety seats. Across the child‐age distribution, restraint rates increase by between 10 and 30 percentage points or by between 50 and 170 percent, in the long run. We also estimate the impact of the child safety seat laws on the likelihood that a child dies in a fatal accident. We find that the laws saved up to 39 children per year. Finally, we find that the laws primarily induce compliant parents to switch from traditional seatbelt use to child safety seat use, with only small effects among parents who do not restrain their children. 相似文献

School-based extracurricular activity involvement has been associated with lower levels of substance use among adolescents from various populations; however, these associations have only been slightly examined among American Indian (AI) adolescents. Building from various theoretical perspectives, it was hypothesized that AI adolescents’ perceived access to and the intensity (i.e., frequency) of participation in extracurricular activities would be associated with lower substance use and less engagement in risky substance use behaviors (i.e., being drunk or high at school, riding/driving with an intoxicated driver, and selling drugs). The moderating influences of sex, age, reservation residence, and metropolitan status also were examined. Data from the 2010 Arizona Youth Survey were analyzed for 5,701 8th, 10th, and 12th grade AI adolescents (49.1 % female). The expected protective effects of extracurricular participation were demonstrated, such that high levels of perceived availability and intensity of participation consistently predicted low levels of all outcomes. Some of these associations were moderated by one or more demographic factors, with unique patterns emerging for each behavior. Ultimately, the findings suggest that AI adolescents benefit from the availability of extracurricular activities and intensity of participation in them, but the degree of the effect is contingent upon other individual and contextual characteristics. 相似文献
