‘Empty,Swept and Garnished’: the Public Finance Initiative case of Throckley Middle School

As spaces of complex layering of multiple relations, each with their own space–time dynamics and reach, policies of urban governance and their tangible outcomes can be materially experienced as conjunctions of multiple meshworks of assemblages with different scopes and different systems of values. This paper investigates a case example of a Private Finance Initiative for the construction of Throckley Middle School in Newcastle upon Tyne. Completed in 2003, Throckley school closed in 2005. A Deleuzean-inspired tracing of several Throckley assemblages is presented and the paper concludes by discussing the challenges of adopting a Deleuzean perspective for analysis of urban governance and infrastructure development.

PLANNING AND PARTICIPATION IN CITIES THAT MOVE: IDENTIFYING OBSTACLES TO MUNICIPAL MOBILITY MANAGEMENT

The dual processes of rapidly transforming cities and administrative decentralisation demands that local government address human mobility as a means of countering urban poverty. Despite this imperative, local authorities are often poorly equipped to address the needs of poor and transient residents. Through an examination of four South African municipalities, this article helps to identify three critical factors working against effective responses: poor data and conceptual bias; institutional ambiguities and budgeting processes; and, ironically, participatory planning. Although any one of these could serve as a basis for an article, by taking them together, we better summarise the challenges' scope and outline areas for further research and policy intervention. Regionalist governance and transnational collective action in Latin America

Abstract

New forms of regionalism are now a central element in global governance. It is sometimes suggested that new regionalism represents an opportunity for transnational civil society activism. I explore this argument through a comparison of processes of collective action in two emerging frames of regionalism governance in the Americas, the FTAA/Summit of the Americas and Mercosur. I show that, while civil society activism has regionalized to some extent in relation to both hemispheric regionalism and sub-regionalism, this process is far more marked in the former. I suggest, further, that the influence of civil society actors in regionalist governance in the Americas is extremely limited. This is due to persistent institutional barriers to inclusion, the practical obstacles for many groups of scaling up to the regional/transnational level and the particular difficulties associated with accessing trade-based negotiations.     

The end of the millennium or the countdown

In the millennial countdown the time remaining is already past, and the maximal utopia of life gives way to the minimal utopia of survival. This is the paradox of the achieved utopia which puts an end to the utopian dimension. It creates an impossible situation, in the sense that it exhausts historical possibilities.     

Political Violence: Switzerland,A Special Case?

When we speak of political violence during the second half of the twentieth century in Western Europe, we tend to think of events that took place in Germany, involving the Red Army Faction, and in Italy, with the Red Brigades. Such political violence does not apply in the case of Switzerland, which is perceived as a haven of peace, security, democracy, and economic affluence. However, cursory analysis of the contemporary press undermines this stereotypical vision: indeed, between 1968 and 1995 there were a number of violent acts of protest. Switzerland may not have experienced the phenomenon of organized armed struggle in the same way as Germany and Italy—in fact, the intensity of the violence was far from being the same—but political acts against the government did occur, acts involving either damage to property or, more rarely, injury to people. A rough typology identifies three different political tendencies: separatists and anti-separatists pertaining to Canton Jura, the far-Left, and the far-Right. The aim of this article is to pinpoint and analyze the different features of the violent repertoire that unfolded in Switzerland between 1968 and 1995.
