This article assesses the regulatory response to fracking by Saskatchewan, Canada's second largest oil‐producing province. Public officials and industry representatives claim fracking regulations are “comprehensive” and “robust”; however, there has been no comparative assessment of this claim. To address this gap, we outline the dominant regulatory pathways of U.S. states and Canadian provinces, ranging from applying existing regulations with minimal revisions, to enacting broader revisions or bans. We account for this variation using a framework from Davis ( 2012 ) emphasizing governments’ dependence on the oil sector, the level of support for fracking among elected officials and policy makers, and the influence of key “constituencies.” The article then traces the growth and impact of fracking in Saskatchewan and analyzes new trends in the province's regulation of fracking. Given the province's application of existing regulations with minimal revisions and active weakening of enforcement, we identify Saskatchewan as taking Rabe and Borick's ( 2013 ) “conventional” regulatory approach, typical of Davis's “energy dominant” states.  相似文献

Whether public services are better delivered through centralized or decentralized administrative systems is one of the most enduring debates in public administration. This article contributes to the debate with a study of program outcome achievement in U.S. child welfare services. We examine whether centralized state‐administered or decentralized county‐administered systems are more successful at realizing desired outcomes, which exhibit greater performance equity, and which are more successful at securing program outcomes in rural settings. Using a coarsened exact matching approach to quasi‐experimental research, we find that centralized child welfare systems exhibit greater success at achieving desired outcomes—in both rural contexts and overall. No discernible difference is found in centralized and decentralized systems' performance equity; outcome disparities exist under both structures. The study thus lends credence to centralization arguments, but at the same time cautions that centralized administration is not a structural panacea.  相似文献

Near repeat analysis has been increasingly used to measure the spatiotemporal clustering of crime in contemporary criminology. Despite its predictive capacity, the typically short time frame of near repeat crime patterns can negatively affect the crime prevention utility of near repeat analysis. Thus, recent research has argued for a greater understanding of the types of places that are most likely to generate near repeat crime patterns. The current study contributes to the literature through a spatiotemporal analysis of residential burglary and motor vehicle theft in Indianapolis, IN. Near Repeat analyses were followed by multinomial logistic regression models to identify covariates related to the occurrence of initiator (the first event in a near repeat chain) and near repeat (the subsequent event in a near repeat chain) events. The overall findings provide additional support for the argument that neighborhood context can influence the formation and context of spatiotemporal crime patterns.  相似文献
