女性农民土地权益保障问题研究

土地权益是农民的主要权利之一,也是衡量农村男女两性权利平等程度的主要标志。我国女性农民土地权益的保障现状不尽如意,其原因是多方面的,但主要是男权社会的遗毒和民间法对国家法保护女性土地权益的扭曲。纠正这种现象,需要强化女性土地权益平等的观念,健全女性土地权益保护的法律体系,引导民间法走向性别公平与公正,优化土地资源平等的社会环境。

城乡一体化进程中的空间隔离及其法制应对——以空间正义为视角

城乡一体化的持续推进逐步打破了“城乡两元”结构下的宏观空间隔离,但发生于城镇之中的微观空间隔离却正悄然滋生.进城农民在居住空间和社会空间上的边缘化和孤立化即是此种微观空间隔离的表现.城镇之中的空间隔离强化了城乡居民之间的社会距离,固化了城乡居民之间的社会分层,形成了“城市两元”的排斥性社会结构,与城乡一体化空间正义目标之间有明显的背离.从法制层面来看,城乡一体化进程中空间隔离的消减,需要通过确立空间正义的法律目标,健全以混合居住为核心的城乡规划法律制度以及进一步推进农民权利发展等措施加以应对.

Invited by the Hanns Seidel Foundation, CPAFFC President Li Xiaolin led a delegation to visit Germany from May 21 to 24. She and her party attended the Seminar on European Debt Crisis and Its Political Effects, met with Eduard Oswald, Vice President of German Parliament, Hartmut Koschyk, Parliamentary State Secretary at the Federal Ministry of Finance, Reinhold Bocklet, Vice President of the Bavarian State Parliament, Hans Zehetmair, Chairman of the Hanns Seidel Foundation, and Helmut Dedy, Deputy Secretary General of the German Association of Cities, and signed cooperation agreements with the Hanns Seidel Foundation and the German Association of Cities respectively.
