Using the natural laboratory of 18 post–communist Central and Eastern European countries, this article presents a basic model for democratic transition, specifically testing two alternative explanations for the degree of citizen satisfaction with the performance of their fledgling democracies: (1) virtues of omission, which include bad actions from which the state refrains, namely violations of individual human rights, and (2) virtues of commission, which include positive state actions, in particular actions enhancing economic well–being. The findings clearly indicate that, during the transition period citizens' sense of the condition of human rights is consistently more important than are perceived economic prospects as predictors of democratic performance. 相似文献

The polymorphism of the human red cell phosphoglucomutase 1 (PGM1) in samples from Egyptians (n = 134) was investigated using isoelectric focusing in thin-layer polyacrylamide gel. In the studied population samples nine common phenotypes were observed, and the calculated frequencies for the genes PGM1+1, PGM1-1, PGM2+1 and PGM2-1 were 0.6381, 0.0821, 0.2201 and 0.0597, respectively. The observed and expected phenotypes provide a good fit to Hardy-Weinberg equilibrium. The four alleles system will increase the probability of excluding a man falsely accused of paternity to 30% as compared with 16% if the two alleles system is used. 相似文献

Abstract: Recent research on policy implementation has focused on policy intervention across multiple jurisdictions with large numbers of actors, loci and layers. The present study seeks to contribute to this endeavour by weaving together theoretical insights drawn from conventional policy implementation, organization theory and governance. The rapid ascendency of China has attracted considerable attention from American scholars, policymakers, and media. Yet what does the American public think about the rise of China as a world power? In this paper we use survey data collected by the Chicago Council on Global Affairs and other organizations to explore the nature and causes of Americans' views. It turns out that most Americans are well aware of the rise of China. Some are apprehensive about that rise, chiefly for national security (rather than economic) reasons, and many favor a degree of off-shore ‘balancing’ of the sort that realists recommend. But few Americans want to actively work to limit the rise of China. Very few favor the use of troops to defend Taiwan. Very few favor a nuclear-armed Japan. Large majorities of Americans take stands more akin to those of neo-liberals than realist theorists, favoring cooperation and peaceful engagement with China. 相似文献

Abstract This article reports on a reconnaissance of information systems containing data on the beneficiaries of direct and indirect federal housing expenditures. It covers data in the U.S. Departments of Agriculture, Housing and Urban Development, Veterans Affairs, and the Treasury; the Resolution Trust Corporation; financial regulatory agencies; and secondary mortgage market actors. Data varied widely across agencies in availability, accessibility, and quality. Data are more systematically collected for low‐income beneficiaries of housing programs than for the more affluent beneficiaries of indirect housing expenditures. The systems need improvements in data quality and coverage and database format, though they have improved recently. Many research topics can be explored with new and underused data systems: the characteristics of beneficiaries of rural housing programs, urban rental housing programs, low‐income homeownership programs, and mortgage guarantee and insurance programs. But the lack of information on the systems themselves makes data difficult to locate and access. 相似文献

Abstract At one time the national goal of affordable housing was a widely held consensus that led to decent housing for millions of Americans. Today, proponents of affordable housing must negotiate with diverse and sometimes hostile parties to secure project approvals. Discussions are frequently adversarial, and stalemate is too often the result. The consensus has collapsed. If progress toward affordable housing is to be made, proponents will have to recast the way they operate within this new environment. More than new financing plans or recommendations for regulatory relief are needed. Attention must also focus on the processes by which groups address divergent interests and come to agreement. “Principled negotiation,” a form of joint problem solving, when coupled with third‐party intervention, offers a promising and effective means of dealing with this hostile environment. 相似文献
