Utility of the Y-STR typing systems Y-PLEX 6 and Y-PLEX 5 in forensic casework and 11 Y-STR haplotype database for three major population groups in the United States

The Y-PLEX 6 and Y-PLEX 5 systems enable analysis for 11 Y-STR loci. We present here the utility of these systems in forensic casework. A total of 188 samples, including 127 evidence samples, were analyzed using either or both of the systems. The evidence sample types included fingernail scrapings, sperm or seminal fluid, epithelial cells, blood and other tissues. The Y-STR typing systems provided useful probative results in difficult cases. A reference database for Caucasian (n = 517), African American (n = 535), and Hispanic (n = 245) population groups within the United States was generated for estimating the haplotype frequency in forensic casework. Among the individuals profiled, 311 Caucasians, 412 African Americans, and 194 Hispanics provided unique profiles in their respective population datasets. This is the first report describing the haplotype database for the set of 11 Y-STR loci recommended by the Scientific Working Group on DNA Analysis Methods (SWGDAM). Linkage analysis reveals that the frequencies from forensically important autosomal loci can be multiplied with the Y-STR haplotype frequency. The results from Y-PLEX systems have been accepted in courts in the United States.     

United States' Narco-Terrorism Policy: A Contingency Approach to the Convergence of the Wars on Drugs and Against Terrorism

In recent years, terrorist organizations have become increasingly dependent on drug trafficking as one of several primary sources of revenue to fund terrorist activities. In response, the United States’ security and intelligence efforts against narco‐terrorism have increasingly merged into one unified policy approach. Moreover, the convergence of United States policy wars against terrorism and illicit drugs have produced complex and dynamic contingency factors. As a result, a relatively coherent nexus now exists between the United States’ antinarcotics and antiterrorist policies. The objective of this article is to explain and assess the contingency factors and implications resulting from this convergence and to provide policy scholars with an analytical perspective into the implications of the United States’ narco‐terrorism policy. It is believed that this article is significant to both policy practitioners and policy scholars concerned with the domestic impact of the United States’ narco‐terrorism policy.     

Problems of Indigenous Community Councils in North Australia

Since 1978 community councils have been able to directly qualify for Northern Territory government funding. Community councils have therefore become instruments for community governance as well as being responsible for delivering municipal services to Northern Territory Indigenous communities. The effectiveness of these councils are influenced by the community/cultural environment and the strategic environment. A community council plays an important role in negotiations between these two environments. The article observes that there is a strong separation of responsibilities in communities between those relating to municipal services and those relating to community/cultural issues and suggests a realignment of supervisory authority and de‐concentration of responsibilities within community councils.

From Convergence to Divergence: Reforming Australian Local Government

The article maps local government reform in the six Australian states over the last decade. It identifies an earlier phase of reform that focused primarily on redefining the roles and relationships within local government, especially between state and local governments, principally through the reform of the state local government Acts. As state reform agendas have shifted more to focus on managerial improvement, significant differences between local government reforms between states have emerged, in focus, process and outcomes. These differences are such that the role of local government itself has been refocused in several states away from the traditional local democracy values that have for so long underpinned this third sphere of government.

Left on the Shelf: Local Government and the Australian Constitution

When the Australian Constitution was first written, those framing it did not include specific reference to local government. The authors have examined the federation conventions, papers and formal discussions of the 1890s and noted the little prominence given to the case for including local government in the Australian Constitution. It appears that the leaders of the federation movement did not deliberately exclude local government; rather, there was little pressure to include local agendas and concerns, and few were willing to champion the case for the inclusion of local government.
