ABSTRACT

This article proposes that the study of Indian foreign policy and Foreign Policy Analysis (FPA) offers a “win-win situation” for scholarship. On the one hand, this bridge-building exercise leads to a better understanding of the making and substance of Indian foreign policy. On the other hand, it advances FPA in both theoretical and empirical terms, thus contributing to overcoming FPA’s US/Western bias and to decentering the field more generally. Framing the argument in terms of levels of analysis, we offer specific contributions to the understanding of foreign policy in areas such as leadership traits, poliheuristic theory, coalition politics, and state-society influences. Moreover, this line of research suggests the contours of a new comparative foreign policy agenda which could emerge from this examination of Indian foreign policy.  相似文献

During the 1990s public service industrial relations in South Australia have followed the state's long‐standing practice of being moderate and careful. From 1993 onwards, processes of corporatisation and privatisation that had commenced under the Bannon Labor government were continued and extended under the new Liberal government, in part as a response to financial pressures arising from the State Bank collapse, and in part as a reflection of the same trends that were widespread elsewhere. Where possible the government avoided direct confrontation with unions. There were various contests where the parties explored options in the changing environment, but the most prominent trend was that government policies of financial restraint and outsourcing tended to reduce most unions' bargaining power. Those policies were initially conjoined with agency‐specific enterprise bargaining, but the resulting variations in outcomes finally led to a Wages Parity Agreement to restore consistency.  相似文献

This paper assesses the impact of welfare reform's parental work requirements on low‐income children's cognitive and social‐emotional development. The identification strategy exploits an important feature of the work requirement rules—namely, age‐of‐youngest‐child exemptions—as a source of quasi‐experimental variation in first‐year maternal employment. The 1996 welfare reform law empowered states to exempt adult recipients from the work requirements until the youngest child reaches a certain age. This led to substantial variation in the amount of time that mothers can remain home with a newborn child. I use this variation to estimate the impact of work‐requirement‐induced increases in maternal employment. Using a sample of infants from the Birth cohort of the Early Childhood Longitudinal Study, the reduced form and instrumental variables estimates reveal sizable negative effects of maternal employment. An auxiliary analysis of mechanisms finds that working mothers experience an increase in depressive symptoms, and are less likely to breastfeed and read to their children. In addition, such children are exposed to nonparental child care arrangements at a younger age, and they spend more time in these settings throughout the first year of life.  相似文献

I show how results from the United Kingdom's referendum on membership of the European Union can be remapped from local authority level to parliamentary constituency level through the use of a scaled Poisson regression model which incorporates demographic information from lower level geographies. I use these estimates to show how the geographic distribution of signatures to a petition for a second referendum was strongly associated with how constituencies voted in the actual referendum.  相似文献
