It is frequently suggested that law school debt is preventing new law school graduates from entering public service careers. The basis for this contention is largely anecdotal, however. This study puts the presumption to empirical scrutiny. Aggregate data from law schools and individual-level data from law students both point to the same conclusion: law students may indeed be competing in a money chase, but it is not because of their indebtedness. Private firms with prestige and high salaries are appealing to many students regardless of their debt burden. And government and public interest jobs may be in too short supply to meet the demand of non-elite students who are essentially closed out of the high-paying jobs in larger firms. The biggest barrier between these students and public service jobs may be the lack of supply of these jobs, not the lack of demand for them. 相似文献

American national security policy is based on a misunderstanding about U.S. oil interests. Although oil is a vital commodity, potential supply disruptions are less worrisome than scholars, politicians, and pundits presume. This article identifies four adaptive mechanisms that together can compensate for almost all oil shocks, meaning that continuous supply to consumers will limit scarcity-induced price increases. The adaptive mechanisms are not particularly fragile and do not require tremendous foresight by either governments or economic actors. We illustrate these mechanisms at work using evidence from every major oil disruption since 1973. We then identify the small subset of disruptive events that would overwhelm these adaptive mechanisms and therefore seriously harm the United States. Finally, we analyze the utility of U.S. foreign military policy tools in addressing these threats. Our findings suggest that the United States can defend its key interests in the Persian Gulf—the world's most important oil-producing region—with a less-intrusive, “over the horizon” posture. 相似文献

The aim of the study was to elucidate the relative contribution to and function of general risk factors for mental disorders as well as compensatory, vulnerability, and protective factors in a general population sample of preadolescent and adolescent students. Data were collected in a representative sample of 1,110 (10 to 17 year-old) subjects of a school-based quota sample in the Canton of Zurich, Switzerland. The factors under study were assessed using questionnaires. The Youth Self Report (YSR) was used as an indicator of emotional and behavioral abnormalities. Further questionnaires were concerned with life events, coping strategies, self-esteem, self-awareness, parental child-rearing behaviors, the school environment, and the social network. General risk factors for both sexes included increased self-awareness, avoidance behavior, perceived rejection by the parents, competitive behavior among classmates, and controlling behavior of the teachers. General compensatory factors included self-esteem and acceptance by the parents. Performance stress served as a risk factor for internalizing disorders in both sexes; for externalizing disorders it was a risk factor in girls and a vulnerability factor in boys. Active coping and peer acceptance were protective factors for internalizing disorders and peer acceptance was also a compensatory factor for externalizing disorders. Decision Aiding,Not Dispute Resolution: Creating Insights through Structured Environmental Decisions

Public participation in environmental decisions has become commonplace. A favored model for public input is to use the tools of dispute resolution to seek consensus among members of a multi‐party stakeholder group. The authors believe that a focus on dispute resolution and consensus building can pose impediments to the creation of insights for decisionmakers and lead to the adoption of inferior policy choices. Instead, they advocate an alternative approach to stakeholder participation characterized as “decision aiding” through a structured process based on constructive, multi‐attribute techniques and value‐focused thinking. In this paper some of the major difficulties posed by a dispute‐resolution approach are articulated, the principles of a decision‐aiding process reviewed, and this alternative approach illustrated by describing a stakeholder consultation involving water‐use planning for a hydroelectric facility on the Alouette River in British Columbia, Canada. © 2001 by the Association for Public Policy Analysis and Management. 相似文献

Using a large longitudinal representative community sample, this study identified three groups of subjects who were depressed
either in pre-adolescence, late adolescence or early adulthood, and matched by age and gender to controls without depression.
The 90th percentile on one or two self-reported symptom scales [i. e. the Center for Epidemilogical Studies Depression Scale
(CES-D) or the subscale Anxious / Depressed subscale on either the Youth Self Report (YSR) or the Young Adult Self Report
(YASR)] served as the cut-off for the depression groups. Psychosocial variables under study included life events and life
events impact, coping, self-related cognitions, perceived parental rearing style, family relations, perceived school environment,
and the internalizing (except anxious/depressed) and externalizing problem scale of the YSR/YASR. The study found a large
number of time-related correlations between psychosocial factors and depression. Evidence for causal effect (either antecedent

Under the pressure of health care reform in the 1990s, interactions among the state, sickness funds, and providers in Germany are said to have entered a new era. We examine this new era by assessing both long-term developments connected to German statutory health insurance (SHI) and related short-term developments of the 1990s. Highly institutionalized rules and practices provide little opportunity for abandoning the historical path of two primary factors: the self-governance of SHI and a strong tradition of a semisovereign state. Some opportunities exist for introducing new ideas, rearranging priorities, softening rules, and adding new complex rules and procedures in a fairly fragmented policy-making system, perhaps even because of fragmentation. Yet reforms that depart from the status quo are severely limited by strong legal and administrative traditions and established rules of the game. These restrictions tend to reinforce state intervention, prevent the emergence of consistent and coherent visions of future health policy, and stifle policy innovation and implementation. In sum, reform measures tend to remain well within the priorities established within state and corporatist governance structures. 相似文献

Accurate assessment of criminal attributions can assist in explaining crime and identifying offender treatment targets. The current study examines the relationship between a new method of assessing the cognition of criminal attributes, the Criminal Attribution Inventory (CRAI) and a measure of socially desirable responding. 300 participants including incarcerated offenders, released offenders, sex offenders, and university students participated in the current study. Results indicate minimal relationships between socially desirable responding and the CRAI. In a fake-good testing situation, the faking index had appropriate sensitivity, specificity, and positive and negative predictive power in identifying fake-good responses. The CRAI's instructional set of general observation as opposed to self-representation appears to limit socially desirable responding and also allows the CRAI to be administered to nonoffender populations. 相似文献

This study investigated the ability of self-reported antisocial constructs to predict serious institutional infractions among a correctional sample of child molesters (n = 69) and violent offenders (n = 138). Each group had significant predictors, but the predictors differed between the two groups. Interpersonal problems accounted for significant incremental variance after age in the relationship with institutional violence for child molesters. With the violent offender group, alienation and impulse expression showed significant incremental variance after accounting for age. Alienation and impulse expression also added to age in the relationship with the function of failure over time for the most institutionally disruptive. Implications for institutional classification and clinical use in an offender population are discussed. 相似文献
