Meckel's diverticulum and intestinal obstruction--report of a fatal case

Meckel's diverticulum is an uncommon cause of intestinal obstruction in adult life. Rarely Meckel's diverticulum is complicated by a mesodiverticular band, which is believed to be a remnant of a vitelline artery. When this abnormality occurs it is associated with high mortality. We present a case of a 48-year-old man with increasing abdominal pain and vomiting for 3 days. Meckel's diverticulum was not taken into diagnostic consideration, and the man died. Autopsy revealed a Meckel's diverticulum with a mesodiverticular band and intestinal obstruction. Histological examination of cross sections of the mesodiverticular band showed the presence of an artery. Because of the high mortality of this rare anatomic anomaly in adults, we find the case of interest.     

Bureaucratic Roles: Political Loyalty and Professional Autonomy*

Political leaders in many countries have experienced growing problems of capacity in the postwar period, a development leading to an increase in the delegation of authority to public administration and civil servants. This delegation of authority creates a significant potential for discretionary decision-making authority on the part of public bureaucrats. One way of studying how bureaucrats handle this situation is to focus upon bureaucratic roles. Bureaucratic roles traditionally contain both political and professional norms. This article discusses how these political and professional considerations can be defined and how these norms are balanced given the potential for conflict which is present. The discussion is illustrated by measuring the perception of bureaucratic norms and role enactment among civil servants in Norwegian ministries. Results indicate that civil servants appear to have few problems in attending to and balancing both political and professional role norms.     

Foreign Policy Objectives: Left Socialist Opposition in Denmark, Norway and Sweden

Due to their foreign policy opposition, the left socialist parties in Denmark, Norway, and Sweden remain among the few parties in Western democracies that lack governmental experience. When political parties confront political issues, they can either choose a competitive or a cooperative strategy. The Norwegian and Swedish left socialists chose competition when the EU issue appeared on the scene in the early 1990s. The Danish Socialist People's Party, on the other hand, opted for a cooperative strategy and accepted EU membership and the 1993 Edinburgh Agreement. Drawing on coalition theory, this article asks why.     

The Scandinavian Welfare State: The Institutions of Growth, Governance, and Reform. Review Article

In a review of five recent works on Scandinavian politics and public policy, it is shown that the basis for talking about a Scandinavian model is unfounded. Politics and policies diverge from country to country and within each country from sector to sector as a result of institutional variation. This variation is embedded in institutional history which accounts for strong national path dependency in public policies. However, the institutional set-up at a given point in time also provides political actors with incentives for change. Two of the works reviewed take up this lead as they argue for institutional reform, in one case to protect the welfare state against political erosion, in the other case to facilitate renewed economic growth and improved living standards. The review concludes by arguing for the positive prospects for systematic comparative analysis of Scandinavian politics, providing a mixture of institutional and political similarities combined with theoretically relevant variation.     

Participatory Budgeting in Australian Local Government: An Initial Assessment and Critical Issues

Participatory budgeting (PB), a process whereby governments seek direct input from citizens into financial decisions, is gaining a foothold in the community engagement practices of Australian local governments. Following questions of definition, we survey the theoretical terrain, locating PB within several components of local democracy. We then provide details of six PB processes in New South Wales, Victoria, and Western Australia. We identify several questions for the future of PB in Australian local governments, including the role of deliberative practices as part of the broader work of councils, the issue of the adaptability of councils and leaders, the impacts upon state and local governments, and the role of third parties. The article concludes by reflecting on how PB sits with democratic practices at the local level if it continues to be implemented.     

Calcium and Phosphorus Detection Using Benchtop Versus Handheld X‐ray Fluorescence Spectrometers

Elemental analysis of calcium (Ca) and phosphorus (P) has been shown to be useful in differentiating skeletal and nonskeletal material. X‐ray fluorescence spectrometry (XRF) is an attractive, nondestructive technique for forensic anthropologists, and the development of portable XRF instrumentation is promising for field applications. This study examines the performance of handheld XRF instrumentation operated in air compared to a traditional benchtop XRF device that has the ability to control the analysis atmosphere. Both instruments can be used to effectively distinguish skeletal from nonskeletal remains. However, as the measurement atmosphere affects detection levels for calcium and phosphorus, Ca/P ratios obtained from the instruments and analysis conditions were found to differ significantly, with analyses conducted in air showing significantly lower phosphorus detection. Consequently, comparison of Ca/P ratios to conclude skeletal versus nonskeletal origin must be based on data collected under similar analysis conditions.
