The theme in this article is managerial or administrative changes in municipalities seen from the perceptions of citizens. It is asked what characterize these changes, whether they are showing an interrelated and hybrid pattern, and whether the perceptions are varying depending on individual demographic characteristics or contextual factors related to their communities and the country they are living in. The data used are from surveys in Japan and Norway in 2015–2016. The main results indicate that the change or reform measures are indeed interrelated and hybrid. They do not vary much related to individual characteristics, except for political attitudes but more so related to the size of their municipalities, year of local residency, and local political activities. Japan and Norway have also marked different profiles regarding the main perceptions of the citizens, reflecting major structural and cultural differences.  相似文献

Both Norway and England have used the supplementary vote (SV) method to elect mayors. SV was intended to elect mayors with a broad popular mandate, and deemed easy for voters to use. Previous research on English mayoral elections focusing on the supply side of the elections has found that voters supporting minority candidates with their first vote face difficulties using the optional second vote to choose among the remaining two top-candidates in municipalities where there are many candidates in the race. A close race, on the other hand, seems to give voters a helping hand in making this choice. Drawing on these findings, we link data on the 48 Norwegian mayoral races to survey data to further explore how the supply side of the elections and individual voter resources affect effective voting and use of the optional second vote. We use both standard logistic regression and multi-level models as statistical tools. The result reveals that 27 out the 48 elected mayors in Norway came out as majority winners (more than 50 per cent of the votes). The analysis suggests that the supply side of the elections is of minor importance for whether voters use their second vote or not. The probability of using the second vote is reduced by age, and voters who claim to understand how the electoral system works use the second vote more frequently. The analysis also reveals considerable variation in the number of first and second votes for the top two candidates (effective votes) between municipalities, and the results suggest that this variability may be explained partly by the closeness of the elections. Voters in municipalities with competitive mayoral races are more likely to vote effectively than voters in municipalities with less competitive elections. At the individual level party members are more likely to vote ineffectively.  相似文献

Fear is an integral part of terrorism. Fighting fear can thus be a crucial part of counterterrorist policies. In the case of terrorism, citizens look to the state for protection. Yet, most studies of terrorist fear emphasize individual-level factors. We lack studies that link fear to features of the state, especially whether democratic states are capable of reducing fear among its citizens. Our study aims to fill part of this research gap by asking whether democratic government reduces or increases fear of terrorism. We find that there is substantial cross-country variance in citizens’ fear of terrorism. The results suggest that fear is more widespread among citizens in non-democratic countries compared to citizens in democratic countries. Actual exposure to terrorist attacks has no impact on citizens’ fear of terrorism when we account for whether the country is a democracy or not. Hence, democratic government displays resilience towards fear mongering.  相似文献

It is difficult to govern when citizens are unsupportive of the political system. This problem is relevant for municipalities formed through municipal mergers since new political entities need to build political trust. Democratic innovations provide possible solutions to increase citizens’ confidence, but it is unclear whether distrusting citizens demand these opportunities for involvement. This study examines the link between political trust and support for democratic innovations in Southwest Finland with a survey of 2000 respondents in 14 municipalities. The results suggest that distrusting citizens are less supportive of democratic innovations; hence it is unlikely that they increase political trust.  相似文献

Mountain climbing is a popular recreational activity with a growing number of participants and associated fatalities. To define the characteristics of these fatal incidents and the typical autopsy findings in the victims, we reviewed the autopsy and investigative findings of all fatalities that occurred on Mount Rainier from 1977 through 1997. A total of 50 deaths occurred in 29 separate incidents. Fifty-eight percent of accident victims died as the result of a fall; another 34% died as a result of an avalanche. The incidents leading to death occurred at an average altitude of 3652 m (11,977 feet); range, 2073 to 4389 m (6800-14,400 feet). The average age of the victims was 31.2 years (range, 17-55 years), and 47 of the 50 were men (94%). Bodies were not recovered in 13 cases (26%). Autopsies were performed in 30 of the remaining 37 cases. At autopsy, the cause of death was ascribed to multiple injuries in 12 cases (40%), isolated head and neck injuries in 7 cases (23%), and chest injuries in 1 case (3%). Asphyxia and hypothermia were the cause of death in 8 cases (27%) and 2 cases (7%), respectively. The frequency of specific injuries is presented by anatomic region. The unique autopsy and investigative features of mountaineering deaths are discussed.  相似文献

This article uses three perspectives to explain the radical economic and state sector reforms undertaken in New Zealand starting in 1984. We interpret the reforms using a rational‐comprehensive perspective, a garbage can perspective and a modified garbage can perspective identified in the work of John Kingdon. With New Zealand as an illustrative case, we explore the conditions under which radical reform is possible, the factors governing the adoption of reforms, and the impact on the reform process of a country's historical and cultural traditions. Our analysis emphasizes the import of a package of ready‐made solutions, strong advocates (particularly a well‐placed policy entrepreneur) who attach the solutions to a problem, and the existence of a ‘window of opportunity’ for adoption of the reforms. We conclude with a discussion of the implications of adopting reforms that run counter to a nation's long‐established traditions.  相似文献
