By analyzing a survey in the Tianjin area, this article investigates the problems and profitability of joint ventures in China, and draws some policy implications. The authors find that there are a number of systemic constraints on the profitability of joint ventures, such as input and foreign exchange shortages, rigid labor policies, conflicts between business partners, and uneasy relations with state authorities. The article concludes that unless the investment environment is improved, China will not succeed in the competition with other developing countries in attracting the foreign capital needed for its modernization. Chung H. Lee is a professor of economics at the University of Hawaii at Manoa and research associate at the Institute for Economic Development and Policy of the East-West Center. The paper confronts the German Alliance for Jobs (Bündnis für Arbeit) with the literature about the Bündnis für Arbeit. The common dominator of the literature is its bias to define the Bündnis as an instrument for problem solving on the Geman labor market. Reconstructing the emergence of the Bündnis and the conflict over voluntary retirement benefits to workers at age of 60 (Rente mit 60) the paper argues to analyze the Bündnis from the perspective of politics instead from the perspective of actor’s capacities to solve problems.  相似文献

Life Skill Service Needs: Perspectives of Homeless Youth   总被引:1,自引:1,他引:1  
The present study describes the service needs related to life skill development from the perspective of sheltered homeless youth. Qualitative semistructured life narrative interviews addressing the use of services at an emergency shelter were administered to 30 youth. All youth were residig in an emergency shelter located in a large metropolitan area at the time of interview. Youth identified factors that influence their ability to access and utilize services, categorized as service availability, factors serving as access and/or barriers to services and lack of available services. Youth identify service delivery approaches and staff characteristics as impacting service delivery. Services such as counseling and childcare were identified as facilitating development and acquisition of life skills.  相似文献

Labour markets across industrialised countries have seen an increasing polarisation between insiders and outsiders as a result of labour market deregulation and welfare retrenchment, with governments responding to rising pressure from employers. But where are trade unions in this process of labour market deregulation and dualisation? Insider/outsider as well as producer coalition approaches portray organised labour as a structurally conservative force that is ready to prioritise the interests of insiders at the expense of those at the margins of the labour market. Rather than protecting the entire working class, unions are seen as being “complicit” in labour market dualisation that leaves an ever greater number of workers vulnerable. Our examination of the Korean case, though commonly perceived as an example of unions pursuing particularistic interests, does not comply with this image, but shows greater union inclusiveness in the face of socio-economic and socio-political challenges. Understanding the change in Korean trade union strategies, we highlight the critical importance of union identities shifting towards social movement unionism, in addition to the perceived imperative to revitalise the movement in order to remain a meaningful social force.  相似文献

Short-sentenced (less than 12 months) offenders in the United Kingdom consistently account for the greatest number of discharges from prison and demonstrate the highest risk and rate of reoffending. Moreover, until recent changes in UK legislation in 2015, individuals serving short sentences were released into the community with little support postrelease. The present study presents an exploration of (re)offending in individuals who have already served multiple short sentences in custody and aims to understand their experiences, perceptions, and insight into their offending. Is there anything apropos short sentences specifically, or those who continually serve them, that can explain the high rates of reoffending in this population? Semistructured interviews were conducted with eight prisoners currently serving short custodial sentences. Interpretative phenomenological analysis was implemented deriving three superordinate themes from the rich dataset: (a) living short sentences, (b) “You’d do the same if you were me,” and (c) negotiating an identity.  相似文献

This paper provides a knowledge‐based perspective to understanding public value management (PVM). As distinct from other approaches to public administration, PVM focuses on collaborative capacity building for the creation of public value. To develop the notion of PVM further, we explore the role of a knowledge‐based strategy in a case study of change implementation in 18 disability service organisations in Western Australia. Our findings show important inter‐relationships between knowledge management strategy, adopting a person‐centred approach to service provision, and sustainability of change implementation. We discuss the implications of the study for disability sector change management and for the further exploration of the strategic role of knowledge management capabilities in the study and practice of PVM in public sector administration. The paper explores the relationship between an organisation's knowledge capture and sharing systems and processes and its ability to implement change in a way that generates long‐term benefits for both public sector employees (e.g., engaging with key stakeholders to generate innovative solutions for serving client needs) and clients (i.e., increased well‐being through better service design and support).  相似文献
