Federalism and Workforce Policy Reform

Workforce development policy encompasses a broad array of federaland state programs designed to foster improved workforce utilization,maintenance, and development. Federalism in U. S. workforcepolicy is examined in terms of the Workforce Investment Actand the Carl D. Perkins Vocational and Technical Education Act,laws enacted in 1998 authorizing two of the more important componentsof national workforce policy: job training and work-relatededucation. Coercive federalism in workforce policy began inthe late 1970s and is expected to persist into the future, evenas states serve as "laboratories of democracy." Whether enhanceddiscretion for workforce policy is forthcoming from Washington,states and localities will continue to demonstrate new, andpossibly better, ways of delivering workforce services. Workforcepolicies and programs will also feature an even more prominentrole for market-oriented service delivery. The comprehensivenessof national workforce policy, including broad concerns overefficiency, has yet to be addressed fully.

Liberal moments and democracy’s durability: Comparing global outbreaks of democracy—1918, 1945, 1989

Conclusion Liberal Moments are constructed by ideational as well as more materials phenomena; by the crisis situations of war, the moments of peace that follow, and the liberal norms at play at each junsture. Understanding Liberal Moments is crucial to understanding the development of the international syaytem in the 20th century and the prospects for democracy or dictatorship across polities. These Moments have been times of heady enthusiasm, when the most liberal ambitions of key actors in the world community have been put forward. The patterns and extent of their unraveling are key indicators of the character of national politics thereafter. Daniel M. Green is an Assistant Professor in the Department of Political Science and International Relations at the University of Delaware. Parental Sociopathy as a Predictor of Childhood Sexual Abuse

Research on childhood sexual abuse has often examined, in isolation of one another, such highly correlated risk factors as parental substance abuse, domestic violence, and pathological family functioning. Investigating comorbid antecedents separately does not allow accurate specification of the predictors of abuse. Moreover, sexual trauma research has tended to neglect parental sociopathy as a risk factor. Given the limitations of past research, the present study examined the relationships among parental sociopathy, parental substance use, marital violence, poor family functioning, and childhood sexual abuse. We administered a battery of questionnaires to a nonclinical sample of 130 college women and replicated previous findings by showing that parental substance use predicted sexual abuse when examined in isolation. However, when parental sociopathy and the other risk factors were included in a regression model, parental sociopathy was the only significant predictor. Mother's and father's sociopathy predicted sexual abuse independently and when combined.     

Co-occurrence and Correlates of Posttraumatic Stress Disorder and Major Depression in Physically Abused Women

Ninety two women presenting for treatment for marital problems and who were physically victimized by their spouses (e.g., pushing, shoving, punching) within the past year participated in this study. There were three study objectives: (1) document rates and co-occurrence of posttraumatic stress disorder (PTSD) and Major Depressive Disorder (MDD), (2) identify predictors of PTSD and depression symptom frequency/severity, and (3) systematically evaluate disorder-specific group differences in marital- and marital violence-related factors. Within the month prior to assessment, 29.8% of the sample met diagnostic criteria for PTSD and 32% for MDD. MDD and PTSD were significantly, but moderately, correlated at both the symptom and diagnosis levels. However, PTSD symptom frequency and depression symptom severity were predicted by different marital- and marital violence-related factors. PTSD symptoms were predicted by spouse's dominance/isolation tactics and intensity of husband-to-wife physical aggression while depressive symptoms were predicted by marital discord and intensity of husband-to-wife physical aggression. Comorbid women and those with PTSD only reported significantly more spousal fear and husband-to-wife physical aggression than those with MDD only or neither disorder. No group differences were found on rate of marital discord or spouse's controlling/isolating tactics. Results are discussed in terms of theoretical and treatment implications for abused women seeking treatment for marital conflict.     

NIBRS Data Available for Secondary Analysis

The NIBRS data program currently being implemented by the FBI and local lawenforcement agencies has by now produced sufficient data for archiving anddistribution. Although not representative of crime in the United States, existing NIBRS data can be used to investigate the nature of crimesknown to the police compared to the traditional UCR data. The Bureau ofJustice Statistics has requested the National Archive of Criminal JusticeData to store and make NIBRS data available to interested users. The datafrom 1996 will shortly be available from the NACJD web site. The 1996 datacontain almost 6.5 million records and the FBI's full file includes about 361 Mbytes of data. The data have been disaggregated from the FBI's complex single file into 11 segment levels or record types. This makes theindividual record types easier and faster to analyze than using the fullfile, which more closely resembles a relational database than a hierarchicalfile. However, splitting apart the record types requires that specialprocedures be used to merge files of different record types, which would benecessary if a user were interested in analyzing variables appearing in morethan one record type (e.g., comparing offender and victim ages). These procedures are described, and a test comparing the time to run a simple frequencycount using the full file against the merged files shows that using themerged files is considerably more efficient. Also discussed are some futuredevelopments to facilitate the analysis of NIBRS data.     

Emotional Variables in Adolescence,and Their Stability and Contribution to the Mental Health of Adult Men: Implications for Early Intervention Strategies

This longitudinal study documented the stability of the emotional of a sample of males from adolescence (age 14) through young adulthood (age 19) and into middle adulthood (age 48). Using the Offer Self-image Questionnaire (OSIQ), the Hess and Henry Identity Test, and the Symptoms Checklist (SCL-90), distinct emotional traits were found in 67 adolescent males that were important in determining their mental health status in adult life (age 48). The results clearly demonstrated that certain adolescent emotional states tend to remain a problem in adulthood as well. Intervention work that could be done in order to change any adverse trajectories set by these variables was discussed.
