Asylum,welfare and civil society: a case study in civil repair

This paper examines a civil society challenge to UK government legislation withdrawing welfare support from asylum seekers who do not claim on entry to the country. Drawing on the work of Habermas and Alexander, it considers the role of the courts as a deliberative space and elaborates the scope for civil repair in the case of a group rendered marginal by the law. In so doing, it also suggests how links could be made with the broadened conception of citizenship proposed by Isin and Turner.

Abstract

They came in blue Toyotas, their red lights flashing. But they did not use a siren. Perhaps they did not want to wake the neighbors, for it was after midnight and already September 23, 1972. The Metrocom officers who came for me were nice enough. They let me get a book, my toothbrush, and a change of underwear. I was able to talk privately with my parents. On the way to Camp Crame they stopped long enough at a roadside stand to allow me to buy cough drops. When we reached the hastily barricaded Camp Crame gymnasium, I discovered that others had not been as lucky.     

Intelligence and the formulation of policy and strategy in Early Modern Europe: The Spanish Monarchy in the Reign of Charles II (1665–1700)

This article seeks to explore the means whereby the Spanish Monarchy under the last Habsburg, Charles II (1665–1700), contributed to its own survival in the era of Louis XIV by exploring its acquisition and use of intelligence. There was nothing particularly distinctive about Spain's intelligence machinery. Nor was it always effective. Nevertheless, Spain's extensive diplomatic and imperial network facilitated the acquisition of a great deal of information which on occasion was clearly of great importance – for example, in preventing the destruction of Charles II's fleet in the summer of 1693 by that of Louis XIV. In sum, intelligence contributed to the remarkable resilience of the Spanish Monarchy in an age of supposed Spanish decline.     

People must change before institutions can: a model addressing the challenge from administering to managing the maltese public service

The Maltese public service is currently undergoing major organisational changes to enhance its efficiency and effectiveness in its service delivery. The great majority of these changes have focussed on re‐organising the macro‐level, namely strategy, processes and structures. This is not an easy feat as local external power forces leave their impact in the process. It is argued, however, that one way to circumvent these resisting forces is to empower the real agents of change: the administrators of the public service. For some reason, the micro‐level has been neglected and has been generally absent from the agenda of the major change programme with a few exceptions. This article throws light on this level by proposing an intrapersonal, psychological and pedagogical model for change that may complement and accompany the larger macro changes. The authors suggest that the model can be developed in a practical way to motivate change from within the person and not just push change around the person. Copyright © 2005 John Wiley & Sons, Ltd.
