A manner of death may be ruled undetermined by the forensic pathologist when there is insufficient information about the circumstances surrounding the death to make a ruling. The aim of our study was to retrospectively analyze a series of autopsy cases that were classified as undetermined manner of death after complete investigations. In all, 48 cases were examined. In 23 cases (48%), the cause of death was determined. The most frequent cause of death was toxic death (n = 11). More than one manner of death was deemed conceivable for most cases (n = 39). The most frequent and the most probable manner of death was accident (n = 37). Homicide was not excluded in about 23% of the cases. Our study showed that the manner of death may remain undetermined despite an established cause of death, and even when two or more conceivable causes of death are considered. Our study pointed out that undetermined manner of death covers a wide range of situations and that homicide may be underestimated.  相似文献

SUMMARY

In 1814, after the defeat of the Napoleonic Empire, the Allied states decided to unite the former Dutch Republic and the former Habsburg Netherlands (the later Belgium), as part of their attempt to elaborate a balanced system of European states. As the age of nationalism was arriving, the chances of this unification succeeding depended upon the gradual integration of the two parts into one Netherlandish nation. Stefaan Marteel argues that the eventual failure of this project, which abruptly came to an end with the Belgian Revolution of 1830, can to a large extent be ascribed to the differences in the political and intellectual history of the two countries, differences that found expression in the development of irreconcilable political languages during the constitutional debates of 1815 and thereafter. In the Northern Netherlands, despite the experiments with radical constitutionalism since the Patriot Revolution, the republican past proved a major obstacle to the construction of a functional constitutional monarchy. The paradoxical result was the enforcement of monarchical authority within a political model that was clearly designed to be constitutionalist. In the Southern Netherlands, on the contrary, the rupture that occurred in its political history owing to the annexation of France allowed, in 1814, for certain innovations in political thought. These innovations were further inspired by the idea that the new political order lacked historical legitimization. Consequently, when social issues arose, such as problems concerning education, religion and public freedom, the government and the political opposition in the Belgian provinces would persistently draw on different interpretations of the constitution. This, in turn, reinforced the impression of a fundamental national division, and created the conditions, should a popular revolt occur, for a rapid radicalization in a nationalist direction.  相似文献

As the brutal and violent attacks on civilian populations multiply throughout the world perpetrated by the Islamic State in Iraq and Syria (ISIS or ISIL, or the Islamic State, also known as Daesh), the need for an effective response to terrorism has grown in intensity. The ISIS attacks in Paris have in particular introduced a wave of nationalist, securitized alarm, reinforcing a general concern about the influx of immigrants and asylum seekers while underscoring the shift from a regional to international nature of both threat and risk. These issues of security and terrorism have also illustrated the willingness of great powers to support military actions against ISIS in order to stem the atrocities perpetrated by this group, while placing the overthrow of the Assad regime on the backburner for the time being at least. We argue that the defeat of ISIS need not be accomplished by stigmatizing refugees and subjecting them to religious litmus tests. Closing Europe's porous borders and politicizing the attempt to admit refugees at a time when the growing humanitarian crisis poses mounting human rights challenges to the international community is fundamentally wrongheaded. We argue that these approaches, while temporarily satisfying, strengthen the hand of ISIS and other terrorist groups that tend to portray such policies and practices largely in terms of civilizational clashes. Defeating ISIS requires strategic patience and long-term logical and prudent decision making. While doing so, it is important to avoid the enemy's repressive, atavistic, and unsavory methods. The burden is on the international community to fulfill the commitment to international human rights law and international humanitarian law, which continue to be one of the most effective and legitimate tools in our arsenal to confront terrorism.  相似文献

This article investigates the changes affecting demographic reproduction of population of peasant origin when they shift from self‐sustenance to market economy and wage‐earning. It shows how in the domestic mode of production, the birth‐rate and the survival of the pre‐productive generation until the age of production are dependent on the labour productivity of subsistence agriculture and on the techniques of conservation of crops, and how social reproduction is governed by the mode of distribution of the surplus‐product. The loss of control of the communities over their grain reserves, and their progressive integration into the market economy and wage‐earning, change the conditions of demographic reproduction, which comes to depend on money income, prices of subsistence, market supply, level of employment etc. These circumstances and the concomitant insecurity favour both a burst of natality as a means of social security and the survival of the younger generations for longer periods; and they accentuate the demographic effects of famines or unemployment. Hence the dramatic consequences of the monetary policy implemented in the dependent countries on the physiological conditions of the proletarianised rural populations.  相似文献

Abstract:  The examination of skull sexual dimorphism has been the subject of numerous morphologic and craniometric studies, but the disadvantage of these studies is that they are dependent on the experience of the operator and involve subjectivity. In 1996, a team from Taiwan refined the methods enabling the sex of an individual to be determined using cephalometric plots made from lateral teleradiography. To validate their work using a European population, 114 dry skulls (59 men and 55 women) were examined. Cephalometric plots were made on lateral teleradiography with an orthodontic software and 18 cephalometric variables were analyzed. Sex was determined with 95.6% accuracy using the 18 variables discriminant function. A subset of eight variables was selected and could predict sex with the same accuracy. In conclusion, it can be said that skull-sexing methods using lateral teleradiography seem always suitable but the most indicative variables could differ relative to the ethnic population concerned.  相似文献

The aspect of effectiveness of technology transfer to developing countries still raises important questions from researchers and practitioners alike. Many of these questions pertain to the nature of knowledge and of the learning process. The first question for this paper is what forms of knowledge are transferred abroad by companies. The second question is what are the characteristics of the learning process in recipient firms during technology transfer. Twenty-eight Canadian manufacturing firms were interviewed. Seven case studies were also conducted in China.Our results demonstrate that tacit knowledge constitutes a substantial part of the total knowledge transferred by Canadian firms to China. The nonexplicit nature of knowledge leaves room for numerous problems of interpretation, not only at the technical and managerial level, but also at the more global level of national culture and institutions. Our findings tend to validate the evolutionary and cognitivistic positions on the nature of knowledge. The results also partly confirm our sequential model of learning.  相似文献

Ce changement peut s'expliquer par l'application d'autres recommendations importantes de la commission, telles que l'intégration en un svstème intégré de toutes les agences de services sociaux et de santé et, par conséquent, la fusion de deux ministères, celui de la santé et celui de la famille et du bien-être social. Il y eut aussi opposition très générale à la création de hureaucraties régionales et l'on s'est inquiété de ce que le gouvernement provincial perdrait une grande partie de son pouvoir monétaire, bien qu'il prélève les impôts et se doive de constituer le centre de décision majeur pour le Canada franpis. Il faut noter toutefois que l'on a confié aux Conseils régionaux le rôle fort intéressant de protecteurs des citoyens et qu'ils serviront de véhicules pour assurer une plus grande participation de la part des consommateurs. Le Ministre peut aussi leur déléguer des responsabilités particulières, y compris des pouvoirs exécutifs. Abstract. Mr Claude Castonguay, the then Quebec minister of Social Affairs secured the adoption of a law setting up regional councils with a mostly advisory role instead of the regional boards vested with strong executive authority which he had himself recommended as former chairman of a commission on Health and Social Welfare. The change is accounted for by other strong recommendations of the Commission also put into effect, such as the integration into a single co-ordinated system of all health and social service agencies and the attendant merger of the two departments of Health, and Family and Social Welfare. There was also widespread opposition to regional bureaucracies and concern over the massive transfer of spending power away from the provincial government which raises the taxes and must maintain a highly visible profile as a focus for French Canada. Yet, the regional councils have intriguing roles as protectors of the citizens and vehicles for greater consumer involvement. Abstract:  Comparability of data over time and between laboratories is a key issue for consideration in the development of global databases, and more broadly for quality assurance in general. One mechanism that can be utilized for evaluating traceability is an inter-laboratory trial. This paper addresses an inter-laboratory trial conducted across a number of Australian and New Zealand isotope ratio mass spectrometry (IRMS) laboratories. The main objective of this trial was to determine whether IRMS laboratories in these countries would record comparable values for the distributed samples. Four carbon containing and four nitrogen containing compounds were distributed to seven laboratories in Australia and one in New Zealand. The laboratories were requested to analyze the samples using their standard procedures. The data from each laboratory was evaluated collectively using International Standard ISO 13528 ( Statistical methods for use in proficiency testing by inter-laboratory comparisons ). "Warning signals" were raised against one participant in this trial. "Action signals" requiring corrective action were raised against four participants. These participants reviewed the data and possible sources for the discrepancies. This inter-laboratory trial was successful in providing an initial snapshot of the potential for traceability between the participating laboratories. The statistical methods described in this article could be used as a model for others needing to evaluate stable isotope results derived from multiple laboratories, e.g., inter-laboratory trials/proficiency testing. Ongoing trials will be conducted to improve traceability across the Australian and New Zealand IRMS community.  相似文献
