Sensitivity of TATP to a TASER Electrical Output

A series of experiments were performed to evaluate and document the effect of a TASER (“stun gun”) on triacetone triperoxide (TATP), an easily manufactured explosive used often in IEDs and suicide bombing vests. TATP samples were synthesized and subjected to several tests of their sensitivity. These samples were run through a BAM Friction test with a result of <0.5 N, Impact Test with a result of 5.8 ± 0.4 cm, and Electrostatic Discharge test with a result of 0.073 ± 0.018 J. In addition, TATP was shocked with a TASER in a variety of configurations. The TATP reacted in 17/17 tests when the TASER arced through the TATP and 0/4 times when the TATP was configured in such a way that the TATP was not subjected to the electrical arc. Based on the experimental data, TATP will readily explode in a variety of configurations by a TASER or similar device. Testing should be expanded, as the data presented here are limited to a single formulation of TATP. Just one of a large array of TASER‐like devices by a single manufacturer were tested; other devices, scenarios and formulations of TATP and other likely threat materials should be assessed.     

Neutrality: A Guide for the Organizational Ombudsperson

Like dispute resolution practitioners in other arenas, organizational ombudspeople face profound challenges in dealing with the issue of neutrality. For ombuds, it is useful to view neutrality as composed of three major dimensions: the definition or terms of reference for the position; its institutional location; and the interactions of the ombuds within the organization. The authors analyze each of these conditions, and offer advice on how ombudspeople can maintain and enhance their neutrality.     

Subjectivity in sentencing

The present paper describes a model of choice behavior based on a combination of personal construct theory and multiattribute utility theory. This model has been applied to the sentencing of offenders by magistrates with a high degree of success. The data collected from magistrates are also used to indicate extent of agreement in sentencing and to illustrate problems associated with verbal measures of construct similarity. Finally, it is suggested that the model has a wide range of application in both legal and nonlegal contexts.     

Report of the blind trial of the Cetus Amplitype HLA DQ alpha forensic deoxyribonucleic acid (DNA) amplification and typing kit

The AmpliType HLA DQ alpha forensic DNA amplification and typing kit is designed for the qualitative analysis of the human leukocyte antigen (HLA) DQ alpha alleles present in deoxyribonucleic acid (DNA) extracted from forensic samples. The AmpliType kit is the first forensic DNA typing product based on the GeneAmp polymerase chain reaction (PCR) process. The kit was evaluated by five forensic science laboratories (test sites) to assess their ability to perform DNA typing using PCR on sample types typically encountered by forensic laboratories. None of the DNA-containing samples was mistyped. Of the 180 DNA-containing samples analyzed, results were reported for 178 (98.9%). Of the 178 samples with results, all were correctly typed. Two sites did not report a result for one sample each. Four of the five laboratories experienced no significant levels of contamination in the DNA-containing samples. At the one site with the highest number of DNA-containing samples with contamination, the typing results were not compromised. This site was able to correct the contamination problem through simple procedural changes and stricter attention to sterile technique. Blank controls were important to monitor contamination. In conclusion, the trial demonstrated that forensic science laboratories are capable of setting up a PCR-based DNA typing laboratory and successfully using the AmpliType HLA DQ alpha forensic DNA amplification and typing kit to analyze forensic samples.
