Remembering Tony King

Tony King combined scholarship with a real‐world grasp that few could match. This was evident both in his public activities and in his published work. His studies of legislatures and of career politicians changed the way in which issues were viewed and he was skilled at identifying emerging trends before anyone else. He analysed the failings of government, but always as a practical improver. He was a natural communicator in the Bagehot tradition, as evidenced in his writings on the constitution, and he wanted a less adversarial political culture. He showed political scientists that it was possible to combine good scholarship with an ability to communicate.     

The curse of dimensionality in Voting Advice Applications: reliability and validity in algorithm design

ABSTRACT

The proliferation of Voting Advice Applications (VAAs) offers voters a simplified means by which to estimate their alignment with the candidates contesting a given election. But are the outputs generated by such applications both reliable and valid? While they differ greatly in design and degree of sophistication, most VAAs share a distinctive element that serves as their defining feature: an aggregation algorithm. Aggregation algorithms are the source of a VAA's legitimacy and yet no formal framework for their evaluation has as yet been agreed upon. We posit a dimensionality reduction technique as a corrective to recognised shortcomings in the dominant approaches to VAA design. We then test our model within a proposed framework for evaluating the validity and reliability of VAA algorithms.     

Educated Mothers,Well-Fed and Healthy Children? Assessing the Impact of the 1980 School Reform on Dietary Diversity and Nutrition Outcomes of Zimbabwean Children

We scrutinise the causal influence of schooling on child dietary diversity and nutrition in Zimbabwe using the exogenous variability in schooling prompted by the 1980 education policy, a natural trial fitting a fuzzy regression discontinuity design. We established that a one-year of learning promotes dietary diversity and nutrition even after accounting for plausible mediating factors. Also, education is more liable to impact dietary practices and nutrition through improvements in health knowledge, literacy, wealth and prenatal care utilisation. These findings suggest that promoting schooling access to girls in resource-poor nations might have far-reaching implications on feeding practices and consequently child nutrition.     

New Zealand's public sector management reform: Implications for the United States

This article describes the reforms to the functions of central government in New Zealand that have been introduced since 1985. It sketches the political and economic situation which motivated the changes to the systems of public management. Some of the theoretical influences that provided insights to the advice given to the government by its officials are noted. The essential elements of the system are described briefly. The results are summarized in terms of how the ideas were implemented, the extent of their acceptance, the impact on managerial behavior, and the effects on government in terms of the objectives that were originally set out. Some tentative suggestions are made regarding the messages that might be drawn from the New Zealand experience that are relevant to the reforms of the government of the United States.
