Abstract?A feature of English local political folklore is the belief among national political parties, that Independent councillors are Conservatives in disguise. Yet, little evidence is given to support this idea because little is known about these councillors’ beliefs and assumptions or how they distinguish themselves from the party politics they eschew. In this article we address the question: Are all Independent councillors really Conservatives? Abstract Where analysis concludes that a context is characterised by high risk, as in thecase given HIV/AIDS in South Africa, individual choice and freedom are often negated, for instance, by social scientists when they resort to the statistical logic of large numbers. Ironically, given that knowledge and rationality are arguably related, the choice and freedom of the individual deemed not to have knowledge about a given issue, is questioned and soon negated. By focusing on the black people in South africa, as a key example, it is argued that such analyses and solutions deny the existential possibilities of the people. The aim of this article is to affirm an individual's possibilities. The situation of the individual who communicates is recalled to argue against approaches that variously seek to blame the individual. In the time of HIV/AIDS, ideas such as those of Søren Kiekegaard should be engaged to advance understanding of the limitations and possibilities of the individual who communicates. In the trasition from understanding to acting on information on HIV/AIDS, the individual has the freedom to choose. This is humbling for communication scientists and practioners who seek to prevent the further spread of HIV/AIDS. 相似文献

Public policing in England and Wales is currently undergoing and will undergo substantial changes to the way it delivers its services in the future. Consideration of the different proposals for change when viewed in isolation appears to produce uncertainty in terms of organisational structure. However, when considered as interdependent they provide a more clear and problematic issue that could undermine the current democratic model of policing utilised in this country. This article considers the ideas of the function of the public police within a democratic policing model and how changes such as the introduction of Police and Crime Commissioners, an apparent lack of engagement by the public with the democratic process, as well as the possibility of privatisation and outsourcing currently in vogue, may have a detrimental effect upon the policing philosophy that has underpinned policing in England and Wales for nearly 200 years. 相似文献

Two types of data are used to address separate but related questions about the 2011 referendum on the parliamentary voting system. First, a survey of individual candidates at the coincident local government elections examines the extent to which local campaigning was used by the parties (as surrogates for the 'Yes' and 'No' camps) to provide information and decision cues to electors. Second, aggregate data at local authority-level compares participation in and voting preferences at the two electoral events. The combination of evidence suggests that while having coincident local elections helped to boost turnout in the referendum, the impact of local-level campaigning on the referendum outcome was marginal at best. 相似文献

AbstractThe text that follows brings together two papers about resonances between late lectures: Weber's lectures of 1918 on science and politics as vocations, and Foucault's final courses (1980–84) on subjectivity, truth and the political. The title alludes to Foucault's 1983 discussion of Plato's political experiences in Sicily, as narrated in his Seventh Letter, juxtaposed to Weber's public interventions in Germany at the time of the foundation of the Weimar Republic. Linked to this is an exploration of the centrality in the work of both Weber and Foucault of an historical ethnography and ethology of the political, and of the forms of connectivity in our cultures between ethics, truth and government. 相似文献

This paper analyses the nature of the strategic miscalculations in nationalised British coal, steel and cars since the early 1970s. Specifically, it examines the extent to which the initial strategic miscalculations were caused by an uncritical use of return on investment (ROI) techniques and the extent to which subsequent operational retreat was determined by profit and loss considerations. The general conclusion is that financial (mis)calculation was a secondary problem in enterprises which did not identify their productive problems and could not solve their market difficulties. British pharmaccuticals is generally represented as a successful sector which illustrates the potential of knowledge-intensive, high-valve-added activities. This article presents a revisionist account based on evidence and argument. Pharmaceuticals is a small sector which combines high-value-added and average wages to benefit capital not labour. The knowledge base in the laboratory creates imitative product with marketing then applied to capture social expenditure. The focus of this paper is on the extent to which emerging forms of regional economic governance may be read as the burgeoning formation of regionally constituted, self-governing communities, and yet, somewhat ambiguously, as a new technology of central government. It begins by considering the distinction between ‘governance’ and ‘government’ and the extent to which current regional economic governance practices in the state of New South Wales, Australia, hold the promise of regional autonomy. With reference to the French philosopher and historian, Michel Foucault, a brief history is sketched of government rationality, indicating how the historically changing aims of government implicate various concomitant technologies. With this in mind, it is argued that contemporary regional economic governance practices in NSW do not so much reveal a new-found regional autonomy but rather a new technology of government. 相似文献
