This article examines various forms of “new terrorism,” specifically the structure of “leaderless resistance,” in connection with Robert Michels’ idea of the “iron law of oligarchy.” It is usually argued that “leaderless resistance” movements lack some of the typical obstacles of terrorist (and other) organizations, given their non-hierarchical and comparatively fluid natures. However, a new form of oligarchy develops in this type of movement, located in the propagation of key ideological concepts/arguments/symbols, the assigning of target preferences, and the elevation or demotion of others within the movement broadly. Rather than oligarchy forming via the material assets of organizations, an “ideational” oligarchy is created that shapes the goals of leaderless resistance movements: those leaders who are already established, and who control the means of communicating the movement's ideas to the widest audience, will impede the growth of groups and individuals within the movement that attempt to supplant their role. This article will use the examples of certain eco-terror groups (the Animal Liberation Front and the Earth Liberation Front) to explicate this development.  相似文献

Because of its clandestine character, the world of the undercover agent has remained murky. This article attempts to illuminate this shadowy feature of intelligence operations. It examines the activities of one double agent, the Czech-born Maximilian Wechsler, who in the early 1970s successfully infiltrated two socialist organizations. Wechsler was engaged by the Australian Security Intelligence Organisation. However, he was ‘unreliable’: he came in from the cold and went public. The article uses his exposés to recreate his undercover role. It seeks to throw some light on the recruitment methods of ASIO, on the techniques of infiltration, on the relationship between ASIO and the Liberal Party during a period of political volatility in Australia, and on the contradictory position of the Labor Government towards the security services.  相似文献

When the crisis in Libya began, it was hoped that the AU would be the one to deal with it under its cherished notion of ‘African solutions to African problems’. However, from the very beginning, the organisation took half-hearted measures in its reaction; its members did not speak with one voice on how to resolve the crisis; and Qaddafi ignored the organisation's call to end the crisis peacefully, eventually resulting in the organisation being over-ridden by the western powers through means of the UN Security Council (UN SC). The Libya crisis demonstrated that beyond rhetoric, the AU does not have the capacity to respond effectively to the crises facing Africa. The crisis rendered the notion of ‘African solutions to African problems’ moot and demonstrated that at the moment the AU lacks the requisite functional tools to actually operationalise the notion.  相似文献

Abstract: A method capable of quantifying endogenous concentrations of gamma‐hydroxybutyrate (GHB) in human head hair was developed and validated using liquid chromatography/mass spectrometry/mass spectrometry (LC/MS/MS). Hair was digested under alkaline conditions, and GHB was isolated using liquid–liquid extraction. LC/MS/MS was performed using atmospheric pressure chemical ionization in the negative mode, multiple reaction monitoring, and deuterated internal standard (GHB‐D6). Linearity was observed between 0.1 and 100 ng/mg GHB (R2 = 1.000). The limits of detection and quantitation in human hair were 0.2 and 0.4 ng/mg, respectively. Accuracy at 2 ng/mg and 10 ng/mg was determined to be 97% and 94%, and intra‐assay CVs at these concentrations were 5.2% and 7.4% (n = 4). Beta‐hydroxybutyrate (BHB), alpha‐hydroxybutyrate, gamma‐butyrolactone, and 1,4‐butanediol did not produce an interference, and there was negligible ion suppression or enhancement from the matrix.  相似文献

There has been little attempt to integrate contemporary studies of suicide and mass murder to homicide-suicides. The current research attempts to do so in the context of 19th-century parricides in America. This project uses archival records from The New York Times and the Chicago Tribune, 1851-1899, resulting in a total of 231 incidents. Our results indicate that parricides, mass murders, and suicides tended to originate as spontaneous acts, usually during the course of an argument, gathering momentum as the interaction unfolded. We contend that suicide is one way of alleviating threats to offender's loss of self-identity.  相似文献

This paper provides a summary of our report for the National Academy of Sciences, Engineering, and Medicine on proactive policing. We find that there is sufficient scientific evidence to support the adoption of many proactive policing practices if the primary goal is to reduce crime, though the evidence base generally does not provide long-term or jurisdictional estimates. In turn, we conclude that crime prevention outcomes can often be obtained without producing negative community reactions. However, the most effective proactive policing strategies do not appear to have strong positive impacts on citizen perceptions of the police. At the same time, some community-based strategies have begun to show evidence of improving the relations between the police and public. We conclude that there are likely to be large racial disparities in the volume and nature of police–citizen encounters when police target high-risk people or high-risk places, as is common in many proactive policing programs. We could not conclude whether such disparities are due to statistical prediction, racial animus, implicit bias, or other causes.

In line with the cognitive-contextual framework proposed by Grych and Fincham (1990), evidence suggests that children exposed to interparental conflict (IPC) are at risk for experiencing conflict within their own intimate relationships. The mediating role of adolescent appraisal in the relation between IPC and adolescent dating behavior was examined in the current study. Specifically, it was hypothesized that self-blame and threat appraisals would mediate the relation between IPC and adolescent maladaptive dating behaviors. To examine the potential mediating role of appraisal, 169 high school students completed the Children's Perception of Interparental Conflict (Grych, Seid, & Fincham, 1992) and Child and Adolescent Dating Relationships Inventory (Wolfe, Scott, Reitzel-Jaffe, Wekerle, Grasley, & Straatman, 2004). Findings suggest that self-blame appraisal partially mediated the relation between IPC and adolescent sexual aggression, and between IPC and adolescent threatening behavior. In addition, perceived threat appraisal partially mediated the relation between IPC and adolescent sexual aggression. Implications for the current findings are discussed.  相似文献

Zoning in this country has traditionally been a waiting game with the development proceess. Not knowing what specific property will be used for and not controlling the ball game suficiently to say what will be the use, land has been zoned in a “wait and see” classification. Some land has been overzoned for certain uses; other land has been left fairly open as to its potential use. Thus the system itself necessitates constant change in a property's classification as circumstances change. Many of these changes are made to accommodate a specific development proposal, so they are to the landowner's benefit. However, other rezonings result in a reduction in the landowner's potential for profit. It is this type of change—downzoning—that is the subject of this discussion.  相似文献
