Over the last 10 years foreign aid for HIV/AIDS control has grown from ‘millions to billions’. This study investigates donor motivations in the targeting of bilateral HIV/AIDS assistance. Are donors selecting recipients primarily based on level of need or are political and merit-based considerations at play as well? The results of our two-stage statistical analysis of bilateral HIV/AIDS assistance flows over the period 2002–2007 suggests that recipient need is an important determinant of aid flows. We also find limited evidence of dyadic political relationships having an effect on assistance targeting, while the quality of recipient policy environments seems to have a minimal impact on donor allocation decisions. 相似文献

This article analyses the factors and processes involved in democratizing the armed forces of Spain, Greece and Portugal in the 1970s and 1980s. After a brief comparative review of the history of civil‐military relations in the three countries, the article examines the role of societal, institutional (military professional) and international factors in the democratisation process. The article concludes that military professionalism can be a stimulant to intervention and de‐intervention, depending on societal considerations and the perceptions of the military at a given time. Explanations accounting for military democratisation can be found at the level of value‐congruency between society (including the international arena) and the armed forces. 相似文献

This article examined the differential role of self-rumination and self-reflection on the psychological influence of procedural fairness. Study 1 induced self-rumination and self-reflection relative to an outward-focused control. Self-rumination increased the perceived importance of procedural fairness, whereas self-reflection decreased it. Study 2, assessing individual differences in self-rumination and self-reflection, showed that a standard procedural fairness manipulation (voice vs. no voice) predicted future interaction preferences with the enactment source among those high (but not low) in self-rumination and among those low (but not high) in self-reflection. The findings validate a multiple process approach to understanding the role of the self in procedural fairness. 相似文献

A simple technique for imaging the human skeleton with a flatbed scanner is presented using the auricular surface of the ilium as an example. A flatbed scanner with resolution capabilities of 600 dpi or greater allows for images of human bones. The auricular surface of the ilium was selected to demonstrate this technique as it is a fairly three-dimensional area that can be difficult to record photographically. Fifty left ilia of various ages at death from the Athens Collection were selected from which three observers (SCF, CE, and IM) scored the morphology of the auricular surface using a well-established aging method. Observations were taken of the dry bone, of digital photographs of the bone, and of scanned images of the bone, and in that sequence. Results indicate that scores of scanned images are equivalent or better than digital images of the same ilia. This technique allows for sharing data electronically with ease. 相似文献
