The former Coalition Commonwealth Government consistently asserted that representative Aboriginal and Torres Strait Islander (hereafter Indigenous) organisations supported the introduction of the Cashless Debit Card (CDC) in multiple trial sites. Consequently, they depicted the CDC policy as an alleged exemplar of a co-designed policy model based on partnership with Indigenous community groups. This article examines the validity of this argument by analysing the views expressed by Indigenous organisations via written and oral submissions to the six parliamentary inquiries into the CDC from 2015 to 2020. Our findings suggest that with the exception of the first inquiry, most Indigenous submissions opposed the introduction or the expansion of the CDC. Yet, these critical views received only limited acknowledgement in the inquiry reports, and seem to have little or no impact on government policy concerning the CDC. It appears that the CDC policy is more accurately identified as a top-down policy imposed by government on local Aboriginal communities which, with some exceptions, neither requested nor consented to the policy.  相似文献

Child abuse pediatricians often carry the stigma that their sole role is to diagnose maltreatment. In reality, child abuse pediatricians use their clinical experience and current evidence-based medicine to make the best medical diagnoses for the children they evaluate. To better understand the legal conclusion of suspected maltreatment cases with medical examinations, this study sought to: (i) evaluate the percentage of children seen for suspected maltreatment that led to a clinical diagnosis of maltreatment, (ii) determine the number and type of criminal charges associated, and (iii) analyze the legal outcomes of cases as they proceeded through the judicial system. This study retrospectively reviewed the legal outcomes of 1698 children medically evaluated in 2013–2014 as part of an investigation by a multidisciplinary team at a children’s advocacy center in a mid-sized city in Oklahoma. Data were collected from electronic medical records, the district attorney’s office, and a public court docket. Of the original cohort, 477 (28.09%) children yielded a medical diagnosis of at least one type of maltreatment. Further analysis yielded 115 unique court cases involving 138 defendants and 151 children. A total of 286 charges were filed resulting in 190 convictions. While maltreatment allegations yield a high number of children that must be evaluated, a comprehensive medical evaluation helps determine which cases do not have sufficient medical findings for a diagnosis of maltreatment. The findings in this study indicate that a majority of suspected maltreatment cases seen by child abuse pediatricians did not result in criminal court outcomes.  相似文献

Proposing the use of charismatic species of large mammals as a conservation tool is often controversial, even though the Conservation of Biological Diversity promotes sustainable use as one of its three pillars. Indeed, sustainable use has been important in helping to recover southern white rhinos, the South African population of which was downlisted in 1994 to Appendix II of CITES for trophy hunting and live sales only. The Appendix I listed black rhino is now also beginning to recover, particularly in South Africa and Namibia, where how best to deal with surplus males arising from successful biological management is an increasing problem. Furthermore, black rhinos are now being increasingly moved to private land, where incentives from use may help help promote metapopulation management goals. As a result, the African Rhino Specialist Group anticipated proposals to trophy hunt black rhinos, and were concerned to recommend criteria that proponent countries would need to meet for such proposals to succeed. These recommendations address four guiding principles:
  • ensuring that any offtakes are biologically sustainable and based on good monitoring;

  • ensuring that incentives from any hunting opportunities are maximized, without discriminating between state agencies and the private sector;

  • rewarding good biological management and long-term commitment to black rhino conservation; and

  • ensuring that appropriate internal and external controls are in place.

This essay arises from the experiences of a practitioner who has, until recently, managed a project offering services to those under threat from paramilitary organisations. This essay is divided into two sections. The first section offers an overview of the ideologies and practices of Loyalist and Republican paramilitaries regarding informal justice. We examine the impact of IMF programs on economic performance in 95 developing countries over the period 1993–2002. Three macroeconomic measures of economic performance are considered: the real per capita economic growth rate, the ratio of the fiscal surplus to GDP, and the ratio of the current account surplus to GDP. Three estimation techniques are used: censored-sample, full-sample instrumental-variable, and matching. Substantively, we find little statistical support that IMF programs contemporaneously improve real economic growth in participating countries, but stronger evidence of an improvement in economic growth in years following a program. We find that both the fiscal ratio and the current-account ratio improve contemporaneously with IMF participation relative to the counterfactual, with effects in succeeding years differing little from the impact effects. We conclude that the program-effect estimates of matching and other estimators will differ largely because of the sample included in estimation. Matching by its nature excludes country episodes associated with extreme values of the propensity score, while the instrumental-variable estimator includes those. If there is heterogeneity of performance response in extreme vs. moderate cases, the estimates differ systematically between the two techniques. JEL codes F33 · F34 · C34  相似文献

Abstract

This article contributes to public and policy debates on the value of social media disruption activity with respect to terrorist material. In particular, it explores aggressive account and content takedown, with the aim of accurately measuring this activity and its impacts. The major emphasis of the analysis is the so-called Islamic State (IS) and disruption of their online activity, but a catchall “Other Jihadi” category is also utilized for comparison purposes. Our findings challenge the notion that Twitter remains a conducive space for pro-IS accounts and communities to flourish. However, not all jihadists on Twitter are subject to the same high levels of disruption as IS, and we show that there is differential disruption taking place. IS’s and other jihadists’ online activity was never solely restricted to Twitter; it is just one node in a wider jihadist social media ecology. This is described and some preliminary analysis of disruption trends in this area supplied too.  相似文献
