Rebel music: Appeals to rebellion in Zimbabwe

This paper presents a typology that is used to classify the appeals that are issued by rebel groups to mobilize mass publics to take up arms against the state. This typology is developed by building a bridge between relative deprivation and resource mobilization theory. Secondly, this paper reports the findings of a pilot study that analyzes the Chimurenga songs from Zimbabwe's rebellion.     

Foreign Fighters and the Case of Chechnya: A Critical Assessment

The aim of this article is to explore and analyze the role of foreign fighters in the recent episodes of Russo–Chechen violence in the North Caucasus. The article begins by offering a preliminary theoretical consideration of foreign fighters, indicating how the events in Afghanistan combined with the development of a Salafi-Jihadist movement that would shape subsequent conflicts in the North Caucasus throughout the 1990s. The article will then move on to identify the role of Arab foreign fighters in Chechnya, demonstrating how a complex local and global social networks enable and motivate volunteers.     

International Relations as Juridical Life: Rethinking ‘the International’ in International Theory

This article advances an account of “the international” in which “juridical life” is taken as the dominant ethic and ultimately the force of “the international” within the discipline of international relations. It evaluates the foundational myths of international politics in terms of its capacity to exercise juridical power, in the service of the state as a geopolitical entity. It examines the ethics of doing “the international” and how rationalities of the international are contained within legalist rationalities of international politics. Drawing upon the ideas of Giorgio Agamben, it proposes an alternative conceptualisation of international life in which the juridical is dispossessed of its political rationality. Such an outlook allows for the reframing of international politics at a critical distance from geopolitical orthodoxies within international theory and opens up new possibilities for ethics in international politics.     

Blame attribution regarding index offence on admission to secure hospital services

Abstract

Assessment by psychologists is part of the routine multi-disciplinary admission process to secure facilities for those with a diagnosis of severe mental illness and an offending history. Non-engagement with the assessment process is a common clinical phenomenon. Using a survey design, we report on the administration of the Gudjonsson Blame Attribution Inventory, (a questionnaire which elicits causal attributions about offending), where possible, to a cohort of consecutive admissions to a medium secure unit, and a maximum security hospital. Reasons for non-compliance with the assessment process are examined. The responses of those who completed a series of questionnaires are compared using unit, sex, ethnicity, diagnosis and index offence as group variables. With regard to attribution of blame for index offence, contrary to prediction, those with a history of psychosis, rather than personality disorder, obtained higher external attribution scores. The implications of these findings for the assessment of blame and guilt feelings during the early stages of admission to a secure mental health service, and possible treatment implications, are considered.     

Portfolio Behaviour in a Flow of Funds Model for the Household Sector in India

We estimate a flow of funds model for the household sector in India, within the Almost Ideal Demand System (AIDS) framework, and examine the demand for money and the substitution effects between money and other financial assets. The restricted long-run model, obtained using cointegration techniques, provides stable equilibrium relationship between I(1) variables and broadly satisfies the axioms of rational choice in consumer demand theory. We find that financial sector reform exerts a significant impact on the interest rate structure and household portfolio preferences; specifically, there is strong substitutability among risk-free assets and a possible speculative effect in the stock market, while the exchange rate strongly influences the demand for money. These findings all have important policy implications.

The politics and bureaucratics of rural public works: Maharashtra's employment guaranteed scheme

Abstract

The Maharashtra Employment Guarantee Scheme stands out among rural public works programmes in developing countries for its size, longevity, the generosity of its funding arrangements, and the political sophistication of its design. Its mission is highly ambitious: to supply employment flexibly and rapidly by opening and closing public works in response to local, unpredictable weather variations in a poor agrarian economy. We explore the political factors that account for changes in its performance over more than 30 years, and identify the political lessons for the design of similar programmes elsewhere.
