Aqueous ethanol wet‐bath simulator solutions are used to perform calibration adjustments, calibration checks, proficiency testing, and inspection of breath alcohol instruments. The Toxicology Bureau of the New Mexico Department of Health has conducted a study to estimate a measurement of uncertainty for the preparation and testing of these wet‐bath simulator solutions. The measurand is identified as the mass concentration of ethanol (g/100 mL) determined through dual capillary column headspace gas chromatography with flame ionization detector analysis. Three groups were used in the estimation of the aqueous ethanol wet‐bath simulator solutions uncertainty: GC calibration adjustment, GC analytical, and certified reference material. The standard uncertainties for these uncertainty sources were combined using the method of root‐sum‐squares to give uc = 0.8598%. The combined standard uncertainty was expanded to U = 1.7% to reflect a confidence level of 95% using a coverage factor of 2. This estimation applies to all aqueous ethanol wet‐bath simulator solution concentrations produced by this laboratory.  相似文献

This paper investigates domestic origins of the cyclical pattern in Washington’s relationship with Beijing and Taipei. By focusing on the impact of U.S. presidential election, it argues that, during the election year, U.S. leaders adopt popular policies to achieve a greater number of votes. Such popular policies result in tensions between the countries and subdue the long-term U.S. strategic interests. After election, political leaders resume the long-term strategic interests. A generalizable maximum utility function model is developed to analyze and predict the impact of domestic politics on international relations. Early versions were presented at the International Symposium on the U.S.-China Relations, University of Maryland, October 1996, and at the Chinese Association for Eurasian Studies in Taipei, May 1997. The errors remaining are ours. is currently teaching at Clemson University. His latest publications include a forthcoming volume,Transition towards Post-Deng China, by the Singapore University Press. from Northern Illinois University in 1994, has published several research articles in top journals. In this paper, we take a fresh look at the structure of sociopolitical conflict through confirmatory factor analyses of survey data gathered in Florida during the presidential campaign of 1996. Our analysis shows both stability and change in the electorate. In line with prior research, a single bipolar partisan dimension underlies the mass public's evaluations of political leaders, though national figures fit more comfortably on this continuum than do those at the state level. Citizens' evaluations of key sociopolitical groups reflect orthogonal cultural disputes, class divisions, and conflicts relating to issues of social control. While all three of these dimensions impinge to some degree on voters' conceptions of party and ideology, our findings point to the leading role that cultural issues now play in shaping ideological images and identities.  相似文献

It is well known that those with higher SES characteristics tend to vote at higher rates in U.S. elections. Over the past several decades many proponents of eased voter registration requirements have predicted that liberalizing voter registration laws will significantly improve turnout, especially among the least well- educated and the poor. In this article we offer a rational choice model of turnout that leads us to expect the greatest turnout gains from virtually eliminating voter registration costs will instead accrue to those with medium income and education. We test this prediction longitudinally over the period 1972–1992 using a vast survey and a natural experiment comparing voters in states that adopted election day registration (EDR) with those residing in states maintaining more traditional closing dates. Contrary to much of the literature, citizens with medium education and medium income voted more under EDR, as the model predicts. We conclude that the methods used here better capture and empirically identify the curvilinear relationship between voter registration laws and the turnout probabilities at various SES levels.  相似文献

We ask whether informal interactions between university and industry scientists result in collaborative research. Using data from a national survey of tenured and tenure-track scientists and engineers in U.S. research extensive universities, we demonstrate that university scientists’ informal interactions with private sector companies increase both the likelihood and intensity of collaborative research with industry.

This study focused on whether and how deliberations affected the comprehension of capital penalty phase jury instructions and patterns of racially discriminatory death sentencing. Jury-eligible subjects were randomly assigned to view one of four versions of a simulated capital penalty trial in which the race of defendant (Black or White) and the race of victim (Black or White) were varied orthogonally. The participants provided their initial “straw” sentencing verdicts individually and then deliberated in simulated 4–7 person “juries.” Results indicated that deliberation created a punitive rather than lenient shift in the jurors’ death sentencing behavior, failed to improve characteristically poor instructional comprehension, did not reduce the tendency for jurors to misuse penalty phase evidence (especially, mitigation), and exacerbated the tendency among White mock jurors to sentence Black defendants to death more often than White defendants.  相似文献

This paper provides a review and reflection of Gerry Keim's fine paper on managing US business political activities (BPA). It begins by setting the larger context in which BPA is both practised and studied. It critiques the concept of market‐based competition and extends it by suggesting that non‐market competition can take on a myriad of forms dependent on strategy and structural considerations, among other things. It also provides some sober reminders about the nature of difficulties encountered between academics and practitioners in bridging the gaps of understanding between these constituencies. It also looks at the nature of ‘buyers’ and ‘sellers’ in the public policy marketplace and expands upon the nature of the products being exchanged. Lastly, the paper reviews the nature of strategy and competitive advantage in the non‐market environment and recommends a practitioner focus on innovation and the acquiring of the resources needed for institutionalizing it in their public affairs and BPA efforts for achieving non‐market success.
