War Museums in Postwar Lebanon: Memory,Violence, and Performance

Abstract

This article examines three museums that address Lebanon’s history of conflict: the newly opened Beit Beirut on the capital’s former Green Line, the Hezbollah-run Mleeta Resistance Tourist Landmark in south Lebanon, and Umam Documentation and Research’s online archive “Memory at Work.” Each testing the parameters of what the term museum can mean in Lebanon today, these cases highlight the still-contested nature of war narratives. While many Lebanese youth express desire for a shared national history of the civil war, the affective complexities of recuperated memorial sites and the inconsistent involvement of the state suggest that the possibility of publicly staging such a history is far from secure.     

A new type of shotgun ammunition produces unique wound characteristics

The Tucson Police Department, Tucson, AZ, has begun using the Polyshok Impact Reactive Projectile (IRP), a new type of shotgun ammunition that includes a lead bead core that travels within single, plastic-encased projectile. On impact, the core is released to distribute over a small area, thereby disintegrating on impact to reduce the likelihood of exit or collateral damage on missed shots. After a brief review of shotgun slug ballistics and wound characteristics and a discussion of the mechanism of the Polyshok IRP, we report the first death in the United States from this ammunition. Findings included a single entrance wound with plastic ammunition components and small lead particles recovered from the body, the combination of which normally would suggest a close-range shooting with birdshot. However, the characteristics of this ammunition create different patterns than are found with slugs or shot, so that a medical examiner unfamiliar with the Polyshok IRP could draw inaccurate conclusions about ammunition and range of fire. Because the single projectile fired from this ammunition is composed of both plastic and lead, plastic components are likely to be found within the wound at any range of fire, unlike traditional shot or slug ammunition. Also, the small size of lead particles found spread through the wound cavity would ordinarily suggest a small-size shot, whereas the external appearance of the wound (a single entrance with no dispersion of shot) and the pattern of tissue destruction are more consistent with the patterns of injury associated with shotgun slugs.     

The evaluation of Healthy Families Arizona: a multisite home visitation program

Healthy Families Arizona is a broadly implemented home visitation program aimed at preventing child abuse and neglect, improving child health and development, and promoting positive parent/child interaction. The program began as a pilot in two sites in 1991 and by 2004 had grown to 48 sites located in urban, rural, and tribal regions of the state. The unique administrative structure of the program and collaboration between evaluation and quality assurance have helped overcome many of the problems familiar to home visitation programs. This paper describes how a systematic focus to improve processes and outcomes has positioned the program for a randomized longitudinal study. Key components of the program are described and evaluation results are presented.     

The role of community in facilitating service utilization

Guided by an integrated theory of parent participation, this study examines the role community characteristics play in influencing a parent's decision to use voluntary child abuse prevention programs. Multiple regression techniques were used to determine if different community characteristics, such as neighborhood distress and the community's ratio of caregivers to those in need of care, predict service utilization levels in a widely available home visiting program. Our findings suggest that certain community characteristics are significant predictors of the extent to which families utilize voluntary family supports over and above the proportion of variance explained by personal characteristics and program experiences. Contrary to our initial assumptions, however, new parents living in the most disorganized communities received more home visits than program participants living in more organized communities. The article concludes with recommendations on how community capacity building might be used to improve participant retention.     

‘You will be responsible to the GOC’. Stovepiping and the problem of divergent intelligence gathering networks in Northern Ireland, 1969–1975

From the beginning of Northern Ireland’s Troubles, two different strands of British intelligence were developed in Northern Ireland that failed to effectively cooperate or coordinate their efforts with one another. Though central government was aware (and often opposed) the lack of singular control over intelligence in the province, they were unable to wrest control of security intelligence from the hands of the Army and Special Branch. This problem, meant that a Security intelligence ‘stovepipe’ emerged and that this stovepipe operated without reference (and at times in opposition) to policy initiatives also being pursued by the UK government at the time.     

Now: prefigurative politics through a north Indian lens

This paper focuses on ‘prefigurative politics’ – embodying in the present one's vision of the future – among young people in north India. In so doing it contributes to wider debates on oppositional politics, temporality, India and youth. Building on recent fieldwork in Uttarakhand and Uttar Pradesh, we highlight the ubiquity of civic-minded everyday forms of prefigurative politics among a subset of young men and young women. We examine the temporality of this politics, which, like other recent prefigurative action across the world, emphasizes acting in the present. Young people in north India tend to view the future not as a point on the horizon but as the precipitate of their daily activities. By identifying the energetic attempts of young people within and beyond India to engage in social action, we also provide a counterpoint to negative stereotypes of youth circulating in the media and some scholarly circles.
