Major efforts have been made bydevelopment organisations tomake their systems ofproject and programme management more participatory, in order to be accountable to local participants (or beneficiaries), while also creating opportunities for them to shape their own processes. These measures may look participatory, but have in effect become new (and often costly) forms of management and control, which do not result in great benefits for project participants. The authors argue that the dominance of three components- projects, professionals, and organisations-has beentaken for granted; andthat theyinvolve practices and processes which are primarily instruments of control, rather than of participation. Attempts to generate participation will thus require a fundamental change in the way in which these components operate. Inthe meantime, the authors call for attentiontobe paidtothe ways inwhichthe current tools of participatory development, including PRA, can be used to promote either participation or control, depending on how they are used. 相似文献

Male and female young adults provided responses to open-ended questions about hate crimes. Results indicated considerable variability in their definitions, with perceptions of hate crimes differing with regard to demographic characteristics of both victims and perceivers. Victims may experience hate crimes differently because of who they are, why they are victimized, and with whom they share their experiences. In a separate study, males and females each evaluated a scenario of a hate crime perpetrated upon a male or female victim. Whether the crime was described as motivated by racial or religious bigotry, heterosexism, or was ambiguous was systematically varied. The demographic status of the participant appeared to determine how disruptive they regarded the crime scenario, and the likelihood that they would report personal knowledge of a victim of a similar type of assault. None of the participants was likely to report knowledge of a victim of a heterosexist assault. Policy implications of results from both studies are discussed. 相似文献

The Family Court of Australia provides conciliation counselling to couples who are involved in disputes regarding their children following separation. In situations where domestic violence has occurred, the appropriateness of providing counselling to such couples has been seriously questioned This study examines the experience of clients attending counselling at the family court. Two groups of clients are studied—one group who reports domestic violence as a significant issue and a comparison group who does not report domestic violence. The results indicate that the two groups do not differ in their expressed level of satisfaction with the counselling they have received and that both groups consider counselling to have been helpful in resolving their issues. The preliminary results of this study have implications for the provision of postseparation counselling/mediation to couples when domestic violence has occurred. 相似文献

This paper develops four models depicting types and causes of rural poverty in the United States. The recent farm financial crisis has exacerbated rural poverty problems, and many farmers who were not in poverty a few years ago are now in poverty. Policy options for dealing with rural poverty among those farmers who only recently became poor, as well as policy options for dealing with the persistently poor subsistence farmers, are discussed. AbstractIn the period since the CCAS National Conference we have put on the following: 1. sponsored an anti-Vietnam war teach-in in collaboration with SDS. George Kahin spoke at a meeting attended by about 750 students; 2. presented three separate panels of CCAS speakers on Vietnam during the teach-in — one was given at Cornell and two at the long-neglected Ithaca College; 3. presented a lecture by Don Luce (former Director of IVS in Vietnam) attended by around 200 people on the Cornell campus; 4. Gary Porter and another CCAS member, Jack Fitzpatrick, took the Cornell Vietnam statement and the many signatures collected at the Conference to Washington on April 21.
