In the Master Settlement Agreement, the major U.S. tobacco companies agreed to pay approximately $229 billion between 1999 and 2025 to 46 states, the District ofColumbia, and five U.S. territories. The windfall raises important spending andfinancing decisions for state governments. This research note analyzes how governments are spending their settlement proceeds, especially whether states are using funds to finance current budget deficits, and investigates the financing practice by several states of selling their right to future settlement proceeds to support the issuance and repayment of tobacco securitization bonds.  相似文献

Adolescent delinquency, drug use and aggression remain societal concerns. These problems are more common with adolescent boys than girls, and tend to increase with age. Although a lack of parental monitoring has been found to be related to problem behaviors, the mediating role of monitoring on the relationship of sex and grade to problem behaviors has not been directly studied. This paper examined parental monitoring as a mediator of the relationship of sex and age to delinquency, drug use, and aggression in a sample of urban African American young adolescents. Our findings indicated that in general, boys and older adolescents reported higher rates of delinquency, drug use, and aggressiveness. Boys and older adolescents also indicated less monitoring by parents. Parental monitoring was found to mediate the effects of sex and grade on some of the behavioral problems.  相似文献

Many policies in the United States are jointly determined by federal and state actions. In the game theoretic model offered here, politicians in both the state and national governments seek credit for providing goods desired by the public and avoid blame for the taxes necessary to provide the goods. In line with Peterson's (1995) theory of functional federalism, the level of government that is better able to supply particular goods and services tends to take the lead in their provision, even to the extent of fully crowding out much less efficient governments. However, under a broad set of circumstances, both state and national politicians seek credit via public spending, and their joint provision leads to a relative "oversupply" of public goods and services, and thus to "overtaxation." Under joint provision, states vary in their responses to changing federal spending patterns based both on the causes of the national changes and on state characteristics .  相似文献

Studies of policy diffusion often focus on the horizontal spread of enactments from one state to another, paying little or no attention to the effects of local laws on state-level adoptions. For example, scholars have not tested whether local policy adoptions make state action more likely (through a snowball effect) or less likely (through a pressure valve effect). This study conducts the first comprehensive analysis of vertical policy diffusion from city governments to state governments, while simultaneously examining the influence of state-to-state and national-to-state diffusion. Focusing on three different types of antismoking laws, we find evidence that policies do bubble up from city governments to state governments. State politics are crucial to this relationship, however, as local-to-state diffusion is contingent on the level of legislative professionalism and the strength of health advocates in the state.  相似文献

Empirical analyses of public corruption focus predominantly on international differences; regional differences in public corruption within a single country receive little attention. We empirically investigate the effect of public corruption in the United States on state bond ratings, which previous research shows are inversely related to net interest costs on public debt. After controlling for various economic influences on bond ratings, we find that more corrupt states have lower bond ratings, which implies that taxpayers in more corrupt states face a negative pecuniary externality by paying a premium for debt.  相似文献

The emergence of publicly subsidized preschool raises important policy questions about the role of market forces and, in places where competition to provide these services exists, presents a setting in which the effects of competition on educational outcomes can be tested. We test neo‐institutional hypotheses concerning the effects of competition to provide publicly‐funded prekindergarten (pre‐k) services on the performance of public schools and private organizations. We use student‐level data collected over a five‐year period on a large sample of children who attended publicly subsidized prekindergarten in Georgia. Overall, we find that more competition improves third grade reading and math test scores but does not significantly affect retention or school readiness ratings during elementary school. Not all children are equally affected by competition; for example, greater competition significantly decreases the likelihood of retention for children of the working poor. Contrary to the expectations of some theorists, both public schools and private organizations respond to increased competition in ways that improve test scores but not retention. However, children attending private prekindergarten have higher language arts scores and lower retention across the range of competition when compared with children who attended public school pre‐k. © 2006 by the Association for Public Policy Analysis and Management  相似文献

This article analyzes the genesis of certificates of participation (COP) in the municipal securities market. We document the trend in the use of COPs and illustrate problems in the market through case studies of the Richmond Unified School District default and the Brevard County referendum crisis. The valuable fiscal administration lessons drawn from the growing pains of a maturing sector of the municipal securities market can help municipal governments and investors avoid the tragic consequences that seem to inevitably accompany the circumvention of legal debt restrictions and public accountability.  相似文献
