Spatial models of policymaking have evolved from the median voter theorem to the inclusion of institutional considerations such as committees, political parties, and various voting and amendment rules. Such models, however, implicitly assume that no policy is better than another at solving public policy problems and that all policy makers are equally effective at advancing proposals. We relax these assumptions, allowing some legislators to be more effective than others at creating high‐quality proposals. The resulting Legislative Effectiveness Model (LEM) offers three main benefits. First, it can better account for policy changes based on the quality of the status quo, changing our understanding of how to overcome gridlock in polarized legislatures. Second, it generalizes canonical models of legislative politics, such as median voter, setter, and pivotal politics models, all of which emerge as special cases within the LEM. Third, the LEM offers significant new empirical predictions, some of which we test (and find support for) within the U.S. Congress. 相似文献

During fall 2000, all ISA members will be asked to vote on a set of changes to the association's constitution. Most of the proposed changes are required to bring ISA's constitution up to date with current practices and association circumstances (for example, instead of having only the Editor of ISQ as a member of the Governing Council, one of the proposed changes adds the Editors of ISR and ISP to the council). In the course of examining and reflecting on possible changes to the constitution, the ISA Governing Council discovered that there was controversy among its membership regarding how officers are elected. As a result of this discussion, the Governing Council voted to put a referendum before the membership concerning the election issue and the other requested constitutional changes (though only the officer election issue is discussed in the following pages). To ensure that all members of the association are aware of what the election issues are, we have asked members representing the various positions to discuss their views in the pages of ISP . In addition, Craig Murphy, 2000–2001 ISA President, has written an introduction to the election debate that is printed below. Biased language related to sexual orientation is used frequently among students and is related to prominent social concerns
such as bullying. Prejudice toward gay, lesbian, bisexual, and transgender individuals also has been examined among adolescents,
but separately from these behaviors. This study tested whether biased language use was associated with bullying and dominance
irrespective of sexual prejudice or if sexual prejudice moderated these associations among 290 high school students (50% female;
56% White). Sexual prejudice was associated with biased language use among boys only. Biased language was associated with
bullying regardless of levels of sexual prejudice for boys. However, this association was dependent on sexual prejudice for
girls. For dominance behavior, its association with biased language was moderated by sexual prejudice for boys, but not girls.
However, girls’ engagement in all behaviors was significantly less than boys. These results indicate nuanced ways in which
multiple factors contribute to the use of sexual orientation biased language. Also, they underscore the need to address biased

The purpose of this study was to determine whether using the Internet for different activities affects the quality of close
adolescent relationships (i.e., best friendships and romantic relationships). In a one-year longitudinal study of 884 adolescents
(Mean age = 15, 46% male), we examined whether visiting chat rooms, using ICQ, using the Internet for general entertainment,
or participating in online gaming predicted changes in the quality of best friendships and romantic relationships. Multiple
regression analyses indicated that Internet activity choice influenced later relationship quality in both best friendships
and romantic relationships. Using instant messaging (ICQ) was positively associated with most aspects of romantic relationship
and best friendship quality. In contrast, visiting chat rooms was negatively related to best friendship quality. Using the
Internet to play games and for general entertainment predicted decreases in relationship quality with best friends and with
romantic partners. These findings reflect the important and complex functions of online socialization for the development
and maintenance of relationships in adolescence.

Debra Pepler is a Distinguished Research Professor in Psychology at York University and a Senior Associate Scientist at The Hospital for Sick Children. Together with Dr. Wendy Craig, Dr. Pepler is leading Promoting Relationships and Eliminating Violence Network (PREVNet), a Networks of Centres of Excellence—New Initiative (). Her major research program examines the prosocial and antisocial behaviour of children and adolescents, particularly in the school and peer contexts. The seminal aspect of this research comprised naturalistic observations of interactions among school-aged peers with remote microphones and video cameras. Her current research in this area examines aggression and victimization among adolescents with a focus on relationship problems and solutions. Do Henry Mintzberg's writings make an enduring, invaluable contribution to our understanding of the contemporary public policy process? Mintzberg argues that organizations display eight structural configurations and corresponding coordinating mechanisms. Such structural configurations are shaped by a variety of contingency factors, especially power and environmental ones. Using Mintzberg's work, eight policy modes, corresponding to structural configurations within government organizations and political systems, are identified and placed on a matrix that comprises two dimensions: standardization and centralization. Six polarities in the policy process arise from this matrix. Mintzberg's work, the paper argues, remains of enduring value because it provides a seminal framework for a richer understanding of the current policy process, by offering a contingency theory of structures and policy modes, as well as by frank acknowledgment of the protean nature of the policy process. 相似文献

Interlocal collaboration is considered an important tool for cost-saving. States, therefore, have incentivized interlocal collaboration in different ways. To understand the budgetary consequences of interlocal collaboration and state incentives, we examine counties in Nebraska where the State uses two incentive mechanisms—resource restrictions and additional access to restricted revenues granted to counties with collaboration. This study finds that county expenditures are lower when they spend more through collaboration. While this lower spending is related to lower revenues in counties less constrained by state restrictions, the results for counties more constrained are unclear.
