Broadening Benefits from Natural Resource Extraction: Housing Values and Taxation of Natural Gas Wells as Property

We study the effects of the property tax base shock caused by natural gas drilling in the Barnett Shale in Texas—a state that taxes oil and gas wells as property. Over the boom and bust in drilling, housing appreciation closely followed the oil and gas property tax base, which expanded the total tax base by 23 percent at its height. The expansion led to a decline in property tax rates while maintaining or increasing revenues to schools. Overall, each $1 per student increase in the oil and gas property tax base increased the value of the typical home by $0.15. Some evidence suggests that the cumulative density of wells nearby may lower housing values, indicating that drilling could reduce local welfare without policies to increase local public revenues.     

Murder, Nonnegligent Manslaughter, and Spatial Autocorrelation in Mid-South Counties

In this paper we explore to what extent county murder and nonnegligentmanslaughter rates in the midsouth are spatially autocorrelated, usinga variety of spatial autocorrelation tests. The data are 3-year averages ofUCR murder and nonnegligent manslaughter rates from the 383 midsouthcounties. Moran's I statistics show a statistically significant amountof spatial autocorrelation in the murder and nonnegligent manslaughter ratesamong the 383 midsouth counties. G statistics, however, fail to detect aglobal pattern in this region. We also compute G_i statistics and localMoran's I statistics with these data and detect some patterns oflocalized spatial autocorrelation. We estimated and compared an MLE spatiallag model and an OLS model with constructs informed by socialdisorganization theory. The regression analysis failed to detect anysignificant spatial effects for the midsouth counties.

Law and information technology are interlinked. Since Lessig's “code is law” the discussions address the viability of law in technology markets. But recently, the direction of view has changed by way of conversion; in the context of smart contracts, the notion “law is code” became prevalent. The contribution looks into the interdependencies between law and code and pleads for a new functional understanding of law.     

The Pacifism of Andrew Carnegie and Edwin Ginn: The Emergence of a Philanthropic Internationalism

This study analyses the pacifism of Andrew Carnegie and Edwin Ginn against the backdrop of the emergence of new philanthropic practices. Scientific philanthropy and the institutional model of the philanthropic foundation provided the means for new approaches to the peace cause. The study thus argues that Ginn and Carnegie personified a shift from a non-institutional pacifism to an institutional internationalism. Despite noteworthy similarities in Ginn and Carnegie's approach to peace, however, their two philanthropic foundations—the World Peace Foundation and the Carnegie Endowment for International Peace—differed in strategies. This study suggests that the leadership of these institutions shaped these different approaches to conflict.
