Government intervention in the economy: a comparative analysis of Singapore and Hong Kong

Singapore and Hong Kong are very different and yet very similar in many respects. A study of their current profiles and historical development indicates that the two have achieved comparable economic successes through different development strategies. After World War II, Singapore gained political independence while Hong Kong achieved economic restructuring. The Singapore government adopted an interventionist approach to develop its economy, while the Hong Kong government followed the laissez‐faire principle. However, as the two were maturing socially and economically in the last few decades, both governments found the necessity to adopt a hybrid strategy of mixing economic interventions with the free‐market approach. An examination of public finance and economic policies since the onset of the Asian economic turmoil shows that the two have become increasingly similar in their economic approaches, with heavy emphasis on stabilizing the economy and stimulating business activities through government initiatives. Based on their projected economic, social and political development, the Hong Kong government is expected to become more interventionist while its Singapore counterpart is expected to go in the opposite direction. The economic development strategies of the two governments, coming from two extremes, will become more alike in the foreseeable future, for reasons of political feasibility in the former. Legal Treatment of Cohabitation in the United States*

This article discusses the variety of ways state legal systems in the United States treat cohabitation, both by same-sex and heterosexual couples. The different approaches are described along a spectrum that ranges from one extreme, under which cohabitants have essentially no rights against one another or against third parties, to the other extreme, under which cohabitants are to be treated as though they were married under state law. Different areas of law are discussed, including the rights of cohabitants both against one another (remedies upon dissolution, inheritance) and against third parties, such as state benefits, tort claims, health-related benefits, and rights concerning children. The article concludes with speculations concerning why the remedies offered to cohabitants in the United States are so limited, as compared with other countries.     

Politicians and decolonization of Hong Kong

This article discusses the nature of political leadership in Hong Kong in general and the dilemmas facing politicians in the process of decolonization in particular. The politicians are certainly not performing “public service” as in a colonial administration. They are competing for political power and control in the government during the transition of Hong Kong from a British colony to a Chinese Special Administrative Region. Some politicians adopt a mobilization style of leadership to draw public support; some maintain an elitist style to preserve the status quo; some use a confrontational style to push for a democratic government and to resist Chinese intervention in the internal affairs of Hong Kong; some take a cooperative and compromising approach in resolving conflicts and dealing with China; and some attempt to adopt a moderate style by emphasizing rational and workable solutions to political dilemmas. The dilemmas of transition include: (1) the choice between democracy and conservatism; (2) the proper relationship between Hong Kong and China after 1997; (3) the conflict as to whom the politicians represent: the Hong Kong people or the Chinese leaders. The choice of any two polarized positions in the dilemmas will result in devastating consequences for Hong Kong. The task of the politicians is therefore to balance, rather than to accentuate, the divergent tensions between the antagonistic political forces. In the final analysis, the politicians will have to play the role of balancer between the future sovereign master and various political actors.

Oil,war, and semiperipheral mobility: The case of Iraq

Semiperipheral states have been characterized as politically tumultuous and economically dynamic. Iraq, in particular, manifests these tendencies. I explore the crucial events, shifts, and discontinuities that add up to Iraq’s changing position within the world-system over the past half century. These elements cannot be studied independent of transformations in the historic “weak state/strong bourgeoisie configuration,” which are integral components of its change. Nor can they be examined apart from world conditions. The outcome of Iraq’s attempts at semiperipheral mobility is also determined by the global petroleum hunger and geopolitical situation. Especially in the last instance, whether the world context is favorable to a particular kind of move virtually determines the outcome.     

From Doom Town to Sin City: Chick Tracts and Anti-gay Political Rhetoric

The most popular and recognized of all Christian religious tracts are Chick Publications. The comic-book format tracts have been distributed since the 1960s and are now translated into over 100 languages. Some Christian Right opinion leaders regard the tracts with ambivalence, and many outside the Christian conservative community who comment on Chick's career believe that the tracts are no longer available through Christian retail outlets. Not only are the tracts still available, they represent an important form of conservative Christian political pedagogy. The tracts anticipated and continue to reflect Christian Right politics, including the centrality of same-sex sexuality to those politics. On the other hand, the tracts have come to conflict with key dimensions of Christian Right political strategy. This article traces the genealogy of the tracts, examines the anti-gay political rhetoric of Chick Publications and traces Christian Right ambivalence toward the tracts to the movement's efforts to “center” Christian Right politics for mainstream audiences.     

Peer Relations,Violence and School Attendance: Analyses of Bullying in Senior High Schools in Ghana

Abstract

This article focuses on bullying among students and explores the ways it affects the attendance of senior high school students in Ghana. It explores whether having emotional problems, in addition to being bullied, incrementally affects the relationship between bullying and school attendance and the mitigating influence of peer friendships on these relationships. The results show gender differences in which absenteeism associated with bullying was mitigated by the support of friends for boys but not to the same degree for girls, especially those girls who had reported being psychologically bullied. Our findings suggest a school environment in which peer friendship and emotional wellbeing are intertwined in complex ways.
