The study investigated the state of leadership readiness in the Department of Telecommunications and Postal Services (DTPS) to develop policy for the fourth industrial revolution (4IR). The DTPS is the lead Department in terms of 4IR within the Public Service and there are specific skills that are required within the DTPS to effectively lead in this regard. This study investigated the perceived gap between current skills and required skills in DTPS. The study adopted a qualitative method to obtain leaders' views and opinions by conducting structured and semi-structured interviews. The nature of the study is exploratory. A total of 10 DTPS employees, both female and male on a 50/50 basis were interviewed on the skills of the leaders' state of readiness in developing policy for 4IR. The study findings identified an absence of problem-solving, analytical, creative, technical, conflict management, collaboration and artificial intelligence, innovation and change management skills. It recommends that these competencies be included in the current Public Service Competency Assessment Framework that ensures that leaders are ready for policy development for 4IR. 相似文献

To curb price speculations and overheated investment in the real estate market, the mainland Chinese government has determined to tighten bank lending to the market in recent years, by resorting to administrative tools through specific real estate control policy. With hindsight, the market response seems to have invalidated the policy initiatives. This research is aimed at investigating the impediments to achieving the laudable policy objectives of using administrative credit controls. A series of research interviews with property practitioners unraveled prevalent evasive practices and illicit tactics adopted by developers to thwart policy effects. This study leads to a better understanding of the institutional backdrop behind the less-than-expected results of the real estate macro-control measures. To better steer the real estate market, effective monetary control requires both the government and industry to make concerted efforts and consistent headway towards a complete, transparent and responsive ensemble of institutional arrangements. 相似文献

Forensically identifying a suspect's dentition from a bitemark in an open population requires the supposition that every person's dental alignment is different. There have been few studies that have tested this claim. Four hundred and ten lower anterior dentitions from a selected population and 110 lower anterior dentitions from one that was orthodontically treated were measured using geometric morphometric analysis, allowing comparison of arch shape. Dental match rates of 1.46% and 42.7% of individuals were found in the respective populations, given an established measurement error. Orthodontic treatment had a strong effect on match rate suggesting that treated or naturally well-aligned dentitions may be indistinguishable. Sexual dimorphism was found to be only slightly significant. Principal shape variation in both populations was degree of arch curvature. Results of studying these populations show that dental matches can occur, and that statements of certainty concerning individualization in such populations should be approached with caution. 相似文献

Due to the rise in foreclosure filings, policymakers are increasingly concerned with helping families in financial distress keep their homes. This paper tests the extent to which distressed mortgage borrowers benefit from three types of state foreclosure polices: (1) judicial foreclosure proceedings, (2) statutory rights of redemption, and (3) statewide foreclosure‐prevention initiatives. Based on an analysis of borrowers in default who reside in 22 cross‐state metropolitan statistical area pairs, state policies generally have weak effects. Both judicial foreclosure proceedings and foreclosure prevention initiatives are associated with modest increases in loan modification rates. Using a matching procedure, a lender's letter promoting mortgage default counseling was associated with increases in loan modifications, decreases in loan cures, and decreases in foreclosure starts. Violence victims who are the primary caregivers for their children sometimes become justice-involved through efforts to protect and defend against intimate partner violence (IPV). Judges often mandate these victims to community-based services, although little is known about these services. Given increasing numbers of such victims, two human service agencies collaborated to create a program for female IPV victims who were their children’s primary caregivers and who were mandated to services for violence against a male partner. Our research team conducted a feasibility study of the program using an exploratory qualitative study design to collect data from program participants (n?=?18) and providers (n?=?7). Analyses determined three key findings: (a) the importance of a welcoming, comfortable environment; (b) the value of certain aspects of the program content; and (c) the importance of support from like others for participant improvement. These findings point to indispensable program elements. Implications for other communities and providers serving justice-involved IPV victims who are also primary caregivers are described. 相似文献

Standard models of bureaucratic control argue that politicians vulnerable to asymmetric information rely on third‐party monitoring to expand information supply. This solution to information asymmetry assumes that politicians can process all information that comes their way. However, advocates strategically oversupply information to crowd out rivals, making such a solution counterproductive. Using data on administrative reorganization in Hong Kong, we examine the alternative proposition that bureaucratic control is contingent not only on how information is obtained but also on how it is processed under two different institutional arrangements: one that splits attention across domain‐specific streams and one that concentrates attention in a single sequence. In both cases, bureaucrats refrain from major changes when politicians break from these arrangements. Moreover, bureaucratic action is significantly more likely to respond to changes in attention allocation when politicians process information in multiple streams. 相似文献
