Admissible and sincere strategies under approval voting

This essay reasses the assumptions of the Brams-Fishburn theory of approval voting, and proposes modifications to make the theory correspond better with likely voting choices. With a small number of candidates, voters who use the inadmissible strategy of voting for all candidates can help to produce a result that better reflects the voters' wishes than is possible with admissible strategies, so we propose a widening of the definition of admissibility to encompass this case. With more than three candidates, we define first-order admissible strategies, which are the most likely strategies to be used in practice, and are also strongly sincere, in that a vote for any candidate is always accompanied by votes for all more or equally-preferred candidates. Their number is less under approval voting than under plurality voting. Both proposed modifications strengthen the technical arguments favoring approval voting over plurality voting.     

Cultural Adaptation and Validation of the Movers Scale in a French-Canadian Population

The purpose of this paper is to present the results of a study that draws upon a collaborative research strategy and has two main objectives: 1) Translating and adapting into French the Measure of Victim Empowerment Related to Safety (MOVERS scale) (Goodman et al. Psychology of Violence, 5(4), 355-366, 2015a); 2) Validating the French version of the MOVERS scale in a population of French-Canadian women receiving shelter services. The French-Canadian MOVERS (FCM) was administered to 189 women receiving shelter services in the province of Québec (Canada). The factorial structure, reliability and validity of the FCM were tested. This paper highlights that the FCM replicates the three dimensions found in the original version (Goodman et al. Psychology of Violence, 5(4), 355-366, 2015a), displays significant correlations with measures of depression, anxiety and stress, self-esteem, perceived social support, satisfaction with life and self-efficacy, and has overall good reliability estimates. The FCM is a valid and reliable scale to assess safety-related empowerment among women receiving shelter services. Furthermore, the scale provides interesting opportunities to shelter workers, which will be discussed in the paper.

     

法语联盟文化传播策略研究

随着近年来中国社会的发展，越来越多的中国人开始学习法语。法语联盟作为一个有着一百多年历史的语言文化推广机构，在世界范围内成功地发展了自己的网络，在推广法语和传播法语文化方面积累了很多成功的经验。法语联盟在中国立足并发展的经验体现在生存策略和文化传播策略两个方面。一方面法语联盟在中国创立之初，以协商的态度、灵活的组织形式同中国政府、法国驻华大使馆和中国大学合作，并通过独特的教学形式、实用的课程增加了在法语教学市场上的竞争力。另一方面，法语联盟通过在语言教学中渗透文化，通过多层次、全方位的文化活动彰显、传播文化。法语联盟独立自主运营模式和多样的文化宣传手段值得我国的孔子学院参考借鉴。     

战后法国混合型社会保障制度特征的形成及其影响——兼论法国社会保障改革缓进及罢工频发的原因

由于特殊的政治、社会与历史传统,第二次世界大战后,法国的社会保障制度形成了混合型特征,这种混合型社会保障制度在满足不同社会群体的社会保障需求的同时,也成为导致法国社会保障支出快速增长的重要制度性因素,并在事实上已成为不同社会群体实现和维护自身利益的经济乃至政治工具,使得法国社会保障制度改革表现出较之其他西方国家更加明显的艰难和缓进,并导致法国社会近年来罢工运动的频频发生。     

文化管理：从多元文化主义到跨文化策略——由法国政府驱逐罗姆人事件引发的思考

Political fragmentation, party ideology and public expenditures

In this paper we propose an original model of competition for effective political power between majority and opposition coalitions. The model indicates that the electoral margin of the majority and the fragmentation of both coalitions are key variables that determine their effective political power. We estimate the model in the case of the French départements. Our econometric results support the model and show that the per capita social expenditures in the French départements depend on the effective political power of the majority.
