Although much literature has examined macrolevel employment contexts and crime rates and, at the individual level, employment and offending, few studies have examined systematically whether macrolevel employment contexts influence individual-level offending. At the same time, emerging literature on prisoner reentry increasingly underscores the potential importance of the social environment for impeding or facilitating successful transitions back into society. All three avenues of inquiry have emphasized the salience of race-specific and offense-specific effects. This study extends prior work on ecology and offending, employment and crime, and prisoner reentry by examining the race-specific effects of unemployment rates and manufacturing employment rates on violent, property, and drug recidivism. By analyzing data on male ex-prisoners released to 67 counties in Florida, we found, as hypothesized, that Black ex-prisoners released to areas with higher Black male unemployment rates have a greater likelihood of violent recidivism. No comparable effect was identified for White exprisoners. However, we found that White ex-prisoners, especially those without prior violent convictions, have a lower likelihood of violent recidivism when released to areas with higher White male manufacturing employment rates. We discuss the findings and their implications for theory, research, and policy.  相似文献

Studies of state fiscal and budgetary policies often use balanced budget requirements (BBRs) as explanatory variables. While current measures laid the crucial groundwork for a basic understanding of state BBRs, their lack of comprehensiveness threatens the validity of empirical work. Based on comprehensive legal research, this article offers a framework for analyzing state requirements: each state's BBRs form a coherent system for achieving budget balance through budget cycles; a fully developed BBR system offers a three‐line construct against imbalance; and the more complete, developed, and explicit a BBR system is, the more stringent it will be in achieving budgetary balance.  相似文献

Since 2001, the Conservative party has found itself in turbulent times. Yet the party has survived similarly difficult periods in the past, eventually recovering its strength and returning to power. Can it do so again? The problems for today's party exist along four key dimensions: leadership, policy, organisation and political circumstances. How grave are contemporary difficulties in each of these areas in comparison to past experience? To what extent is the party now in uncharted waters? Where are there valid historical parallels? The article offers a brief sketch of the lessons that the party needs to learn to recover its election winning formula ‐ an appetite for power and an impressive ability to adapt to changed circumstances. Conceptualizing and measuring choice is problematic both in theory and in practice. Measuring by counting the alternatives seems counter-intuitive as a smaller set of better or more diverse alternatives seems to provide more choice than one that is simply larger. However, concentrating upon better alternatives leads to choice being defined by welfare or utility which is also counter-intuitive. The implications of this paradox are considered in relation to examples drawn from the choice agenda in British social policy. Empirical difficulties in measuring the welfare gains through implementing greater choice at a time of other central-led policy initiatives such as targets are discussed, and the extant evidence discussed. Criteria for judging whether or not choice has been welfare-enhancing are suggested. It is argued that 'soft choice' where service providers provide information and explain different options is preferable to 'hard' choice of simplistic targets to increase choice by ticking target boxes.  相似文献

This article offers insights into the complexity of assessing the performance of public networks. We have identified three so-called exogenous factors: form of the network, type of inception—whether the network was initially formed as voluntary or mandated—and developmental stage of the network. We argue that where a network stands on each of these factors will determine the appropriateness of specific criteria for assessing the performance of the network.  相似文献
