Separation and Reunification: Using Attachment Theory and Research to Inform Decisions Affecting the Placements of Children in Foster Care

Determinations regarding removal of children from home in maltreatment situations typically take into consideration the physical safety of the child. Less recognized and often underappreciated is the severe risk endured by the child as a result of separation from the caregiver, and the long‐term effects of the separation on the child. This article describes recent developments in attachment theory and research and their usefulness for placement decisions. We will explain how a child develops a secure attachment to a caregiver and review the deleterious consequences associated with maltreatment and separation. The case of a child in a foster/adoptive placement will be discussed in order to clarify common misinterpretations of attachment research and how attachment theory and research can inform permanency decisions that are in the best interest of the child.     

THE LOCAL GOVERNMENT COMMISSION: EXAMINING THE CONSULTATIVE PROCESS

This article shows how a complex configuration of interests has shaped the work of the Local Government Commission for England ( lgc ). The article focuses upon the consultative processes associated with the work of the commission in Leicestershire and makes a dual contribution to our understanding of the emerging structure of English non-metropolitan local government. First, it provides a detailed insight into the consultative exercises carried out by one local authority, Leicestershire County Council ( lcc ), and explores the strategies employed by that authority in order to secure an optimal outcome from the Local Government Commission. Second, it argues that organization theory, notably the inter-organizational analysis applied by Leach in his work on the impact of the reorganization of local government in metropolitan Britain, offers the most pertinent theoretical framework for analysis. The article highlights the inadequacies of the consultation process around local government reorganization, showing that neither the efforts of the county council nor the commission itself stimulated a reasoned debate amongst the public. The review process did not capture people's imagination; nor did it stimulate genuine debate about the kind of local government we want. Essentially, what this article depicts is a picture of a pragmatic and brutal organizational battle in which there were losers as well as winners.     

The Use of USPTO “Continuation” Applications in the Patenting of Software: Implications for Free and Open Source*

This paper examines the role played by “continuations” (procedural revisions of patent applications) within software patenting and the implications that the use by patentees of continuations has for free and open‐source software design. Our research analyzes data on continuations in software patenting 1987–99, providing information on the effects of changes made to the U.S. patent laws in 1995 intended to curb “submarine patenting.” Our analysis of all U.S. patents issued 1987–99 shows that the use of continuations grew steadily in overall U.S. patenting through 1995, with particularly rapid growth in continuations in software patenting. Sharp reversals in these growth rates after 1995 suggest that changes in the U.S. patent law were effective. We analyze the role of continuation patents in creating opportunities for patentees to engage in strategic “hold‐up” of software adopters and follow‐on software innovators, and extend the analysis to open‐source software.     

TENANT PARTICIPATION AND TENANT POWER IN BRITISH COUNCIL HOUSING

In this article we examine the relationship between tenant participation and tenants' power. This is done by adopting an approach to power put forward by Clegg (1989) and using it to examine the findings of a study of tenant Participation based on a national survey of local authorities and detailed case studies in six local authorities in Britain. The key question addressed is whether tenant participation empowers tenants. The conclusion is that power is a very complex phenomenon which defies simple definition and analysis. Nevertheless some factors are identified, an awareness of which aids analysis of tenant participation and helps those involved both to make sense of it and to focus their attention on the factors which could determine their ability to achieve their objectives.     

STRUCTURAL AND SOCIAL PSYCHOLOGICAL CORRELATES OF PRlSONlZATlON

This study. based on an analysis of data obtained from a randomly selected sample of 239 inmates of a maximum security federal penetentiary, assesses the explanotory power and relative importance of variables related to prisonization in the previous literature. While support for hypotheses derived from the importation and deprivation models was found, our analysis. consistent with earlier research, reveals that the proportion of variance in prisonization which can be accounted for is not high. Still, our findings underline the necessity of moving toward an integration of existing theories of prisonization rother than attempting to view them as contradictory perspectives.
