A field experiment was conducted in order to test the assumptions by the Supreme Court in Barnes v. Glen Theatre, Inc. (1991) and the Ninth Circuit Court of Appeals in Colacurcio v. City of Kent (1999) that government restrictions on dancer nudity and dancer–patron proximity do not affect the content of messages conveyed by erotic dancers. A field experiment was conducted in which dancer nudity (nude vs. partial clothing) and dancer–patron proximity (4 feet; 6 in.; 6 in. plus touch) were manipulated under controlled conditions in an adult night club. After male patrons viewed the dances, they completed questionnaires assessing affective states and reception of erotic, relational intimacy, and social messages. Contrary to the assumptions of the courts, the results showed that the content of messages conveyed by the dancers was significantly altered by restrictions placed on dancer nudity and dancer–patron proximity. These findings are interpreted in terms of social psychological responses to nudity and communication theories of nonverbal behavior. The legal implications of rejecting the assumptions made by the courts in light of the findings of this study are discussed. Finally, suggestions are made for future research.  相似文献

After several years during which federalism was rarely a prominentor explicit issue in political debates, it was in several waysthrust into the public consciousness in 2005. It was not thatthe president or Congress ceased sacrificing state and localinterests to substantive policy goals, as shown by the costlyREAL ID Act, stringent new federal requirements in the TemporaryAid to Needy Families reauthorization, and congressional interventionin the Terri Schiavo case. However, Hurricane Katrina, and particularlythe delayed and ineffective intergovernmental response, generatedsubstantial debate about the appropriate federal role in disasterrelief. In addition, state and local governmental oppositionto the No Child Left Behind Act intensified and generated significantattention during the year, particularly as a result of a Utahstatute asserting the precedence of state over federal law anda Connecticut lawsuit against the act. Meanwhile, state governmentscontinued to address a number of policy problems that federalofficials were unable or unwilling to confront, especially regardingenvironmental, health-care, and labor issues. Finally, althoughthe Supreme Court in 2005 continued its recent (2003–2004)trend of pulling back somewhat from its late-1990s Congress-curbingdecisions, federalism issues figured quite prominently in thesenate confirmation hearings for Chief Justice John Robertsand Justice Samuel Alito.  相似文献

In 1982 responsibility for HUD's Small Cities Community DevelopmentBlock Grant program was transferred to state governments aspart of President Reagan's New Federalism initiatives. Devolutionwas designed to (1) implement a new vision of American federalism,(2) shift control over a significant source of financial resourcesfor nonmetropolitan areas, and (3) end the bypassing of stategovernment officials in community development decisionmaking.This article uses the eleven year (1975–1985) historyof Small Cities CDBG awards in Mississippi to assess the consequencesof the program's devolution. Changes in the pattern of stateCDBG awards indicate that the program's devolution produceda policy redirection that channeled CDBG funds to a larger numberof the smallest municipalities and permitted more local discretionin project design. As a result, HUD no longer dictated communitydevelopment policy to small cities. Instead, community developmentpriorities in Mississippi emerged out of an award process thatinvolved interaction among state and local officials.  相似文献

The present study examined the effects of early pubertal development and physical attractiveness on the popularity, body image, and self-esteem of over 200 sixth-grade girls. Two rival hypotheses were explored. The first suggests that physically attractive girls, because of their more favorable social environment, will exhibit fewer psychosocial difficulties than unattractive girls during pubertal development. The second hypothesis argues that attractive girls will exhibit greater difficulty during pubertal transition because their self-image is more intimately connected with their physical appearance. Although there were no significant interactions between attractiveness and pubertal development for either popularity or body image, the second hypothesis was supported with respect to self-esteem. Specifically, developing attractive girls exhibited lower self-esteem than their unattractive counterparts. The results are discussed in terms of the relative vulnerability to bodily changes of girls differing in physical attractiveness.Support for this work was provided by NIMH Grant 2 R01 MH-30739 and the William T. This study examined the transactional effects of parental physical and verbal aggression and children’s externalizing (EP) and internalizing problems (IP) from early school age to adolescence in lower-income community sample using a multi-informant perspective. Mother-child dyads (n?=?175) from urban low socioeconomic backgrounds that are part of the Concordia Longitudinal Research Project, a prospective intergenerational study, participated. Children’s EP and IP were assessed by mothers and teachers at ages 6–8, 9–11, and 13–17-years-old (Child Behavior Checklist). Mothers also self-reported physical and verbal aggression toward their child (Conflict Tactics Scales Parent-Child). Results from cross-lagged analyses with mothers’ reports of EP and IP revealed a transactional process with EP and physical aggression, and a child-driven effect with IP and verbal aggression. EP at 6–8-years-old were associated with increased physical aggression at 9–11 years of age, that in turn were associated with increased EP in adolescence. IP at 6–8 years old were associated with increased verbal aggression at 9–11 years. Some effects were identified when using teachers’ reports of socioemotional difficulties, including a transactional process from verbal aggression at 6–8 years old, to increased EP at 9–11 years, to increased physical aggression at 13–17 years. Overall, parent-driven and child-driven effects were present, but results differed across informants and behaviour problem types. These results have important implications for research and intervention that are discussed in light of the developmental psychopathology and transactional models of development.

Community development corporations (CDC) are a cornerstone of neighborhood improvement in legacy cities. Yet they face challenges that threaten their financial sustainability, challenges that grew exponentially with the Great Recession. This article examines the impact of the Great Recession on the revenue and survival of CDC in Baltimore, Maryland; Cleveland, Ohio; and Detroit, Michigan. An analysis of financial data from the National Center for Charitable Statistics from 2004 to 2011 highlights issues of industry contraction, revenue concentration and loss, and CDC survival. Interviews and examination of multiple secondary sources of information on CDC activity and support networks in each city further our understanding of the financial results. We find that the CDC industry in all three cities was severely impacted by the Great Recession and that the CDC support networks in each city had a significant intervening effect on the ability of CDC to adapt to the fiscal and service pressures created by the recession. We discuss the implications of the shared trends and the city-specific dynamics for the role of CDC in neighborhood improvement in legacy cities.  相似文献

Successful academic performance during adolescence is a key predictor of lifetime achievement, including occupational and social success. The present study investigated the important transition from primary to secondary schooling during early adolescence, when academic performance among youth often declines. The goal of the study was to understand how risk factors, specifically lower family resources and male gender, threaten academic success following this “critical transition” in schooling. The study involved a longitudinal examination of the predictors of academic performance in grades 7–8 among 127 (56 % girls) French-speaking Quebec (Canada) adolescents from lower-income backgrounds. As hypothesized based on transition theory, hierarchical regression analyses showed that supportive parenting and specific academic, social and behavioral competencies (including spelling ability, social skills, and lower levels of attention problems) predicted success across this transition among at-risk youth. Multiple-mediation procedures demonstrated that the set of compensatory factors fully mediated the negative impact of lower family resources on academic success in grades 7–8. Unique mediators (social skills, spelling ability, supportive parenting) also were identified. In addition, the “gender gap” in performance across the transition could be attributed statistically to differences between boys and girls in specific competencies observed prior to the transition, as well as differential parenting (i.e., support from mother) towards girls and boys. The present results contribute to our understanding of the processes by which established risk factors, such as low family income and gender impact development and academic performance during early adolescence. These “transitional” processes and subsequent academic performance may have consequences across adolescence and beyond, with an impact on lifetime patterns of achievement and occupational success.  相似文献
