论在政府绩效评估中引进多元评估主体

政府绩效评估中引进多元评估主体具有重大意义，它增加了公众和专家的参与，并能促使政府从传统的管制型政府向服务型、责任型和回应型政府的转变。目前的政府绩效评估虽然实行的也是多元评估主体体系，但存在着主体缺位和错位、独立性不够以及主体间的权重比例不够科学等问题。应该在评估主体中进一步增加公众和专家的评估比重，并由第三部门主导政府绩效评估工作，加强信息公开与透明，建立科学的绩效信息系统，以提高政府绩效评估的科学性和有效性。     

保妇康栓治疗伴有人乳头瘤病毒感染的宫颈上皮内瘤Ⅰ型38例

目的:观察中药保妇康栓治疗伴有人乳头瘤病毒(human papilloma virus,HPV)感染的宫颈上皮内瘤(cervical intraepithelial neoplasia,CIN )Ⅰ型患者的临床疗效.方法:伴有HPV感染的CIN Ⅰ型 76例患者被随机分成治疗组和对照组.治疗组予中药保妇康栓阴道内置药3个月,治疗后行液基细胞学检查(liquid based cytology test,LCT)及电子阴道镜检查.对照组不使用任何药物,3个月后行LCT及电子阴道镜检查.结果:3个月后LCT示治疗组HPV感染转阴率为71.05%,与对照组自然消退率(50.00%)比较,差异具有显著性(P<0.05).电子阴道镜检查示治疗组55.27%的CIN Ⅰ型转为慢性炎症,与对照组(34.21%)比较,差异具有显著性(P<0.05),结论:保妇康栓对轻度宫颈病变有一定的治疗作用.     

Interpretation of unusual wounds caused by firearms.

The interpretation of the range of fire of gunshot wounds requires coordination of information and observations from the autopsy surgeon, scene investigator, and laboratory analyst. Opinions based on incomplete information often lead to misinterpretation of the wound. The effects of interposed targets such as clothing, windows, and body parts are discussed. Case examples are given for interposed targets that cause confusing patterns and even lead to misidentification of the points of entrance and exit of the projectile in the body. The splitting of tissue in areas of bony prominence can be mistaken for evidence of discharge of a firearm at close range.

In August 1924, a Soviet-sponsored raid on the Polish town of Stolpce to free two imprisoned communist activists went badly wrong.
