Circumventing formal structure through commitment: Presidential influence and agenda control

Although the formal institutional structure that defines the temporal order of play in a policy game between the Congress and President ought to provide Congress with agenda power, the President is traditionally treated as the dominant player in this relationship. We show that if the President can make clear-cut commitments, presidential commitment can counter the dominance hierarchy and the complexion of equilibrium outcomes. Gender Differences in Self-Perceptions and Academic Outcomes: A Study of African American High School Students

There is increasing divergence in the academic outcomes of African American males and females. By most accounts, males are falling behind their female peers educationally as African American females are graduating from high schools at higher rates and are going on to college and graduate school in greater numbers. Some have suggested that school completion and performance is associated with how students feel about themselves. The purpose of this study was to explore gender differences in the relationship between self-perceptions and 2 academic outcomes among a sample of 243 African American high school sophomores. The results suggest that, overall, females are more favorably oriented toward high school completion. Both male and female students with more positive self-perceptions have stronger intentions to complete the current year of high school. Higher grade point averages were more strongly associated with greater self-efficacy for females than for males. Given these findings, increased attention to educational programming, societal messages, and future research is warranted.     

Peeling Away the Populist Rhetoric: Toward a Taxonomy of Anti-Tax Ballot Initiatives

Scholars have devoted considerable attention to both the fiscal and policy impact of tax and expenditure limitation ballot initiatives. This article instead examines how statewide anti-tax measures come to be placed before the general public for popular votes. It critically assesses six anti-tax measures on statewide ballots in 1996, questioning the wisdom that they were populist undertakings. While tax crusaders continue to draw on grassroots themes and use populist rhetoric, there are important differences across the groups sponsoring the six anti-tax measures, including their organizational history, professionalization, membership, and sources of financial support.     

A Failure of Good Intentions: An Analysis of Juvenile Justice Reform in San Francisco during the 1990s

This study examines the impact of juvenile justice on San Francisco's youth detention population during the 1990s. Because successful juvenile justice reform is measured by reductions in both detention populations and the disproportionate impact on minority youth, this study attempts to evaluate two closely related issues: (1) Did San Francisco juvenile justice reform lead to reductions in juvenile detention bookings? (2) Did San Francisco juvenile justice reform reduce disproportionate minority confinement? The results of the study demonstrated that in fact neither of these results occurred. The data clearly show that what happened instead was “net widening” whereby offenders previously excluded from the juvenile justice system were processed. This was especially the case for minority females, whose rate of detention increased more than any other group. Implications for social policies are discussed.     

Decentralisation of service delivery as adopted by the Central District Council in Botswana

The Central District Council (CDC) in Botswana expanded service delivery to five sub‐districts in January 2000 using a model adapted from the South Somerset District Council, UK. As little data were available on the effectiveness of decentralised service delivery, officials and councillors throughout CDC were interviewed regarding their perception of the process. They not only provided recommendations for enhanced implementation but also identified some of the tensions resulting from it. Copyright © 2004 John Wiley & Sons, Ltd.     

The New Europe: a Federal State or a Confederation of States?

In its search for new forms of federal arrangements appropriate to its contemporary situation, Europe is again at the cutting edge in developing new political arrangements for the postmodern epoch. With the collapse of Westphalian statism, those new arrangements are perforce federal, but not in the manner of modern federations. Instead they are postmodern confederations and various kinds of confederal arrangements. The European Union is rapidly becoming the model post-modern confederation, while other arrangements linking the states of contemporary Europe represent other forms of confederal arrangements. All fit into the spirit and form of globalization and are helping to provide economic globalization with a political and constitutional anchor. Several questions remain, however. How can the European Union become or remain federal rather than hierarchical in orientation, given the pulls of traditional European statism? How will the new confederalism accommodate the various arenas in existing European national state federations?     

Moving from national to international environmental policy

Environmental problems will increasingly spill over national boundaries. An effective and efficient response to these problems will require international solutions; relying purely on national regulatory mechanisms to address global issues will not suffice. To meet this need, better international environmental programs must be developed that maximize collective gain, enforce property rights, address the range of environmental values present in different countries, and fairly determine who should pay for global-scale pollution control.
