Renshaw examines in comparative terms two of the most virulent manifestations of racial prejudice in early twentieth-century British society. The language of antisemitism and Sinophobia in the Edwardian period and the years preceding the First World War, the similarities and differences in the ways that these two forms of prejudice were articulated, and the overlap between them are analysed. Five strands of anti-Jewish and anti-Chinese sentiment and action are discussed. The first examines how international manifestations of antisemitism and Sinophobia, suspicions aimed at Jews and Chinese as transnational diasporic communities, and perceptions of these minorities, through Russian pogroms, the Boxer Rebellion in China and the post-Boer War economic situation in South Africa, were framed in narratives of victimhood and aggression. Second, the transnational and colonial circuits of racialized discourse and the relationship between periphery and metropole are considered, as are divergences in the articulation of anti-Jewish and anti-Chinese prejudice. The third strand investigates the use of the language of ‘invasion’, used by both the political right and the left in discussing Jewish and Chinese immigration and economic activity in Britain, with Chinese employment in British industries (in this period particularly as sailors on British ships) framed in the context of a demographic ‘Asiatic’ takeover of European societies. The fourth strand looks at the intersection of racial prejudice and sexual and social angst, the visceral association of immigrant groups with dirt and disease, and the sexual threat that racist and antisemitic literature attributed to Jews and Chinese. Finally, physical manifestations of antisemitism and Sinophobia in the period and the racial violence that occurred in Cardiff and Tredegar in 1911 will be described and placed in context. The article positions Edwardian antisemitism and Sinophobia as a transitory stage in the evolution of British racism: a bridge between the separate domestic and colonial forms of prejudice present in late Victorian discourse, and the new manifestations of racism located in British cities and ports, but aimed at non-white minorities, that emerged in the interwar period.  相似文献

The way in which free movement of people has become the central issue of the British government's renegotiation and referendum campaign on the UK's relationship with the European Union (EU) risks obfuscating at least three central issues: why immigrants are coming to the UK; what impact EU migrants are having on the UK; and what can be done to effectively regulate such inflows. It is, however, not just the eurosceptics and the British government, but also ‘in campaigners’ and other EU member states, who risk perpetuating a number of widely held misconceptions about free movement and immigration for political reasons. Buying into such myths risks undermining attempts to have a more honest and more evidence‐based debate about immigration and migrant integration.  相似文献

Local governments benefit from nonelected committees that provide citizen input on important issues. Although these committees offer a valuable tool for policy makers, they suffer from low participation and tend to underrepresent economically disadvantaged citizens. This article reports the results of a randomized survey experiment that evaluated the relative effectiveness of offering social recognition or skills training. The findings show that entreaties to participate premised on gaining social recognition had no effect on willingness to participate and that offers to provide training actually decreased citizens’ willingness to participate, especially among economically disadvantaged citizens. Even though these approaches may hold promise, this particular policy intervention did not live up to that promise. The article concludes with a discussion of the importance of testing policy interventions before wide‐scale implementation and the utility of randomized experiments in this process.  相似文献

A global neoliberal architecture has enabled many countries to increase their public debts to meet their fiscal needs. But since 2008 a number of European and North American economies have faced financial crises induced by unsustainable debts. This paper analyses the case of post-default Argentina since 2001, so as to better comprehend the political economy of public debt, especially in cases where governments are elected on anti-austerity platforms. Presidents Néstor and Cristina Kirchner were committed to a debt-reduction policy, yet Argentina faced a new, ‘selective’, default in 2014. This paper analyses how the country has been trapped in a cycle of debt dependency, which can only be interrupted by a comprehensive audit of the debt’s legitimacy followed by debt cancellation. Critical lessons are provided for other countries facing similar situations.  相似文献

Previous large-N studies have found that the advancement of women's rights leads to a decline in conflict, but no large-N research has explored the possibility of a similar relationship between women's rights and terrorism. Nevertheless, policymakers have long argued that the advancement of women's rights forms a key component of counterterrorism policy. Simply put, we lay out a rationale for the argument that increased women's rights reduce the likelihood of terrorism. We test this hypothesis using CIRI's women's rights data combined with two datasets accounting for domestic terrorism and the production of transnational terrorism. While the results show that women's rights overall are not a panacea for both types of terrorism, the provision of women's rights is shown to have a negative relationship with domestic terrorism. States and international institutions should take the differing effects of women's rights across different types of terrorism into account when designing counterterrorism policies.  相似文献

This paper addresses change in oil and gas policies pushed by the U.S. Bureau of Land Management (BLM) during the administrations of Presidents George W. Bush and Barack Obama. Administrative policy changes occurred not only because of election outcomes and the emergence of new governing coalitions but BLM's selective utilization of policy tools such as rulemaking, planning, environmental impact analyses, and the use of discretionary authority to increase or relax enforcement decisions. The data reveal that BLM put more emphasis on the use of discretionary authority to limit environmental inspections and to limit environmental reviews of proposed drilling projects under Bush while agency officials gave priority to adopting new planning procedures to allow greater stakeholder input under Obama as well as increasing the number of environmental inspections.  相似文献

This work compares epidemiological and sociological data on persons having committed suicide in 2002 and in 2012 through a retrospective study of every suicide case having led to an autopsy at the Institute for Forensic Medicine of Lyon in 2002 and in 2012. The study included sociodemographic data, medical data, and toxicological data. A total of 486 cases were included (242 cases in 2002 and 244 cases in 2012). People committing suicide were on average older in 2012 than in 2002 with a larger proportion of over 55. There was also an increase in the proportion of psychiatric antecedents (p < 0.001). Whatever the date of death by suicide, the most affected age range is the 45–54. The results highlight the necessity of bolstering the prevention plans, in particular for people over 45.  相似文献

This paper compares the contributions of socio-demographic, health, mental health, social and environmental factors in explaining variations in psychological distress among older prisoners in two Australian states. One hundred and seventy-three prisoners (aged 50+ ) from 8 Australian prisons were interviewed using the Kessler Psychological Distress (K10) Scale. Three regression analyses were conducted to compare different models of 14 variables significantly associated with psychological distress. Independent variables most prominently associated with variations in psychological distress among older inmates were self-reported levels of social support, self-reported safety and ease of health care access. Difficulties in the built environment and mental health history were significantly explanatory of variations in older prisoner distress in two of the three models. The findings suggest that modifiable situational factors evident in current prison contexts are reasonably explanatory of variations in prisoner distress among older inmates.  相似文献

Initial findings from five recently transcribed censuses of the Jewish community in nineteenth century Palestine, commissioned by Sir Moses Montefiore. This article discusses each census and presents uncorrected population figures. It describes how the Jewish community was rapidly changing: the population increased almost fourfold between 1839 and 1875, primarily due to immigration from Ashkenazi countries. The Jewish community was majority Ashkenazi by 1875. Analysis of the census data gives us detailed information about the community, such as the fact that Ashkenazim were significantly more likely than Sephardim to be engaged in full-time Torah study, whereas individuals who had immigrated to the land of Israel were slightly less likely. It also suggests that immigrations occurred at all ages, although the average age of an immigrant when they came to Palestine was 36.  相似文献

The Trans-Pacific Partnership, if ratified by all parties, is likely to have ramifications for the global defence market and the US’ economic and political strategy towards the Asia-Pacific region. Although the TPP excludes a number of defence-related issues such as defence procurement, the TPP’s provisions on technology transfers and intellectual property rights could bolster the US’ military-technology relations with the Asia-Pacific. For Europe, which is excluded from the Partnership, the likely impact of TPP is uncertain and could raise important challenges and opportunities related to Europe’s own defence-industrial relations with the Asia-Pacific and its wider security role in the region.  相似文献
