Scholars have devoted considerable attention to both the fiscal and policy impact of tax and expenditure limitation ballot initiatives. This article instead examines how statewide anti-tax measures come to be placed before the general public for popular votes. It critically assesses six anti-tax measures on statewide ballots in 1996, questioning the wisdom that they were populist undertakings. While tax crusaders continue to draw on grassroots themes and use populist rhetoric, there are important differences across the groups sponsoring the six anti-tax measures, including their organizational history, professionalization, membership, and sources of financial support. 相似文献

This study examines the impact of juvenile justice on San Francisco's youth detention population during the 1990s. Because successful juvenile justice reform is measured by reductions in both detention populations and the disproportionate impact on minority youth, this study attempts to evaluate two closely related issues: (1) Did San Francisco juvenile justice reform lead to reductions in juvenile detention bookings? (2) Did San Francisco juvenile justice reform reduce disproportionate minority confinement? The results of the study demonstrated that in fact neither of these results occurred. The data clearly show that what happened instead was “net widening” whereby offenders previously excluded from the juvenile justice system were processed. This was especially the case for minority females, whose rate of detention increased more than any other group. Implications for social policies are discussed. 相似文献

Along with a number of other researchers, Patrick Seyd and Paul Whiteley have consistently argued that constituency campaigning in Britain influences constituency election outcomes. In recent work, however, they have denied that the major efforts made by the Labour Party’s national headquarters to target resources and expertise into key seats in the 1997 general election was effective and that, as a consequence, the party had better results in these seats than elsewhere. Using various measures of campaign intensity, however, it is clear that target constituencies did have significantly stronger Labour campaigns than comparable constituencies that were not nationally targeted. Through their power to sentence, trial judges exercise enormous authority in the criminal justice system. In 39 American states, these judges stand periodically for reelection. Do elections degrade their impartiality? We develop a dynamic theory of sentencing and electoral control. Judges discount the future value of retaining office relative to implementing preferred sentences. Voters are largely uninformed about judicial behavior, so even the outcome of a single publicized case can be decisive in their evaluations. Further, voters are more likely to perceive instances of underpunishment than overpunishment. Our theory predicts that elected judges will consequently become more punitive as standing for reelection approaches. Using sentencing data from 22,095 Pennsylvania criminal cases in the 1990s, we find strong evidence for this effect. Additional tests confirm the validity of our theory over alternatives. For the cases we examine, we attribute at least 1,818 to 2,705 years of incarceration to the electoral dynamic. 相似文献

The Central District Council (CDC) in Botswana expanded service delivery to five sub‐districts in January 2000 using a model adapted from the South Somerset District Council, UK. As little data were available on the effectiveness of decentralised service delivery, officials and councillors throughout CDC were interviewed regarding their perception of the process. In its search for new forms of federal arrangements appropriate to its contemporary situation, Europe is again at the cutting edge in developing new political arrangements for the postmodern epoch. With the collapse of Westphalian statism, those new arrangements are perforce federal, but not in the manner of modern federations. Instead they are postmodern confederations and various kinds of confederal arrangements. The European Union is rapidly becoming the model post-modern confederation, while other arrangements linking the states of contemporary Europe represent other forms of confederal arrangements. All fit into the spirit and form of globalization and are helping to provide economic globalization with a political and constitutional anchor. Several questions remain, however. How can the European Union become or remain federal rather than hierarchical in orientation, given the pulls of traditional European statism? An effective and efficient response to these problems will require international solutions; relying purely on national regulatory mechanisms to address global issues will not suffice.
