Accidental or deliberate poisoning of food is of great national and international concern. Detecting and identifying potentially toxic agents in food is challenging due to their large chemical diversity and the complexity range of food matrices. A methodology is presented whereby toxic agents are identified and further characterized using a two-step approach. First, generic screening is performed by LC/MS/MS to detect toxins based on a list of selected potential chemical threat agents (CTAs). After identifying the CTAs, a second LC/MS analysis is performed applying accurate mass determination and the generation of an attribution profile. To demonstrate the potential of the methodology, toxins from the mushrooms Amanita phalloides and Amanita virosa were analyzed. These mushrooms are known to produce cyclic peptide toxins, which can be grouped into amatoxins, phallotoxins and virotoxins, where α-amanitin and β-amanitin are regarded as the most potent. To represent a typical complex food sample, mushroom stews containing either A. phalloides or A. virosa were prepared. By combining the screening method with accurate mass analysis, the attribution profile for the identified toxins and related components in each stew was established and used to identify the mushroom species in question. In addition, the analytical data was consistent with the fact that the A. virosa specimens used in this study were of European origin. A 39-year-old woman was found dead at home. She was single, foreign national, chronic alcoholic, and had given shelter to a compatriot for three days. This man found the deceased in her bed, after a night of heavy drinking. The emergency medical team observed numerous recent blue ecchymoses of the upper limbs. Because of the unclear circumstances, a medicolegal autopsy was ordered by the public prosecutor. Massive hemoperitoneum was diagnosed with no visible internal traumatic injury. Autopsy revealed hepatic and pancreatic abnormalities secondary to chronic alcoholism, which were confirmed by pathological study. The source of the hemoperitoneum was not identified despite careful visceral and vascular examination. The authors concluded that death was secondary to idiopathic spontaneous hemoperitoneum or abdominal apoplexy. The forensic literature on unexpected death due to massive nontraumatic intra-abdominal hemorrhage in association with liver cirrhosis is sparse, with only five cases reported, including the present case. 相似文献

The growth of five variables of the tibia (diaphyseal length, diaphyseal length plus distal epiphysis, condylo-malleolar length, sagittal diameter of the proximal epiphysis, maximum breadth of the distal epiphysis) were analysed using polynomial regression in order to evaluate their significance and capacity for age and sex determination during and after growth. Data were collected from 181 (90♂ and 91♀) individuals ranging from birth to 25 years of age and belonging to three documented collections from Western Europe. Results indicate that all five variables exhibit linear behaviour during growth, which can be expressed by a first-degree polynomial function. Sexual significant differences were observed from age 15 onward in the two epiphysis measurements and condylo-malleolar length, suggesting that these three variables could be useful for sex determination in individuals older than 15 years. Strong correlation coefficients were identified between the five tibial variables and age. These results indicate that any of the studied tibial measurements is likely to serve as a useful source for estimating sub-adult age in both archaeological and forensic samples. 相似文献

Many studies show that democracy promotes freer trade. However, because they typically focus on “at-the-border” barriers such as tariffs, we know little about democracy’s effects on “behind-the-border” barriers such as discrimination in government procurement. We address this question by asking how democracy affects governments’ incentives to discriminate against foreigners when buying goods and services. We argue that “buy national” policies have unclear costs and are harder to attack than policies that visibly interfere with consumers’ ability to buy foreign goods. This makes such provisions more attractive than tariffs to democratic leaders seeking reelection. We thus hypothesize that democracy leads to lower tariffs but to greater discrimination in public procurement. We support this hypothesis with an analysis of procurement and imports in 138 countries from 1990 to 2008. Our results imply that a full understanding of the democracy–trade policy relationship requires attention to increasingly prominent behind-the-border barriers to trade. 相似文献

Nigeria's abundant natural resource endowments should earn the country's bragging rights as the “Giant of Africa”. Instead, 52 years of corrupt practices among the often recycled ruling elites in post-independence Nigeria have crippled this giant and turned what should be one of the country's strongest assets – its vast oil wealth – into a curse. This article critically examines the concerns for corruption as an enduring obstacle to Nigeria's development writ large. After providing a historical trajectory of corrupt practices in Nigeria from the mid-1980s to the present, it discusses some of the recent corruption scandals in the country, in particular the issues surrounding the US$6.8 billion that was drained from Nigeria between 2009 and 2012 in the fuel subsidy scam. The conclusion makes a case for the reworking of a pervasive system in Nigeria that “pardons” corruption and “recycles” corrupt rulers. 相似文献

This paper analyses practices for monitoring, tracking and assessing the international aid and reconstruction efforts in Haiti in an attempt to ‘build back better’ from the devastation of the January 2010 earthquake. We suggest that aid and reconstruction efforts filter through an international network of development organisations. This network also acts as a governing auspice, overseeing the transformation of Haiti from a ‘failed state’ to a strong democratic state. The central governing mechanism in this reconstruction effort involves the embedding of the ideas and practices of audit within Haitian political and civic culture. We reveal how, in Haiti, this culture of audit monitors aid and reconstruction through biopolitical technologies such as benchmarks and performance indicators, and through the constitution of calculable and accountable entities. More than a means of implementing disaster recovery, audit culture is a technique of biopolitical governance that aims to transform Haiti's state, civic institutions and citizens into entities accountable to an international development agenda. 相似文献

AbstractSince the 1990s, Brazil’s foreign policy-making, traditionally a highly centralised and hierarchical process, has become more fragmented, plural and horizontal. In this context, the role of non-state actors has been increasingly relevant. The impact and significance of these actors have been however a matter of debate. While there are authors that consider that non-state actors play only a secondary role in the policy-making process, there are others that assert that these actors work alongside governmental actors and directly influence policy choices. Drawing on the concept of network governance, the paper proposes a different view from the two recurrent approaches in the literature mentioned above. It argues that the recent steps to transform Brazil’s state governance from hierarchy to horizontal networks have indeed expanded the room for the direct participation of non-state actors in the policy process. However, state authorities fought to adjust this tendency, in order to retain control over the decision-making process, by putting in place formal and informal coordinating mechanisms led by the Ministry of Foreign Relations and the Presidency. This suggests Brazil’s foreign policy was made in the shadow of hierarchy. The paper demonstrates the argument using the case of Brazil’s foreign policy towards China. 相似文献

ABSTRACTNeville Laski, president of the Board of Deputies of British Jews from 1932 to 1939, led Anglo-Jewry through the most challenging period in its modern history. Internally, the community was deeply divided, with half a century of mass immigration placing great strain on its pre-existing structures and institutions, and particularly the traditional elites who controlled them. Externally, it faced the unprecedented threat of an emerging domestic fascist movement, while also dealing with the consequences of growing antisemitic persecution in continental Europe. Despite playing a leading role in responding to these developments, Laski has received remarkably little attention from historians. Where he has, the consensus is that he failed to rise to the challenges of the 1930s, acting as an impediment to internal reform and remaining complacent and ineffective in his response to antisemitism. Drawing on a range of contemporary sources, Tilles’s article offers a comprehensive reassessment of Laski’s role. It argues that he acted as a transitional figure between the rule of the old, anglicized elites and the new immigrant community, seeking to balance the demands of competing factions. Meanwhile, his defence policy against antisemitism was not only active and effective, but eventually saw all major sections of Anglo-Jewry unite behind his leadership in this area. 相似文献
