In its search for new forms of federal arrangements appropriate to its contemporary situation, Europe is again at the cutting edge in developing new political arrangements for the postmodern epoch. With the collapse of Westphalian statism, those new arrangements are perforce federal, but not in the manner of modern federations. Instead they are postmodern confederations and various kinds of confederal arrangements. The European Union is rapidly becoming the model post-modern confederation, while other arrangements linking the states of contemporary Europe represent other forms of confederal arrangements. All fit into the spirit and form of globalization and are helping to provide economic globalization with a political and constitutional anchor. Several questions remain, however. How can the European Union become or remain federal rather than hierarchical in orientation, given the pulls of traditional European statism? This study develops a dynamic model of the rivalry process, explicitly connecting the conflicts that form rivalries. The model demonstrates how these conflicts combine to form an especially conflict‐prone relationship. Using numerical simulations of the model, I deduce and test a hypothesis connecting dyadic conflict and rivalry termination. High‐concentration conflicts increase the probability of rivalry termination by causing a sharp and sustained drop in public support for future military action. Dyadic conflict between rivals can bring peace, under the right circumstances. We introduce experimental research design to the study of policy diffusion in order to better understand how political ideology affects policymakers’ willingness to learn from one another's experiences. Our two experiments–embedded in national surveys of U.S. municipal officials–expose local policymakers to vignettes describing the zoning and home foreclosure policies of other cities, offering opportunities to learn more. We find that: (1) policymakers who are ideologically predisposed against the described policy are relatively unwilling to learn from others, but (2) such ideological biases can be overcome with an emphasis on the policy's success or on its adoption by co‐partisans in other communities. We also find a similar partisan‐based bias among traditional ideological supporters, who are less willing to learn from those in the opposing party.
